This area is posted as no trespassing and officers have arrested subjects in the past for trespassing at this location. Officers arrived and found doors that were forced open. While checking the large building, juveniles reported a white male ran from a door on the first floor crossing West Sixth Street. The subject could not be located.

(10:39 PM) Officers responded to an address on the 100 block of Valley Street for a complaint of trespassing. A property manager reported that tenants were evicted from the apartment on 9/28/26. The property manager reported that there was someone inside the apartment which should have been vacant. Officers responded and made contact with Marisha Matos (47 YOA, W/F, Lewistown) who was inside the apartment. Matos had several bags and items in her hands when she answered the door. Matos was arrested for criminal trespassing. A search incident to her arrest revealed that she was in possession of m**hamphetamine and a m**h pipe. The 39-year-old female, who was later determined to be the victim, reported that she confronted Marks and Fultz after getting her children onto a nearby bus stop. Marks began yelling at the victim calling her names. The victim reported that Marks removed her Crocs and told the victim that there was no video in the area and Marks was going to say the victim assaulted her first. The victim began walking away and Marks began striking the victim in the back. The victim said she stuck her hand out and her coffee cup struck Marks.

Officers obtained statements from Marks and Fultz. They claimed that Marks intervened in an altercation between the victim and a fourth female and that the victim struck Marks with a coffee cup. They denied doing anything to the victim. Marks and Fultz said that Marks’ Croc shoe fell off and the victim took it. Officers made contact with the housing authority and reviewed video that did capture the altercation. The victim exchanged words with Marks and Fultz. Marks put her hand in the victim’s face which did not elicit a reaction. Fultz tried to pull her daughter, Marks, back but Marks stripped off her coat and attempted to kick the victim. The victim turned and began walking away. Marks took off her Crocs and threw them at the victim. The victim turned around but continued walking away again. Marks then followed the victim and began punching and swinging at the victim several times. The victim turned around and struck Marks one time knocking her to the ground.

This is a weekly highlight of the incidents handled by the Lewistown Police Department. This does not include every incident but rather those which are most relevant to the community we serve. All arrested individuals are presumed innocent until proven guilty in a court of law. This release reflects arrests made and does not convey the final disposition of the individuals who face legal action.

WEEK OF OCTOBER 1-7, 2026

10/01/26 (4:47 AM) Officers were previously at a residence at 132 South Main Street for a resident who admitted to turning into Satan and destroying her apartment. Officers returned as the resident, Ashley L. Spriggs (39 YOA, W/F, Lewistown) was now claiming she had several items covered in m**hamphetamine. Officers noted that the apartment had items thrown everywhere and officers examined a pile of items on a table that did not appear to be coated in drugs. Officers did however see two used glass ma*****na bongs in the apartment. Officers seized the contraband that was in plain view and Spriggs was charged with possession of drug paraphernalia.

(9:43 AM) Officers received a complaint of a PFA violation from a resident. The resident previously obtained a PFA which prohibited David W. Traxler (45 YOA, W/M, Altoona PA) from contacting them. The protection order also included a clause that said “Defendant may not post any remark(s) and/or images regarding any protected party on any social nework(s), including but not limited to, Facebook, Twitter, Instagram, or any other electronic networks.” Officers reviewed a social media page which Traxler made numerous posts to. Traxler posted a photo of the PFA which contained the protected party’s name and other information on the paperwork. The Mifflin County District Attorney was consulted and it was determined that this was a violation of the protection order. A warrant was obtained for Traxler charging him with indirect criminal contempt. The warrant was served by a local constable, with assistance from the Altoona Police Department, and the constable transported Traxler to the Mifflin County Correctional Facility.

(10:14 AM) Officers received a report from a resident who observed a red Jeep strike a parked vehicle on the first block of Shaw Avenue. Spriggs, who resides in an apartment by herself, asked to speak with officers in front of her residence to avoid ruining her case. Officers met Spriggs on the 100 block of South Main Street where she handed officers a clay pot that contained a piece of folded paper and an orange straw. The paper had a small amount of a white powder. Officers noted that Spriggs appeared to be under the influence and Spriggs knew what the powder was without having the capability of testing its contents other than by ingesting it. Spriggs has also made several reports to officers recently where she admitted to abusing m**hamphetamine. Officers tested the powder utilizing a presumptive test and it was positive for fentanyl. Due to these facts, Spriggs was charged with possession of controlled substances and possession of drug paraphernalia.

Officers circled the area and began approaching the vehicle a short distance away when the driver of the vehicle accelerated through a red light at the intersection of North Wayne Street and West Market Street at a high rate of speed. Officers attempted to stop the vehicle in the area of Business 22 at Water Street and the driver failed to stop for the officer’s lights and siren. Officers followed the vehicle which was going over 100 MPH past the former Red’s Diner heading towards US322 eastbound. Officers followed the vehicle which exceeded 120 MPH on the highway. The driver exited at the Port Royal exit in Juniata County and failed to negotiate a right turn. The driver crossed the median and drove in the opposite lane of travel on Route 75 for a short distance before crossing over at a break in the median further down the road. The driver crossed the intersection of William Penn Highway while facing a steady red light going 70 MPH. The vehicle entered Port Royal and turned onto Sixth Street then Milford Street before stopping in a driveway.

