It's almost time. Early voting starts Monday, Oct. 19 and goes through Monday, Nov. 2. Make your voting plan now, which includes making sure you have your photo ID.

According to the Secretary of State's Office, early voting is available between the hours of 8 a.m. to 6 p.m., Monday through Friday, and 10 a.m. to 4 p.m. Saturday, ending at 5 p.m. on the Monday before the election.

The Public Policy Center at the University of Arkansas Division of Agriculture partnered with the UADA Dallas County Extension Office to produce a fact sheet explaining the proposal.

How could Arkansas pay for future water and wastewater projects? Issue 4 asks Arkansan voters whether the Arkansas Natural Resources Commission should be allowed to issue up to $500 million in bonds.

🔎 Bonds are a form of borrowing. The state would repay the debt, including interest and other costs, over time. Under Issue 4, repayment could last up to 35 years.

🔎 No more than $165 million of the $500 million in bonds issued for irrigation facilities. And could not issue more than $60 million in a two-year period without further legislative approval.
