The New Jersey Infrastructure Bank (I-Bank) is an independent State Financing Authority. We provide low-cost financing for the construction of environmental infrastructure projects that enhance and protect ground and surface water resources, ensure the safety of drinking water, and facilitate responsible, sustainable economic development. New Jersey enjoys a national reputation as a leader in innovative and effective environmental protection strategies. The I-Bank and its Environmental Infrastructure Financing Program have helped the State earn this reputation. Established in 1986, the I-Bank is the first program of its kind in the country. New Jersey is rich in water resources. We enjoy abundant rainfall, which contributes to a lot of beautiful streams, rivers and lakes. Our Atlantic coastline provides recreation, helps shape our sense of identity, and makes a significant contribution to the state’s economy. Yet New Jersey is also home to a great deal of industrial development, as well as some of the most densely populated land areas to be found anywhere in the world. This presents a special challenge as we work to foster growth without allowing the inevitable waste products of a growing state to degrade the quality of our ground and surface waters. Controlling pollution and providing safe, abundant drinking water requires heavy capital investment. Building environmental infrastructure is expensive and that expense is ultimately borne by ratepayers and taxpayers. Low-interest financing from the I-Bank has helped keep costs to the public as low as possible. Working in partnership with the New Jersey Department of Environmental Protection, the I-Bank has leveraged the funds available from the federal government to make more money available at the lowest possible cost. The Financing Program has provided more than $4.3 billion to local and county government units and some private water companies to finance wastewater systems, combined sewer overflow abatement, nonpoint source pollution control, safe drinking water supplies and open space acquisition. Thanks to a combination of low interest rates and other cost saving features, the Financing Program has saved New Jersey ratepayers and taxpayers over $1.8 billion.

The Passaic Valley Water Commission recently closed on a $2.9 million short-term construction loan with the New Jersey Water Bank to replace aging water meters throughout its Paterson service area and install new wholesale meters.

Because the project qualifies under the Water Bank's affordability criteria and advances important drinking water goals, it is expected to qualify for principal forgiveness covering the project’s entire cost at construction completion and conversion of the short-term loan to long-term financing, completely eliminating the project's financial burden on ratepayers.

Infrastructure is a long-term investment, and financing it wisely matters.

The New Jersey Water Bank's low-interest State sponsored loans help reduce the total cost of projects over time, giving municipalities more room in their budgets to fund additional upgrades for roads, water systems, and disaster mitigation and flood protection.

Less money on interest equals more money for other infrastructure improvements.

The Lakewood Township Municipal Utilities Authority (MUA) recently closed on a $4.9 million short-term construction loan with the New Jersey Water Bank to construct a public sanitary sewer conveyance system in the Old Pine Acres neighborhood of Lakewood Township.

Because the authority qualifies under the Water Bank's affordability criteria and the project advances important clean water objectives, it is expected to receive $3 million in principal forgiveness at construction completion and conversion of the short-term loan to long-term financing, saving an amount equal to approximately 62% of the total project cost, substantially reducing the financial burden on the community.

Little Egg Harbor Municipal Utilities Authority recently closed a $3.7 million short-term construction loan to replace aging water and gravity sanitary sewer mains serving the Mystical Island community. Many of these assets are approaching the end of their useful life and have become increasingly vulnerable to failure.

Because the MUA qualifies under the New Jersey Water Bank's affordability criteria and the project advances important clean water objectives, it is expected to receive an estimated $2 Million in principal forgiveness at construction completion and conversion of the short-term loan to long-term financing, saving approximately 53% of the total project cost, substantially reducing the financial burden on the community.

🌿 Green infrastructure is helping Newark manage stormwater, improve water quality and build a more resilient community.

The City of Newark recently completed a green infrastructure project that transforms an existing concrete traffic triangle into a space designed to capture, treat and infiltrate stormwater runoff.

The $623,241 project was financed through a direct loan from the New Jersey Department of Environmental Protection. Because the project supports CSO abatement and meets affordability criteria, Newark received 100% principal forgiveness, allowing these important improvements to move forward while eliminating the financial burden on the community.

Wildwood City recently closed a $30 million short-term construction loan through the New Jersey Water Bank to fund Phase 1 of a regional lead service line replacement project. The project will replace 861 lead service lines serving residents in Wildwood, North Wildwood, Wildwood Crest, Lower Township, and Middle Township. Replacing lead service lines is one of the most important investments a community can make to ensure safe, reliable drinking water.

Because this project reduces the risk of lead exposure, Wildwood City will be eligible to receive an estimated $21,540,313 in principal forgiveness at construction completion and conversion of the short-term loan to long-term financing, saving an amount equal to approximately 72% of the total project cost.

Congratulations to Wildwood City and its regional partners on reaching this milestone. For more information on this project and low-cost financing opportunities through the Water Bank, visit: https://www.njib.gov/news/wildwood-city-lead-service-line-replacement-6a29852d9b08f

Branchville recently closed a $1,850,000 short-term construction loan through the New Jersey Water Bank to replace aging cast iron water mains along Main Street and Wantage Avenue. These upgrades will help ensure the continued delivery of safe, clean drinking water to residents and businesses throughout the community.

Because Branchville Borough qualifies under the Water Bank's affordability criteria and the project advances important drinking water objectives, the borough is expected to receive principal forgiveness for the entire amount of the loan upon construction completion and conversion of the short-term loan to long-term financing, eliminating the financial burden on the community.
