RYAN LESLIE CAMPBELL ARRESTED ON MULTIPLE WARRANTS, NEW CHARGES

By: Sheriff Glenn Wheeler
Newton County Sheriff's Office
870-446-5124

September 17th, 2026

Newton County Sheriff Glenn Wheeler said his office arrested Ryan Leslie Campbell today on multiple warrants. Campbell also drew new charges from today’s incident.
Wheeler said Campbell had bond revocation warrants on charges from previous cases that involved multiple counts of Breaking or Entering and Theft of Property. There was also a new warrant for Theft of Property that stemmed from an incident where Campbell allegedly stole a vehicle belonging to the Mount Judea School that was parked on their campus. Campbell was also recently the suspect in the theft of a Honda ATV and had been photographed on multiple trail cameras throughout the area riding an ATV that matched the description of the one taken. He had also allegedly entered and spent the night in multiple homes and rentals in the area at times, but had also reportedly been living in the woods part of the time.
Today the Sheriff’s Office received a call from a man reporting he was seeing someone on cameras at his cabin that appeared to be attempting to break in. Newton County Deputies and Sheriff Wheeler, along with an Arkansas State Police Trooper responded to the area. One Deputy walked in on foot and could hear someone leaving through the woods on an ATV. Officers went to the area where the suspect would come out on a county road and waited for him.
When he came to the county road and saw a Deputy, the suspect, identified as Campbell, fled on the ATV but soon drove into a fence which stopped the chase. Campbell was taken into custody without further incident. The ATV was confirmed to be the one recently reported stolen. Deputies then discovered Campbell was in possession of suspected methamphetamine.
In addition to the previous revocation and warrant, he was also charged with Theft by Receiving for having the stolen ATV, Fleeing with a Vehicle, Possession of Methamphetamine and Criminal Trespass. Since the previous bonds had been revoked, Campbell will be held without bond until he goes in front of a judge.
Sheriff Wheeler said, “Ryan has been a problem for us and for the citizens for quite some time, but has been incredibly difficult to catch despite great help and input from the community. He feels as if no one’s property is off limits for him to take or use. Hopefully with these previous bonds being revoked, plus several new felony charges, he will sit in jail for a while so people can rest a little easier.”

FORMER NEWTON COUNTY SHERIFF’S OFFICE DEPUTIES ARRESTED

By: Sheriff Glenn Wheeler
Newton County Sheriff's Office
870-446-5124

September 11th, 2026

Newton County Sheriff Glenn Wheeler would like to address the matter of the arrest of former Chief Deputy Mikel Blocker and Newton County Investigator Aaron Carter.

Sheriff Wheeler recently became aware of former Chief Deputy and, at the time Jasper Patrolman, Mikel Blocker allegedly being involved in criminal activity. At that time Sheriff Wheeler reached out to the Prosecuting Attorney and requested an independent investigation and Blocker was terminated from Jasper Police Department.

At that point, the Arkansas State Police began an investigation. As per normal procedures, the Newton County Sheriff’s Office and Jasper Police Department took no direct part in the investigation other than cooperating by providing whatever information State Police needed.

On September 11th, 2026, Agents with the Arkansas State Police arrested Mikel Blocker on charges of Theft of Fi****ms. During the follow up investigation, Arkansas State Police also arrested Aaron Carter for Theft of a Fi***rm. Multiple fi****ms were recovered and Investigator Carter was terminated from the Sheriff’s Office.

Sheriff Wheeler said, “This breaks my heart and this situation has been the most unpleasant work-related thing of my career but we owe it to the public we serve to hold ourselves as Law Enforcement Officers to a higher standard. When myself and Jasper Police Chief Mike Henderson became aware of even the possibility of unethical or illegal activities, we took action and requested a thorough and independent investigation which led to where we are now. Also, I want the public to know that, no matter who you are, we take all crimes seriously and no one is above the law. We truly appreciate the Arkansas State Police and the thoroughness and professionalism they showed in this matter.”

Any requests about the actual investigation should be directed to the Arkansas State Police.

