Applications for PMRF Guest Pass Program are now open

The Pacific Missile Range Facility (PMRF) has reopened guest pass access application processing for new and renewal applicants effective October 5, 2026, following the temporary suspension of services associated with hurricane recovery efforts.

The reopening of the guest pass application process allows eligible individuals to submit applications for guest pass access to PMRF’s select recreational sites and beach access in accordance with established base access-control procedures. Applicants must be a U.S. citizen, at least 18 years old, have valid identification and successfully pass a background check.

“We appreciate the community’s patience and understanding as we prioritized safety and recovery operations following Hurricane Lowell,” said PMRF Commanding Officer, Captain Robert Prince. “Reopening guest pass applications is one of many efforts towards restoring normal services and supporting our personnel, families, and guests.”

PMRF guest pass applications are accepted from Monday to Thursday, between 9 a.m. to 10 a.m. only, at the PMRF Pass and ID office located on Tartar Drive in Kekaha. New and renewal applicants must complete all required forms and submit supporting documentation in person for processing. A processing fee of $25 is due per guest pass card and is payable via QR code scan-to-pay option by credit or debit card. Cash or check payments are not accepted.

PMRF strives to balance public access and mission requirements to share available recreational resources and services with residents and visitors. Guest pass access remains subject to applicable security requirements, installation operating conditions, and designated Morale, Welfare and Recreation (MWR) sites, services and business hours.

The PMRF Fire Dept. is celebrating, Fire Prevention Week Oct. 4–10, 2026. This year’s theme, “Charge into Fire Safety: Safe Charging Is a Superpower,” highlights simple steps you can take to help prevent fires involving rechargeable lithium-ion batteries.

PMRF encourages Sailors, base personnel and families to practice safe charging at home and at work:

- Charge devices on a hard, flat surface.
- Use charging equipment approved for the device.
- Unplug devices once they are fully charged.
- Never charge phones, tablets, or other devices under pillows, on beds, or on other soft surfaces.
- Stop using a battery or device that is damaged, swollen, unusually hot, leaking, or producing an unusual odor.

Safe charging is a daily habit that helps protect our homes, workplaces, and community. For more information, visit fpw.org.

Congratulations BM1 Burciaga, BM2 Lassiter and ET2 Byassee on your decision to reenlist!

BM1 Burciaga and BM2 Lassiter each reenlisted for six years and ET2 Byassee reenlisted for three.

When a Sailor reenlists, they are willingly taking the oath of enlistment all over again. They are recommitting years of their life to defending the nation, accepting the sacrifices of military life, and stepping up as experienced leaders to mentor the next generation of Sailors.

Please join us in congratulating, and thanking, these Sailors for their continued dedication to serve!

PMRF Nēnē Patrol Advisory: Stop for Nēnē Crossing.

From September through April, nēnē will conduct increased “patrols” across the installation, with frequent activity near the main gate. Their mission: identify prime nesting real estate—not inspect your ID or test your brakes. All personnel and visitors should remain alert, reduce speed, and give these priority residents plenty of space to cross safely.

Thank you for your attention to this advisory. Have a nice day.

Last Friday, PMRF conducted a thorough clean-up along the stretch of Kaumuali'i Highway leading to the main gate. It was a beautiful day to do some much-needed beautification in Mana.

PMRF is a proud partner of the state's, Adopt-a-Highway program and gathers quarterly to host a highway clean up.

Mahalo nui loa to the sailors and staff for participating in Adopt-a-Highway and for helping to keep Kaua`i beautiful.

Ready Together; Behind the scenes of Emergency Management on Kauaʻi

When a crisis strikes the remote island of Kauaʻi, the ability to respond effectively often comes down to the community’s ability to work together. For Kelly Balmores, the Emergency Management Officer (EMO) at Pacific Missile Range Facility (PMRF), Barking Sands, the connections he’s developed with his peers and neighbors prove critical in an emergency.

Born and raised on the island’s south shore in Kōloa and a graduate of Kauaʻi High School, Balmores has spent the last 15 years serving PMRF and the community, developing emergency response procedures and promoting community readiness.

After a brief stint working in local restaurants, Balmores joined the U.S. Army. Serving as a 12 Bravo combat engineer, he deployed to Iraq in August 1990 in support of Operations Desert Shield and Desert Storm. Following his military service, he transitioned to civilian law enforcement and later spent ten years with the Department of Energy (DOE).

"That's where I got into emergency response and Incident Command [JB1] Systems (ICS)," Balmores said, noting he was primarily the "boots on the ground" for DOE operations.

Balmores brought that expertise back to Kauaʻ i in 2011,[JB2] initially serving as PMRF’s Installation Training Officer. After dual-hatting for several years, he officially took lead as the installation's permanent EMO in 2018. His expertise is backed by the highly selective Navy Emergency Manager certification, a rigorous qualification requiring real-world incident experience, multiple years as an EMO and the completion of 50 s[JB3] pecific duty tasks. He is one of roughly 40 personnel enterprise-wide to hold the designation. For Balmores, successful emergency management hinges on community integration and proactive coordination.

"There's a saying out there... when an incident is occurring, that's not the time to be trading business cards," Balmores explained. Growing up on Kauaʻi gave him a unique advantage; many of PMRF’s key partners in emergency management are people that Balmores knew growing up or even went to school with. "Establishing those relationships before an emergency is important."

These lifelong relationships have proven critical during real-world crises where PMRF and the county share limited resources. During the severe 2018 rain events and landslides on the North Shore, Balmores coordinated with the county to use U.S. Navy landing craft to shuttle ambulances, bulldozers, food, and water to cut-off residents.

Similarly, during the Kaumakani fires, PMRF’s unique military resources played a pivotal role in assisting local first responders. "We brought out military aircraft with larger buckets into play, which really controlled the fire, whereas the community’s buckets were smaller," Balmores noted. "They started to get the fire under control because of a resource we were able to share to keep the community safe.”

Balmores acts as a liaison officer for the Kauaʻi Emergency Management Agency (KEMA), teaches Federal Emergency Management Agency (FEMA) courses to local agencies, and sits as a voting member on the Local Emergency Planning Committee (LEPC). Currently, the LEPC is tackling complex island-wide challenges, such as the safe disposal of toxic electric vehicle (EV) batteries.

Whether he is planning for future hazards or responding to an immediate threat, Balmores remains motivated by a desire to help his community.

"Because we're such a small island and such a small base, whether an incident involves the county, state, or PMRF, we're partners," Balmores said.

September is National Preparedness Month and with the recent storms brewing in the Pacific it is more crucial than ever to make sure your family is prepared for an emergency. Planning, putting together a go-kit, and talking with your family about what to expect are important first steps toward personal readiness. Visithttp://ready.gov for more preparedness information.

PMRF is the world's largest instrumented multi-domain range, capable of supporting surface, subsurface, air, and space operations simultaneously. Through dedicated emergency management, interagency drills, and robust mutual aid partnerships, PMRF ensures mission readiness and the safety of its military and civilian workforce, and the broader community.
