OPHS and IMPD Homeland Security Bureau encourages residents to prepare for winter weather by offering the following tips:

* Prepare your car for cold and wintry weather. Pack an emergency road kit to be kept in your vehicle for the season, including a blanket, first aid kit, non-perishable food, and phone charger.

* Brush up on your winter weather awareness terms – learn the difference between a watch, warning, and advisory here.

Always use safe home heating practices:
* Replace filters in central heating systems
* Set up space heaters at least three feet away from heat
sources

fireplace or wood stove

Remember winter driving tips:
* Check conditions before your tip and plan accordingly
* Slow down
* If you start sliding, turn slightly into the skid
* Know when to quit

Halloween Safety Tips:
• Wear light-colored clothing short enough to prevent tripping and add reflective tape
• Wear fire-resistant costumes
• Make sure children can see well through face masks
• Don’t wear masks or disguises into businesses
• Adults should accompany young children and children with special needs
• Go out in daylight hours if possible or carry a flashlight if you’ll be out after dark
• Motorists are reminded to slow down and be aware of their surroundings
• Only give and accept wrapped or packaged treats
• Examine all treats before allowing children to eat them. If you find a suspicious item, contact police as soon as possible at 327-3811; if injury is involved, dial 911
• Avoid props such as toy guns, which can look real
• Consider block parties instead of trick-or-treating
• Don’t fire guns – it’s illegal and - what goes up, must come down
• Check the weather and have appropriate dress under costumes in the event of cold temperatures

The IMPD is aware of the ongoing repair operations at the Emrichsville Dam. We remain in close communication with DPW and are continuing to monitor the situation. Indianapolis residents are advised to stay out of the White River south of 16th Street and avoid approaching the dam from either the west or east banks of the White River near the construction site.

Former Homeland Security Chief Passes Away after battle with Parkinson’s
It is with deepest regret that we advise you of the death of our emergency manager Gary C***s, formerly our Division of Homeland Security Chief, Perry Township Trustee, and Beech Grove Fire Fighter. Our Chief is now at peace.
Chief C***s fought Parkinson’s disease and related complications with the same humble, but tough courage he showed throughout his life. Through their dangerous work Firefighters can be exposed to situations that may increase their chances of developing Parkinson’s disease. Gary was instrumental in Indiana becoming the first state in the country to add Parkinson’s disease to the Presumptive Law. Parkinson’s disease is a chronic, degenerative neurological disorder that affects one in 100 people over age 60. While the average age at onset is 60, Chief Gary C***s was only 33 years old when he was diagnosed.
Chief Gary C***s is widely credited with adopting a more comprehensive approach and standards to homeland security and emergency management in Indianapolis. He also set a new standard nationally for the safety and security at Super Bowls after such a successful Super Bowl XLVI here in Indianapolis. Many describe Chief C***s as a great American. But if we could choose one word that describes Gary, it would be – heart. His story is one of heart, dedication and honor that will be etched in this community’s history.
Chief C***s’ favorite phrase to anyone in public safety going through tough times was "never out of the fight. “We are never out of the fight. So I just live by that motto. I don't know where they got it from. Don't know who came up with it," said C***s during a WTHR interview. "I just live by that motto because that is how I've got to live my life because I will never be out of the fight. “Gary was strong a family man and always put his family first. He also cared about everyone’s family and made sure there was a work life balance in our department. We send our deepest condolences to his wife Patricia C***s, children Brandon, Blake, and Baylee, his brother Tom C***s, his Mother Linda C***s, along with the entire family. Our hearts go out to them. We will stand with them not only today, but in the days ahead as he stood with us. We also want to thank everyone for standing in solidarity with his family and with all of us in public safety. Gary C***s gave his life to this work and he did it willingly in service of others.
