It’s no question that retention and recruitment is essential is manning the fleet with driven and experienced Sailors. To ensure this mission is continually met, the bellow NAVADMIN has been released to incentivize active duty Sailors with receiving up to 2 FLOCs, worth 1 point each toward your advancement exam. All you need to do is provide a referral that ultimately leads to a future Sailor contract, as referenced below.

provide their name and contact information which will allow a recruiter to
engage with them.”

There have been a few updates to the quotas!!!

FY-21 Active-Duty E-7 quotas updated

We are publishing a new graphic as some ratings have been updated to reflect the most accurate quotas.

Just a reminder, the board can only select up to the quotas issued. However, the board can give quotas back if not enough qualified candidates are available.

ATI ATO are now combined to AT.

FC & FC AEGIS, MM & MMA, NCC & NCR were also updated.

I have a plethora of fun facts for everyone from Detailer land! This list was compiled by a detaching SCPO and EVERYTHING on it is important for leadership to know. I cannot stress #3 and #5 ENOUGH!!! These are the ones that most often happen when I'm dealing with Sailors. It's lengthy, but a damn good read when trying to help your Sailors.

1. Be aware that their Sailors don’t operate off of the same business rules as CSELs do, Sailors are limited to what is advertised on My Navy Assignment.
2. Ensure that the career counselor be it Command/Department/Divisional are conducting CDBs around the 15 month mark prior to the Sailors PRD to explain the ramifications of NAVADMIN 231/17.
3. Never tell Sailors not to apply for billets on MNA and that the command will work with the Detailer to get them a billet that they want.
4. Once a Sailor is under orders they are no longer a Detailer asset and belong to the applicable TYCOM and there is nothing that the Detailer can do to change their orders.
5. When calling a Detailer on behalf of the Sailor be prepared. Don’t call and say the Sailor is doing their part of the process when in fact the Sailor has most likely made minimal or no applications on MNA. Don’t call and tell us the person you are calling about is a “Good Sailor” and shouldn’t go to location “X” because I can guarantee you that location “X” or squadron “Y” could definitely use a “Good Sailor”.
6. Ensure all requests to extend on board a sea duty command are routed and received prior to the Sailor entering their negotiation window, as requests of this nature received inside of 12 months will most likely be returned without action.
7. If a Sailor is requesting to be released to a Special Program again please ensure that it submitted outside the MNA negotiation window.
8. Detailers don’t have any special billets hidden away
9. Detailers cannot help you get your billet advertised on MNA, that responsibility lies with your ISIC/TYCOM/Placement coordinator
10. Detailers don’t have a desk drawer full of up round Sailors to give to you because your Chief/Sailor is being DFC’d or Admin separated
11. Understand the roles the ECM, Placement Coordinator, and Detailer play in the Manpower/Distribution world.
a. Enlisted Community Manager – They are the Navy’s advocate, they manage the Navy’s end strength, approve Fleet Reserves, Early Separations, HYT waiver requests etc..
b. Placement Coordinator – They are the Command’s advocate, they manage the alignment of Sailor into proper billets, work on behalf of the command to requests OPHOLDS and deal with PERSMARs
c. Enlisted Detailer – They are the Sailor’s advocate, they are the voice of the Sailor in the Distribution process. This doesn’t mean that they will give the Sailor what they want but rather look out for each Sailor in the order negotiation process. They have “zero” input into what billets get advertised on MNA, they are also the one tasked with making Selections for orders during each cycle and delivering the good/bad news to Sailors based of decision and policy guidance.
12. Understand how the Spouse colocation process works, the sea duty rolling spouse negotiates from MNA and the shore duty rolling spouse will receive follow-on orders after the sea duty spouse is selected.
13. Understand how the EFM process works for order negotiation. CAT IV & V EFMs will work with the applicable Detailer for a billet that can support the EF Member, this is not a ticket to remain in a certain geographical location. When Detailers request an EFM billet the request from PERS-4013 they are given the highest priority billet that can support the EFM, this billet is vetted through PERS-454’s EFM Desk.
14. Understand that the billets advertised are priority and the Navy needs them filled, every billet on MNA is a “HOT FILL”.