ONLINE THREAT INVESTIGATED AT JASPER SCHOOL

Newton County Sheriff’s Office
Sheriff Glenn Wheeler

August 24, 2026

Sheriff Glenn Wheeler said he was contacted by Jasper School District SRO, Billy Bell, about a social media comment posted on a school account that alluded to a serious threat at the Jasper campus. The comment indicated a potential bomb on campus that would detonate tomorrow. Deputy Bell stated he was going to the school to sweep for threats and requested assistance. Deputies from the Newton County Sheriff’s Office (including a deputy with a specially trained explosive detection dog) and officers from Jasper Police Department responded to the scene. The campus was methodically cleared with no threats or devices located.
Additionally, the Arkansas State Police and Harrison Police Department were contacted and assisted with the investigation into the origin of the comment using advanced electronic, computer and internet-based investigative techniques.
That investigation suggested the person making the comment was located several hours away and it appears there is no imminent threat posed to the school, the students and staff nor the community. But, out of an abundance of caution, extra law enforcement personnel, both in uniform and plain clothes, will be on campus as the investigation continues. Local Law Enforcement is reaching out to agencies in the area the commenter is believed to be located to try and make contact with the person.
“We believe there is currently not a threat to safety, but we are taking it as a serious threat until we are able to determine otherwise,” Sheriff Wheeler said. “We will continue to work with HPD, State Police and the social media platform from which the comment originated until we have a clearer answer. As always, the school administration and safety officials immediately took the situation seriously and notified law enforcement. That is so important in these situations.”
If a student, or any member of the community, has more information or ever knows of threats being made, they are encouraged to let school officials or Law Enforcement know immediately.

Let’s Work Together to End Drunk Driving!
Jasper, AR — From August 21 through September 7, 2026, the U.S. Department of Transportation’s National Highway Traffic Safety Administration will be working alongside the local law enforcement to deter drunk driving and prevent tragedies during the Labor Day holiday weekend. The message is clear: Drive Sober or Get Pulled Over.
During the 2024 Labor Day holiday (6 p.m. August 30 - 5:59 a.m. September 3), there were 505 traffic crash fatalities nationwide. Of these 505 fatalities, 34% (170) involved a drunk driver. Seventy-seven percent of the impaired drivers killed had a blood alcohol concentration (BAC) of .15 or higher. Among drivers between the ages of 18 and 34 who were killed in crashes over the Labor Day holiday in 2024, 40% of those drivers were drunk, with BACs of .08 or higher.
“We want our community members to understand that it’s our first priority to keep people safe, so we’re asking everyone to plan ahead if they know they’ll be out drinking,” said Chief Deputy Adam Sirmons. “The Drive Sober or Get Pulled Over campaign is an awareness effort to get the message out that drunk driving is illegal and it kills. Let’s make this a partnership between law enforcement and drivers: Help us protect the community and put an end to this dangerous behavior.”
If a driver intends to drink during a Labor Day festivity, he or she should plan ahead for a safe ride home by securing a designated driver or planning on sleeping at the residence they are drinking at. They shouldn’t wait until after drinking to plan how to get somewhere. Impairment clouds a person’s judgment and endangers others on the road.
If a driver finds they are unable to drive, they should give their keys to a sober driver so that person can get them home safely. When a friend has been drinking and is considering driving, friends should be proactive — take away the keys and help them get a sober ride home. If anyone spots a drunk driver, contact local law enforcement.

FUGITIVE VIOLENT S*X OFFENDER LOCATED AND ARRESTED ON OUTSTANDING WARRANT AND FACES ADDITIONAL NEWTON COUNTY CHARGE.

By: Sheriff Glenn Wheeler
Newton County Sheriff's Office
870-446-5124

July 22nd, 2026

Newton County Sheriff Glenn Wheeler said his office was recently contacted by the Arkansas S*x Offender Registry about information they had received of a wanted man hiding in Southwestern Newton County. The report said Donald Cade Selvy, aged 69, had been staying at a residence in that area and that he was wanted out of North Carolina for Probation Violation on original charges related to s*xual assault and fraudulent theft. There was no bond on the warrant and North Carolina Officials would extradite nationwide.
Newton County officials confirmed the information about the warrant and began investigating Mr. Selvy. It was discovered Selvy had an extensive criminal history that involved charges of multiple s*xual offenses, kidnapping, s*xual offenses against children, multiple extremely violent offenses and multiple escape charges in several states. It was also determined that he was out of compliance on his s*x offender registry requirements. When printed, his criminal history was 81 pages long and began in the early 1970s.
Sheriff Wheeler contacted the U.S. Marshals Fugitive Task Force who also began investigating and gathering information. Once it was determined Selvy was likely at the residence, the Newton County Sheriff’s Office, along with the U.S. Marshals, Jasper Police Department and the 14th Judicial District Drug Task Force, went there and was able to take Selvy into custody without incident. Due to the fact he has been living in Newton County and did not register as a S*x Offender here, he was additionally charged with Failure to Register as a S*x Offender, a Class C Felony. A judge set his Newton County Bond at $100,000.00.
Selvy was transported to the Newton County Jail where he will be held for his Newton County charges, plus possible Federal charges. Arrangements will then be made to extradite him back to North Carolina.
Sheriff Wheeler said, “When we learned that a man with a history and charges like his was hiding in our county, we called in the best resources we could to get him in custody as soon as possible. His criminal history was disturbing. It was great cooperation between my folks, Jasper PD, the Drug Task Force and the Marshal Service to take a potentially dangerous s*xual predator out of our community.”
