Halloween Safety Tips from the Colonie Police Department! 👻🎃

10/14/2026

In our "Did You Know" Colonie series – we’re highlighting our community naloxone kits. Colonie’s EMS Department is a registered Opioid Overdose Prevention Program through NYS Department of Health distributing these kits in order to reduce the chance of a fatal overdose and connect people with resources to live in recovery. Over 4,000 kits have been distributed since 2022 and overdose deaths have also declined.

We encourage the community to be prepared by stocking naloxone in your first aid kit. You can visit your local pharmacy to buy naloxone, or one of our public distribution points to obtain a kit and complete the training online.

NEWS RELEASE

Barricaded Domestic Incident Arrest

Incident Synopsis

On October 7, 2026, at approximately 4:22 a.m., members of the Colonie Police Department responded to 6 Tattersall Lane in the Village of Colonie following reports that a male suspect, identified as Scott Tomback, was armed with a knife and attempting to commit su***de. It was also reported to officers that Mr. Tomback had access to a fi***rm inside the residence. Recently, Mr. Tomback had been the subject of domestic-related calls at that address, and officers were aware of an existing court order of protection.

Responding officers arrived and found Mr. Tomback alone inside the residence. He refused to exit the house and made statements about wanting to "commit su***de by cop." During the standoff, he exited the home several times and was observed with an unknown type of fi***rm in his waistband. Additionally, he threatened to burn the home down and was observed starting a small fire in the rear yard.

Given the circumstances and the fact that Mr. Tomback was alone in the residence, officers took a measured and methodical approach to resolving the situation. They maintained tactical discipline throughout this highly volatile and dangerous encounter. Mr. Tomback was in frequent contact with our negotiators and was eventually taken into custody by the Colonie Police Department at 9:51 a.m. (see charges below). Following his arrest, officers recovered a pellet pistol, which investigators believe was the weapon observed in Mr. Tomback's waistband during the incident.

While this incident resulted in a large police presence and road closures, the area has since been reopened. Investigators are currently completing a search warrant, and the investigation remains ongoing.

Multiple agencies responded to the scene throughout this incident. We want to thank the Troy Police Department's Emergency Response Team, the New York State Police K-9 Unit, Colonie Emergency Medical Services, the Village of Colonie Fire Company, and Dr. Warren Hayashi. Their assistance played an integral role in ensuring that this potentially deadly situation was resolved safely and successfully.

Organized Retail Theft Investigation

Incident Synopsis

On October 5, 2026, at approximately 11:00 a.m., members of the Colonie Police Department’s Retail Theft Unit executed a search warrant at Sky Blue Deli & Grocery, located at 294 Sand Creek Road in the Town of Colonie.

The Colonie Police Department routinely debriefs individuals arrested for minor offenses to gather information and leads on other criminal activities in the community. Several weeks prior, information surfaced indicating that Sky Blue Deli was purchasing stolen merchandise from individuals to resell in their store. Specifically, individuals were shoplifting items from other retail establishments and attempting to sell these stolen goods to the deli for resale. The stolen items included energy drinks, beauty products, and cleaning supplies.

The Retail Theft Unit of the Colonie Police Department immediately launched a thorough investigation and confirmed the credibility of the information. This investigation led to the application for and ex*****on of a search warrant at Sky Blue Deli earlier this morning. During the warrant ex*****on, investigators seized evidence corroborating the illegal activity from the store, and they took one individual, Bashar M. Mohsen, to the police station for questioning. Investigators subsequently arrested and processed him (see below). We have since completed our operations in the area, and the business was returned to management.

The Colonie Police Department is committed to combating organized retail theft. We urge caution to any business owner involved in such criminal behavior; our Retail Theft Unit is dedicated to pursuing leads and will take enforcement action against any business known to engage in illegal conduct.

This investigation is ongoing. Anyone with information regarding this case or any other businesses involved in similar activities is encouraged to contact the Colonie Police Department at 518-783-2754. To report a tip anonymously, please visit capitalregioncrimestoppers.com.
