From: CivicJC supports the idea of development of municipal employees as it helps improve the individual and benefits the residents of Jersey City. Jersey City has a well thought out tuition reimbursement policy for its full time employees.
However, we do not support the abuse of that policy by elected officials.
An OPRA request submitted in September 2020 for tuition reimbursements for years 2019 and 2020 was completed in March 2021.
We found that almost all tuition reimbursements seem to fall within the definition of the city policy.
There were two that stood apart, approved reimbursements for City Council members.

The policy mentions and applies to full time employees, not elected officials, nor should it apply to elected officials.
As an aside, one of conditions for eligibility is:
"The course or program of study is not intended to meet the minimum qualifications necessary for another vocation;"
Even if the elected officials were covered under the policy, the courses do not seem to apply to their roles as council members and meet the conditions of reimbursement.
Public funds for personal gain is never acceptable.
