National Model EMS Clinical Guidelines — Submit Comments

The National Association of State EMS Officials (NASEMSO) is leading a project to publish the fourth edition of the National Model EMS Clinical Guidelines.

In an effort to assist state EMS offices and local EMS agencies with streamlining local clinical practice and to facilitate consistent and equitable care, the inaugural edition of the NASEMSO National Model EMS Clinical Guidelines was released in September 2014. The creation of this document was a pinnacle event in the profession and medical practice of EMS as it fulfilled a recommendation in NHTSA's Office of EMS has embraced this recommendation with the development of the Evidence-Based Guideline Project and continued support of the NASEMSO National Model EMS Clinical Guidelines through periodic revisions, the latest of which was published in 2022.

As is our customary practice, NASEMSO invites the EMS and emergency care community to provide suggestions for revisions to the existing guidelines, as well as submitting suggestions for consideration for new content or additional guidelines.

🚨 BIG NEWS: The U.S. EMS Compact just grew to 28 states.

Connecticut, Arizona, and Alaska have each enacted the Recognition of EMS Personnel Licensure Interstate Compact (REPLICA), joining the 25 states already participating in the nation's EMS workforce mobility network.

✅ Connecticut (26th) — signed by Governor Lamont, with a forward-thinking regional activation strategy designed to bring New England into the Compact network.
✅ Arizona (27th) — signed by Governor Hobbs on May 22; actively completing implementation and next in line to go fully operational.
✅ Alaska (28th) — passed the legislature with a 39-0 House concurrence vote; effective January 1, 2027.

With 28 states and more than 450,000 EMS clinicians, the Compact continues to grow. The EMS Compact reduces licensing barriers, strengthens disaster response, and supports military families across the country.
