LLPD Incident #: 2026-88009461

LIBERTY LAKE, WA - On October 16, 2026, at approximately 6:35 AM, Liberty Lake Police Officers were dispatched to an apartment complex in the 24900 block of E Spotted Owl Lane for a reported assault.

Responding officers contacted the reporting person who stated a neighbor on the third level of the apartment complex had thrown full glass b**r bottles at him, striking him once. The reporting person also stated that the neighbor threatened to shoot him.

Officers responded to the apartment complex and contacted an adult male resident on the balcony of unit C-310. After officers attempted to gain compliance through de-escalation efforts, the individual threatened to shoot them before retreating into his apartment.

Officers established containment of the building and requested assistance from the crisis response team and the Spokane County Sherrif’s Office SWAT team. Liberty Lake Police Detectives obtained a warrant, authorizing entry into the apartment and the arrest of the individual in connection with the reported assault and felony harassment.

After developing a contingency plan for forced entry, officers continued efforts to communicate with the individual, who remained unresponsive and refused to surrender.

Officers executed the warrant by forcing entry into the apartment and successfully contacted the individual, who quickly became compliant with orders.

Richard M. Gallaway was arrested and subsequently booked into custody at Spokane County Jail for Harassment (RCW 9A.46.020) and Assault in the Third Degree (RCW 9A.36.031).

The Liberty Lake Police Department would like to thank the Spokane County Sheriff’s Office and Spokane Valley Police Department for their swift response and assistance during this incident.

Liberty Lake Police Department Receives Mobile Firefighting Skid from Heroes Homestead and One Mission

LIBERTY LAKE, WA — The Liberty Lake Police Department is pleased to announce the donation of a mobile firefighting skid unit from Heroes Homestead and One Mission, providing an additional resource for emergency response and wildfire protection in the Liberty Lake community.

The truck-mounted or trailer pulled firefighting system gives officers an additional tool that can be deployed during wildfires, roadside fires, structure protection, and other emergency situations, particularly when immediate access to firefighting resources is critical.

The donation comes as communities throughout the Inland Northwest continue to recognize the importance of wildfire preparedness and having additional resources available during rapidly developing emergencies.

“We are incredibly grateful to Heroes Homestead and One Mission for this generous donation,” said Chief Damon Simmons Liberty Lake Police Department. “This equipment gives our officers another resource they can use when responding to fire-related emergencies. Partnerships like this strengthen our ability to serve and protect the Liberty Lake community.”

The donation is part of the One Mission: BEhome initiative, which was established in response to the Spokane Complex Fires and has focused on bringing together community partners, resources and practical support for communities affected by wildfire.

“Public safety is a community effort, and we are grateful for the partnership with Heroes Homestead and One Mission,” said Chief Damon Simmons. “Having additional equipment available can make a meaningful difference during an emergency, and we appreciate everyone who helped make this donation possible.”

The Liberty Lake Police Department extends its appreciation to Heroes Homestead, One Mission and the community partners who contributed to making this equipment available.

The department looks forward to putting this resource into service and continuing to work with regional partners to strengthen wildfire preparedness and emergency response.
