You don't necessarily have to panic if you can't find your government-issued photo ID and need to have a document notarized.
In addition to some form of identification (social security card, medical card, military ID), you can arrange for two people to be credible witnesses at the signing. These people need to be willing to sign an oath that you are who you say you are, and they cannot have any interested in the documents being notarized or the transaction taking place.
In Virginia, we can also use one credible witness if the notary (myself) and the signer (you) both know you independent of one another. In other words, if we happen to know the same person then they can be the one credible witness to verify your identity if no photo ID is available at the signing.
