It’s been a busy few work weeks, but I finally have a moment to sit down and give an update on our DC trip! I’ve been proud to serve on the public safety team since my first Capitol to Capitol Program trip in 2019. Top of mind and main goal, is always making sure Lincoln is protected and prepared:
This year, we pushed for federal support to help move forward a regional training center for police and fire, and a crime lab that will serve Placer County and our regional neighbors. While progress is being made, the project is not complete. Right now, justice is often delayed because we rely on state labs that are preparing to cut services. This is about faster answers, stronger cases, and better outcomes for our community.
We’re also seeing progress on an issue that directly impacts Lincoln. During emergencies, hobby drones have interfered with fire and law enforcement operations. For years, we’ve advocated for local authority to regulate drone use in those moments, and that’s finally gaining traction.
Another growing concern is lithium-ion battery fires. As electric vehicles and battery-powered devices become more common, these incidents are increasing. The fires burn differently, release toxic gases, and create real risks for our first responders. At the same time, we don’t yet have adequate systems in place for safe disposal. This is an area that needs urgent attention as technology continues to grow.
There’s more work ahead, but this is about making sure Lincoln has the resources, authority, and support to keep our community safe.

Good decisions matter, and so does who you trust to lead…
After years of service on the Lincoln City Council, I’ve seen the highs, the challenges, and the tough decisions that come with doing this work. Through it all, the goal has always been to make the best decisions possible for our community, even when they aren’t the easiest.
One of the decisions I’m most proud of, is being part of hiring our City Manager, Sean Scully. His leadership, alongside our Council and staff, has helped strengthen partnerships and move Lincoln forward in meaningful ways.
Being recognized with two major economic development awards is a reflection of that work. The Village 7 school partnership is especially meaningful to me, and something I care deeply about.
I am forever grateful to serve this community and to being part of a team committed to you.

ROSEVILLE, Calif. — The Placer County District Attorney’s Office has filed charges against David Allen Funston, age 64, for violating Penal Code section 288(a), lewd and lascivious acts upon a child. A no-bail warrant was issued, and the defendant is now in custody in the Placer County jail.
The charges stem from the sexual assault of a young child in Roseville in 1996. At the time of the original investigation and prosecution, the defendant was convicted in Sacramento County and sentenced to three life terms in prison for his crimes. In the interest of justice, and because these life sentences ensured the defendant would be removed from society, the Placer County District Attorney’s Office did not pursue a separate prosecution at that time.
However, due to recent developments under California’s elder parole program, the defendant has been released from CDCR, effectively overturning the permanence of the prior life sentences. As the interests of justice have changed with recent legislation and parole board decisions, our community safety is no longer assured. The Placer County District Attorney’s Office has refiled the 1996 charges within the statute of limitations to hold the defendant accountable for the crimes he committed in Placer County.
“To be clear, this individual was previously sentenced to multiple life terms for extremely heinous crimes,” said Placer County District Attorney Morgan Gire. “However, subsequent changes in state law and recent parole board failures have altered the practical effect of those life sentences for the victims and communities at large. When changes in the law put our communities at risk, it is our duty to re-evaluate those cases and act accordingly. David Allen Funston committed very real crimes against a Placer County child, and the statute of limitations allows us to hold him accountable for those crimes.”
The defendant is scheduled to be arraigned early next week in the Placer County Superior Court.
The Placer County District Attorney’s Office remains committed to protecting children, enforcing the law, and pursuing accountability to the greatest extent the law allows.

A day in the life…
I had the honor of speaking at the Lincoln SIRS club. It was my 3rd time being invited to give a city update and they are the most wonderful group of esteemed men who call Lincoln home.
Then I had an impromptu ride along with Fire station 33. They had no calls all day until I showed up and then it was non stop including using the jaws of life to extract a victim in a car crash. Our public safety teams are the absolute best!

Today I completed six years of service on the KidsFirst Board of Directors, including serving as Chair in 2023. I’m extremely proud of the work we did together-we led the organization through COVID recovery, hired a new CEO, and strengthened our mission for children and families. I was honored to receive the “Champion of Children Award” in 2024.

It was an honor to join our Lincoln Fire Department at the annual Fill the Boot event. Each year our firefighters and their families collect donations for the Firefighters Burn Institute.
The Burn Institute provides recovery programs for burn survivors; promotes fire and burn prevention through public education; funds education for medical burn team professionals, firefighters, and burn survivors; and supports burn treatment and rehabilitation research.
Last year they raised $20K! People were very generous as they drove by so I’m hopeful we can beat last years total!
Thank you to Council Members John Reedy and Ben Brown for taking a shift earlier in the day. Mayor Richard Pearl and I took the last shift of the day. It was great to see the outpouring of support from our Lincoln community!

Beginning Friday, February 20, the parking lot at 6th and F Streets will be closed for the next phase of the citywide solar project. This portion of the project is expected to last approximately 6-8 weeks.
The City Hall parking lot on F Street will reopen at the same time to reduce the overall impact to downtown.

Big day in Lincoln! ☕️🎉
So excited to welcome Dutch Bros Coffee to our community today.
Even with a very long line, stretching all the way back toward the freeway (check out the aerial photo!) everything was smooth, orderly, and well managed. It was so great to see this many people out supporting our new local business.
Mark and I hopped in line at 6:30 am and were through in about an hour and a half. Totally worth it. I also got the new Lincoln keychain, such a fun touch!
And for the record…an Americano with cream. I’m a simple girl. 😉
