RE: Senate Bill 1479
April 10, 2026

Today, Arizona reached a significant milestone in property protection as the Governor signed Senate Bill 1479 (SB1479) into law – the state’s first comprehensive measure aimed at preventing deed fraud. SB1479 was sponsored by Senator Frank Carroll and co-sponsored by Senator’s Fernandez, Kavanagh, Payne, Sears, Shamp, Shope and Bliss.

This landmark legislation established many critical safeguards to enhance the integrity and security of property ownership and deed transfers throughout Arizona.

Safeguard #1: Individuals recording documents in person must present valid photo identification, unless the filing is conducted by an escrow officer, title agent, chartered bank or governmental entity.

Safeguard #2: County Assessors are now required to implement an Address Protection Program that notifies enrolled property owners of any ownership changes affecting their property(ies). This program is modeled after the successful initiative developed by the Mohave County Assessor’s Office in 2022.

Safeguard #3: Any individual who records a document containing material misstatements or false claims is liable to the property owner for no less than $5,000 or the actual damage incurred, whichever is greater, along with reasonable attorney fees and legal costs.

Safeguard #4: A person named in a fraudulent document who knowingly refuses to release or correct the record within twenty days of receiving written notice will be liable for at least $1,000 or actual damages, whichever is greater, in addition to reasonable attorney fees and associated costs.

Safeguard #5: Knowingly recording fraudulent documents is now classified as a Class 5 felony, an increase from the previous classification of a Class 1 misdemeanor.

Safeguard #6: Notary publics are required to obtain a thumbprint for all deed-related notarizations, adding a critical layer of identity verification.

Safeguard #7: Remote notarizations are permitted under strict guidelines, including the requirement that notary journals capture the signer’s identification number and that audiovisual recordings of the transaction be retained for a minimum of seven years.

SB1479 passed unanimously through committees in both the Arizona House and Senate, reflecting strong bipartisan agreement on the importance of protecting property owners. This overwhelming support underscores a clear mandate from Arizona’s elected officials to strengthen safeguards around one of the most valuable assets individuals own – their homes. The success of this legislation is the result of collaborative efforts among state lawmakers, county Assessors, Recorders, the Attorney General’s office and even a deed fraud victim, all worked together to develop practical, effective solutions to combat deed fraud. SB1479 represents a significant step forward in protecting property rights in Arizona by introducing multiple layers of security that were previously unavailable. These measures are expected to increase public confidence, enhance transparency, and improve overall satisfaction with property ownership protections across the state.

County’s Corner

As your Mohave County Treasurer, I am committed to keeping you informed about how we safeguard public funds and support the county’s financial stability. Every resident deserves access to clear, reliable information about how their tax dollars are managed, and I appreciate the trust you place in this office. I am excited to share a few important updates on the work we are doing to continue improving the services you rely on.

Board of Supervisors Tax Deed Sale, 2019 - 2026:
• 10,477 severely delinquent parcels sold at auction and returned to the tax roll.
• Over $1MM in property taxes received for parcels returned to the tax roll.
• $14.1MM in revenue generated for Mohave County.
• $2.6MM in redemption payments received to bring accounts to “current” status.

Board of Supervisors Tax Deed Sale, 2026:
• 809 parcels were sent to auction.
• 803 parcels (99%) were sold.
• $2.8MM in revenue received.

Investments:
• My office takes a conservative approach to investing County funds.
• Examples of asset allocations include investments held in AZ State Local Government Investment Pools (LGIP) and United States Treasury securities which are backed by the full faith and credit of the United States government.
• For fiscal year 2026, school districts, fire districts, special districts, and County funds have received over $12MM in investment income!

To make Treasury information easier for more residents to access, I am pleased to share that a link to a Spanish translation of the Treasurer’s website is now available. The new pages include the same key information as the English site—property tax payment details, tax lien information, office hours, and contact options. This update was completed using existing resources, with no additional cost to the county. To view the Spanish site, visit the Treasurer’s Office homepage and click “Español” in the menu.

In the coming months I will be working with our state legislators to pass common-sense legislation that supports you, the taxpayer, and meets the needs of local government. I look forward to serving you, the residents of Mohave County, for many years to come.

March Greetings from the Recorder’s Office!

As we make our way into March, we're pleased to share some updates from the Recorder’s Office.

Our office remains committed to developing access of public records dating back to 1972 through our Historical Indexing Project. Which can be accessed on our public lobby computers at our main office.

The Recording Division continues to work diligently in providing accessibility to public records by manually indexing all documents. Our office recently implemented a verifying process to further ensure accuracy of indexes and improve retrievability of recorded documents. Residents can view, download, and print recorded documents through our online Recorded Document Search here: https://eaglerss.mohave.gov/web/user/disclaimer

Our Recorded Document Alert System recently marked its two-year anniversary! This system allows residents to receive email notifications when a document is recorded with their name or associated with their property. Voter Registration
The Voter Registration division is gearing up and excited for the upcoming election season!

The Voter Registration Division manages several key responsibilities including, Mailing early ballots to eligible voters, operating early voting locations, processing the early ballot returns. After performing signature verification, we securely transfer the ballots to the Elections Department for tabulation.

Important Dates to Note:

April 1st – New Voter ID Cards will be mailed to every active voter. This can be presented with a state issued driver’s license/ID at voting locations.

April 20th - 90-Day Notices will be sent out to all active voters. This notice gives voters the opportunity to request or opt out of an early ballot, update their address, and review other important registration details prior to the election deadline.

June 22nd – Last day to register to vote for the Primary Election.

June 24th – In person early voting begins.
June 24th – Early Ballots are mailed.

July 10th - Last day to request a mail in ballot for the Primary Election.

July 17th – Last day to vote early in person.

July 21st – Election Day!

Four years ago, Jeanne Kentch launched the Assessor’s Address Protection Program to discourage fraudulent activity. The Senate is now taking additional steps by enacting legislation that will provide even greater protection for the public.
