If Amendment 2 passes, candidates for City Council in the six regional at-large seats will be voted on by the entire city in both the primary and general election. Each region will have the same boundaries as the current districts, and candidates for each regional seat must live within their region’s respective boundaries. The amendment retains the at-large general election held in November — ensuring all voters have a say in who is elected to City Council.
Those elected will have to live within the footprint of the former districts. Further, the numeric districts are not very descriptive and have caused confusion, so the district numbers are replaced with geographic terms (North, Northeast, Northwest, East, South, and West) for that region’s representative.)

We are current and former members of Knoxville's City Council. As candidates and Council members, we want to share why we will be voting “yes” to Charter Amendment No. 2. Simply: Charter Amendment No. 2 restores accountability of all nine (9) members
of Council to all Knoxville voters.
When we ran for office and through our service on City Council, we each had to work to earn the trust of voters across the entire city because every voter in the entire city got to
vote in all City Council races. We were accountable to all voters across Knoxville, so weeach worked hard to listen to people all over Knoxville.
However, a change in state law has removed what has kept all nine (9) Council members accountable to all voters. The state law reduced the number of City Council seats each voter can vote on from NINE (9) seats to FOUR (4) seats. You have the opportunity to restore the accountability of all Council members to all of the voters of Knoxville by voting “yes” to Charter Amendment No. 2.
If you vote “yes” on Charter Amendment No. 2, you will be able to vote for ALL NINE City Council seats.
If you vote “no” on Charter Amendment No. 2, you will only be able to vote for FOUR (4) City Council seats. That means that FIVE (5) members of City Council, a majority of City Council, will no longer be accountable to you because you will no longer be able to vote for those seats.
Accountability across the city is good for everyone, including everyone on City Council, and that is why we are voting yes on Charter Amendment No. 2. We urge you to join us in voting yes on 2.

It's the first day of early voting in Knoxville, and I'll be voting YES on both City Charter amendments. Voting YES most closely preserves the model of electing council we currently enjoy, which has led to a very representative, diverse, and effective Council.

The change in our state law will move all city elections to a district-only system, limiting each voter to voting in just 4 of 9 council races — restricting your voice and reducing accountability. To address this, city council voted to place Charter Amendment 2 on the November 2024 ballot.
