The Lancaster County MPO must prepare a metropolitan transportation plan (MTP) every four years. Connects2050 is the current plan for the county, but a new plan must be adopted in 2028. While preparing for the next MTP, staff plan to discuss progress towards a new plan at every TTAC meeting until adoption. Tuesday’s meeting will have an activity about the next plan’s vision and an overview of the plan creation schedule.

October has been proclaimed Community Planning Month by the Lancaster County Board of Commissioners! At Tuesday’s Planning Commission meeting, each county commissioner spoke on the importance of the community planning in keeping Lancaster County a great place to live, work, play, and visit. Only by working together across the county and thinking ahead are we able to do things like protect farmland, connect regional trails, and support the local economy across municipal lines. Thank you to all of the people that make community planning possible in Lancaster County!

At next week’s Active Transportation Advisory Committee (ATAC) meeting, active trail projects will be compared and discussed to see which should be designated as the highest priority trail project in the County.

The Enola Low Grade Trail has been designated as the highest priority regional trail project for over a decade. As a result, Federal Transportation Alternatives Set-Aside (TASA) Funding has been directed to the Enola Low Grade Trail to develop trail sections when needed. Since completion of this trail is anticipated in 12-15 months, other active trail projects will be identified for future TASA Funding.

We have published a new planning guide for municipalities on Food Processing Residual! “A Planning Guide Pertaining to Food Processing Residual in Lancaster County, PA” is available on our web page, or directly in PDF format here: https://lancastercountyplanning.org/DocumentCenter/View/8792/Planning-Guide-Pertaining-to-Food-Processing-8282026?bidId=

Food Processing Residual (FPR) is a byproduct of food and animal feed processing. Depending on the type of byproduct, FPR can be used in animal feed or sprayed on fields. When used on fields, FPR is usually a watery sludge that can come from cleaning food processing areas and is made up of nutrient-rich matter such as vegetable peels, seeds, feathers, hide, and blood. Concerns about spraying FPR on farms include objectionable odors and water runoff that can affect the water quality of nearby streams. FPR is also hard to identify by municipalities, so there are also concerns of unknown substances and contaminants such as PFAS, diseases, and cleaning chemicals leaching into the local ecosystem. Although municipal leaders are not positioned to regulate this land use, they can:
1. Educate FPR generators, haulers, farm operators, concerned residents, and local political representatives
2. Proactively implement water testing procedures and/or truck load bonding to protect community resources
3. Develop FPR complaint coordination strategies between their residents and DEP
