The Nebraska Military Department and the City of Norfolk are beginning a new Community Partnership to enhance emergency response capabilities and better support service members, veterans, and the public. The community is invited to celebrate this collaboration at two public events on Thursday, September 4th, 2025.

At 9:00 AM, a Wreath Laying Ceremony will be held to honor and remember both past and present veterans. The ceremony will take place at the Memorial Flag Plaza on the Norfolk Veterans’ Home Campus at 600 East Benjamin Avenue.

A signing ceremony will be held at 12:45 PM to formalize the new partnership. The agreement will be signed by Nebraska Adjutant General Maj. Gen. Craig Strong and Norfolk Mayor Shane Clausen. The ceremony will be held at the Norfolk City Council Chambers at 309 North 5th Street. All events are open to the public.

The Community Partnership Program is a Nebraska Military Department (NMD) initiative designed to strengthen the NMD’s ability to support local citizens and communities by recognizing and developing enduring relationships while carrying out activities to build trust, sustain open lines of communications, and to enhance the overall readiness for emergency responses. Norfolk will be the ninth Nebraska city to join CPP, joining Columbus, Wahoo, Beatrice, Grand Island, North Platte, Plattsmouth, Gering and Scottsbluff, which signed CPP agreements with the NMD over the past year and a half.
