Coalition for the National Infrastructure Bank Dedicated to enacting HR5356 to create a $5 Trillion National Infrastructure Bank

The Coalition for the National Infrastructure Bank is an organization of individuals and groups dedicated to a common purpose: To get legislation enacted by the US Congress that creates a $5 Trillion National Infrastructure Bank. Our proposed $5 trillion Bank would provide funding for a nationwide network of high-speed rail, rebuilding thousands of bridges and tunnels, repairing and upgrading tens of thousands of miles of roads, constructing large-scale water projects to provide clean, fresh water for drinking and irrigation, upgrading our electricity generating capacity as well as the transmission network, building broadband internet access, and schools and hospitals. In addition, it will provide sufficient funding to finally realize new technologies. These projects would create more than 25 million new, good-paying industrial American jobs. In short, the NIB would change the life of every single person in America, and impact people and events worldwide. It means giving the people of the United States back their sense of identity as producers, not merely "consumers." The NIB will be crucial for our recovery from the COVID crisis; we can not only regain what we lost during the crisis, but achieve a level of capability that will mean we are never caught unprepared again. We need you help to get Congress to adopt legislation for a $5 trillion National Infrastructure Bank. Please like our page and share the videos with your friends, family and colleagues.

Amidst the cauldron of economic downturn, mid-term elections, and political instability, one idea is dominating the debate: How can we make the economy truly “affordable” for all of our citizens, not just the billionaires?

Hence, the growing support for the National Infrastructure Bank (NIB), exemplified by HR5356 in Congress. This $5 trillion (!!) public bank is empowered to immediately move the economy forward. The NIB will invest in all areas of infrastructure needs, repair/replacement, and cutting-edge technologies like passenger and high-speed rail to ramp up productivity.

Following the midterm elections, we must “hit the ground running” in November (!), to put the National Infrastructure Bank onto the agenda.

The Coalition for a National Infrastructure Bank is hosting an urgent policy discussion on the future of the U.S. rail system on September 29 at 8pm. While the rest of the world continues to build true high-speed rail and expanded passenger service, the United States is mired in the deepening quicksand of budget cuts and freight rail mergers.

The Bipartisan Infrastructure Law (BIL), passed in 2021, was a very good start toward upgrading passenger rail. That bill has expired. The replacement bill issued this summer cuts the BIL by 50% and eliminates all new money for passenger and high-speed rail! With the federal budget running a $2 trillion annual deficit and the debt skyrocketing to over $40 trillion, there is little new money available for rail.

Hence, the growing support for the $5 trillion “Off-Budget” National Infrastructure Bank (NIB), as embodied in US House bill H.R.5356. The NIB proposed budget would include $200 billion for passenger rail and $600 billion for a preliminary high-speed rail system. These investments would be long-term and low-interest and supplement any appropriations coming out of the federal and other budgets. This would provide a dramatic stimulus to move U.S. rail forward.

Speakers:

Andy Kunz, President US High-Speed Rail Association, DC

Bill Hutchison, Co-Chair Lakeshore Rail Alliance, Ashtabula, OH

Ed D'Amato, Co-Chair Lakeshore Rail Alliance, Cleveland, OH

Alphecca Mutttardy, former Senior Economist IMF, Fairfax, VA

"On the Porch" Radio Interview with Mayors Lacey Beaty and John Ewing -- Beaverton and Omaha -- on the National Infrastructure Bank

This Week:

Lacey Beaty is an American politician, combat veteran, and the current mayor of Beaverton, Oregon. She took office in 2021 as the first female and youngest mayor in Beaverton history, after serving six years as city councilor. Before entering politics, Beaty served five years of active duty in the 1st Infantry Division of the United States Army as a radiology specialist and combat medic during the Iraq War. She has also worked in public health, overseeing school-based health centers. Beaty has identified the homelessness crisis and the welfare of veterans as priority issues for her administration.

John Ewing Jr. is an American politician, minister, and former police officer who has served as the 52nd Mayor of Omaha Nebraska, since 2025. Prior to his election as mayor, Ewing served for twenty-five years in the Omaha Police Department until his retirement as a deputy police chief. As a proud native of North Omaha, Mayor Ewing knows firsthand the life-changing impact of affordable housing. When he was 15 his parents bought the family’s first home that shaped his perspective forever. He is the proud husband to Dr. Viv Ewing, a devoted father, and a grandfather. Ewing is the first African American to be elected mayor of Omaha.
