This weeks Hometown Hero, Grand Marshal is Ryan Shimabukuro.
Ryan became intrigued with speedskating at age six after watching Eric Heiden win five individual gold medals at the 1980 Winter Olympics in Lake Placid, New York. Five years later, he stepped onto the ice for the first time at the Ice Palace in Honolulu, Hawaii. In January 1989, at age fifteen, Ryan moved to the mainland to pursue his Olympic dream of becoming the first Hawaii resident to compete at the Winter Olympic Games.
Ryan competed in three U.S. Olympic Trials in 1992, 1994, and 1998. Although he fell short of earning a spot on the Olympic Team as an athlete, his passion for the sport led him to coaching. In the summer of 1998, he joined US Speedskating as the Midwest Regional Development and Junior National Team Coach.
Following the 2002 Winter Olympic Games in Salt Lake City, Ryan was promoted to National Long Track Sprint Coach and moved to Utah in June 2002. His coaching career has taken him to six consecutive Winter Olympic Games in 2006, 2010, 2014, 2018, 2022, and 2026. He has served as Head Coach for five U.S. Olympic Teams and contributed to U.S. Speedskating’s Olympic success, helping the team earn seven Olympic medals: three gold, two silver, and two bronze.
Ryan and his wife, Hideko, have called Layton home since 2006. Their children, Taylor Wray and Faith Wray, graduated from Northridge High School in 2015 and 2017, respectively.
From a young boy inspired by an Olympic champion to a coach who has helped athletes achieve success on the world’s biggest stage, Ryan’s journey is a testament to perseverance, dedication, and a lifelong passion for speedskating. Layton City is proud to recognize Ryan as a Hometown Hero and Grand Marshal.

Layton City Council Meeting Action for Thursday, October 15, 2026

Item Number: 5.A.

Subject: Amend the Recreation, Arts, Museum, and Parks (RAMP) Funding Agreement – Resolution 26-45

Background: The voters of Layton City in the November 2015 General Election, approved imposing a RAMP Tax in the City by an overwhelming margin of 63 to 37 percent.
In the November 2025 General Election, the voters of Layton City approved renewing and imposing RAMP Tax in the City by an overwhelming margin of 75.74 to 24.26 percent.
Each fiscal year, Recreation, Arts, Museum, and Parks (RAMP) grant funding is available to qualified Utah non-profit organizations or governmental entities for capital expenditures, non-capital expenditures, or programs that support Recreation, Arts, Museum, and Parks. Applications are reviewed by the RAMP Advisory Board and recommended for funding through City Council approval. Successful applicants who have applied for and are qualified to receive a portion of the funds are formally awarded through a RAMP Funding Agreement between the City and the applying organization.
Resolution 26-45 approves and adopts amendments to the existing RAMP Funding Agreement to update the terms between the City and the recipient of the awarded funds.

Item Number: 5.B.

Subject: Approve the Land Purchase Agreement Between Layton City Corporation and Coltan Eastman – Resolution 26-44 – Approximately 1337 East 1700 North

Background: Layton City (City) and Coltan Eastman (Property Owner), collectively “Parties”, propose an agreement for the acquisition of property for expansion of the Eastridge Nature Park Open Space. The acquisition of land will allow park and trail users additional trailhead access to the Eastridge Nature Park and connectivity to the Kays Creek Trail and Mid Fork Trail systems located in the northeastern section of the City.
An appraisal was completed through a licensed appraiser who identified $315,600 as the value of the property desired. The Davis County Tax Assessment identified $423,501 as the value of the property desired. The total size of the property desired is 4.511 acres, parcel number 10-002-0009.
Due to the property’s history of unstable soils, the land cannot be developed for residential uses. The Property Owner is willing to sell the property to the City for an agreed upon negotiated price of $347,160.
As part of the proposed acquisition, the Property Owner has requested that the future trailhead developed on the property be named the CJ Eastman, Jr. Trailhead.
A Land Purchase Agreement has been prepared to outline an accurate understanding and complete agreement of the Parties.

Item Number: 6.A.

Subject: Rezone Request – RCB Design – CP-2 (Planned Community Commercial) to M-1 (Light Manufacturing/Industrial) – Ordinance 26-28 – 181 West 2675 North and 215 West 2675 North

Background: Chase Bingham (Applicant) is requesting a rezone of 1.57 acres from CP-2 (Planned Community Commercial) to M-1 (Light Manufacturing/Industrial) zoning. The subject properties are adjacent to M-1 zoning to the north and east, CP-2 zoning to the west, with RM-H (Mobile Home Parks and Subdivisions) zoning to the south.

The proposal for the rezone is to allow for manufacturing/industrial services in the existing flex industrial buildings that were built within the last few years. Manufacturing/Industrial services are permitted in the M-1 zone but not allowed in the CP-2 zone. Applicant will operate a business that will have light production and assembly of “tradeshow” walls and displays. Storage, production and assembly of materials will be conducted indoors with no outdoor storage.

The rezone meets the General Plan guidelines of industrial flex space and light manufacturing for the area with similar types of uses.