The driver, Travis S. Beward (34 YOA, W/M, Lewistown), exited his vehicle and was ordered to the ground to which he complied. Beward blurted out that he was scared and his license was suspended as reasons for fleeing. Beward also told officers later that he did not think the police could pursue vehicles. Beward said he had a ma*****na v**e in the vehicle but officers could not locate it. Officers believed Beward was impaired based upon his driving and his demeanor. Beward was transported to the Lewistown Police Department where he was advised of his Miranda warnings and he conducted field sobriety tests to which he showed several indicators of being impaired. Beward provided a sample of blood for toxicology. Beward was lodged in MCCF and charged with fleeing and eluding at a high speed (F3), driving under the influence of a controlled substance (M), driving on a suspended license (S), reckless driving (S), careless driving (S), driving at safe speed (S), and traffic control signals- red light (S).

Officers identified the subject as Jessie C. Sanders (35 YOA, W/M, Lewistown). Sanders said he has been staying at this location for three days and his friend “Rusty” gave him permission. Sanders did not have a phone number or last name for this person. Officers looked at the tax map and the owner was not named “Rusty”. Sanders admitted to using a knife to enter the back door which officers located just inside the back door. Sanders had an identification card that had a nearby address listed as his address. Sanders said he was the only person inside. Officers conducted a sweep of the property and located Raymond B. Weaver (34 YOA, W/M, No fixed address) lying on a bed. Weaver said he had been staying at this location for three days with Sanders. Officers transported Weaver and Sanders to MCCF. (3:04 PM) Officers responded to the 100 block of South Main Street for a subject in cardiac arrest. A 60-year-old male was found to have a light pulse. EMS was on scene and conducted CPR for approximately forty-five minutes before summoning the Mifflin County Coroner to determine cause and manner of death. The death appeared to be related to medical conditions.

(7:20 PM) Officers assigned to a drug task force detail observed a subject leaving the area of a known drug house. Officers conducted a mere encounter and spoke with the subject, Andrew J. Kaufman (66 YOA, W/M, Lewistown) and his dog on the 400 block of Valley Street. Officers asked Kaufman if he had anything illegal on him and he admitted to possessing crack co***ne. Kaufman handed officers a small quantity of crack co***ne out of a cigarette pack that was in his pocket. Kaufman also had a used crack pipe in his pants pocket. Kaufman was charged with possession of controlled substances (M) and possession of drug paraphernalia (M).

(8:29 PM) LPD officers assigned to a drug task force detail were following a vehicle on US322 westbound when they observed a vehicle crossing the white fog line several times. The vehicle also had a lighting equipment violation. Officers stopped the vehicle just off the Milroy exit and noticed that the passenger, Linda S. Williams (57 YOA, W/F, Derry Township), was visibly impaired from drugs. Williams admitted to snorting co***ne an hour prior and she kept reaching into her purse. The driver, Steve Ward (59 YOA, W/M, Mifflintown PA), consented to a search of the vehicle. When Williams exited the vehicle, she retrieved a plastic bag containing crack co***ne from her pocket which she handed to officers. Officers observed a used crack pipe on Williams’ seat. Williams had another bag of crack co***ne in her purse and a small quantity of ma*****na in her wallet. Officers found a used crack pipe in an upper center area of the vehicle that was attributed to Ward.

Williams was charged for possession of controlled substances (M), possession of ma*****na (M), and possession of drug paraphernalia (M). Ward was charged with possession of drug paraphernalia (M).

10/04/26 (4:09 PM) Officers observed a male walking on the 700 block of Valley Street who was swatting at passing cars and swaying heavily back and forth. Officers spoke with Samuel L. Deppen (34 YOA, W/M, Lewistown) who claimed there were “lights and shadows” everywhere which is why he was swatting. Deppen said he was drinking rum and he was going to get Chinese food as he attempted to walk away from officers. Deppen provided a preliminary breath test indicating he was impaired. He was transported to his residence and cited for public drunkenness.

(6:18 PM) Officers stopped Michael T. Orth Jr. (41 YOA, W/M, Lewistown) who was walking in the area of the Rec Park. Orth had two warrants for his arrest. Officers summoned the driver back and spoke with a passenger, Ryan J. Lash (43 YOA, W/M, Granville Township) who appeared nervous. Lash was asked if he had any illegal contraband and he said a bag in the car belonged to him and that his girlfriend’s purse was in the vehicle but he did not know what was in it. Lash was found to be under state parole supervision. Officers contacted a state parole agent who was nearby and responded to the stop. The parole agent searched Lash’s backpack. Inside the agent found three bottles of unlabeled m**hadone liquid, several containers of crack co***ne, several depressant pills, a scale, several containers with drug residue, and two glass smoking devices. The bag was surrendered to officers and Lash was transported to MCCF on a parole detainer.

Officers received consent to search the rest of the vehicle and no other drugs or contraband were located. Lash was charged with possession of controlled substances (M) and possession of drug paraphernalia (M).

(7:15 PM) Officers responded to 20 South Main Street for a report of a male in an apartment choking a female and wiping blood on his face and walls. Officers responded and spoke with two females who had blood on them from Brandon K. Sarver (28 YOA, W/M, Lewistown). Officers spoke with subjects involved as well as other residents. A female visiting another female resident claimed Sarver had been in the apartment earlier in the day but was intoxicated and was asked to leave due to his behavior. Later in the day, the female visitor was followed into the apartment by Sarver. The resident female and her visitor told Sarver to leave multiple times. Sarver claimed he was trying to find his headphones. Sarver began choking the one female by grasping her neck and squeezing. Officers noted marks on the female’s neck consistent with her statement. After being choked, the female pulled out a knife and Sarver cut his hands on the knife causing multiple lacerations. Sarver then began rubbing his face and walls with his bleeding hands. Sarver also rubbed his blood on the two females.

A separate male who had been invited over arrived and saw what Sarver was doing. The other male grabbed Sarver and physically removed him from the apartment. Sarver began wiping his blood on the hallways and elevator as he left. Officers obtained a description for Sarver and located him nearby in front of the Embassy Theater. Sarver said he was looking for his headphones and admitted to having an altercation and being told to leave. Sarver admitted to being involved in an altercation with one of the females and he did not see a knife. He thought his injuries were from her fingernails. Officers noted a strong odor of alcohol coming from Sarver. Sarver admitted the blood on the walls was from him “losing it.” Sarver was arrested without incident. EMS was summoned to evaluate the wounds on his hands which were determined to be superficial. Sarver was lodged in MCCF and charged with criminal trespass (F3), strangulation (M2), simple assault (M2), criminal mischief (M3), defiant trespassing (M3), and disorderly conduct (M3).

(4:46 PM) Officers responded to 27 Chestnut Street for a physical domestic dispute called in by a neighbor. Officers heard yelling and arguing on the second floor of the apartment complex when entering from the first floor. Officers heard a male threatening a female and entered through an open door to prevent further violence. Officers detained Leroy D. Thompson (41 YOA, B/M, Lewistown) while they investigated the incident. A female reported she came home and got into a verbal argument. During this verbal altercation, Thompson pushed the female into a wall which did not cause any injuries. Thompson was under Mifflin County Probation supervision and a detainer was issued for him. Thompson was cited for harassment (S) and disorderly conduct (S). Officers tried to get Thompson into a patrol vehicle and he refused to obey commands. Officers utilized a Taser device to deliver a “drive stun” which was successful in having Thompson obey the commands. Thompson was transported to MCCF where he was lodged on a probation detainer.

10/07/26 (7:56 AM) On 10/05/26 at 11:28 PM, officers received a report that Joseph A. Knepp (33 YOA, W/M, Lewistown) left a handwritten letter that he was going to harm himself and he left directions near the Kish Creek where loved ones could find his body. Officers and detectives spent the next day searching the banks of the stream as well as contacting family members in an attempt to serve a 302 mental health warrant on Knepp. Officers checked a residence on the 700 block of South Grand Street but did not have contact with anyone there. On 10/07/26, officers were informed that Knepp was at this residence. Officers from the Mifflin County Regional Police Department and Granville Township Police Department assisted LPD. Officers had contact with a family member who confirmed Knepp was there and officers located Knepp in a basement.

Knepp was informed of the 302 warrant. Knepp was highly agitated and not compliant with officers. Officers spent over twenty minutes trying to deescalate him before transporting him to the hospital. During this time, Knepp made several threats to assault officers and repeatedly clenched his fists encouraging a physical altercation. Officers allowed him to gather personal belongings and requested an ambulance to transport him in an attempt to deescalate his hostilities towards officers. Knepp made it outside the residence and was allowed to smoke a cigarette. Knepp kept trying to go back inside which was denied. He also kept pacing around the front yard and officers were moving about to keep him confined in the front yard. Knepp later made a statement that he was looking for an opportunity to flee on foot.

Officers gave Knepp orders to place his hands behind his back so he could be transported to the hospital in handcuffs due to his continuous threats to harm others. He refused and officers used physical force to get him onto the ground. Knepp resisted arrest for over one minute. Officers stated that they would use a Taser device and this warning did not get compliance from Knepp. Several officers were able to eventually secure Knepp in handcuffs. One officer sustained minor lacerations on his hands and a knee during the scuffle. Knepp was not injured and he was transported to the hospital for a mental health evaluation. Knepp was charged with resisting arrest (M2).
