The City of Los Angeles Department of Cannabis Regulation (DCR). Established 2017.
The Department of Cannabis Regulation (DCR) is responsible for administering the commercial cannabis licensing and regulatory program established by the Los Angeles City Council. Specifically, DCR processes all applications for commercial cannabis licenses in the City of Los Angeles, makes licensing decisions or licensing recommendations to the Cannabis Regulation Commission, and regulates the operations of licensed commercial cannabis businesses in the City.

It's Pride Month and DCR remembers the activists that raised much needed awareness of the compassionate use of cannabis. Because of people like Brownie Mary and Dennis Peron and their work with AIDS and cancer patients, California was the first state to pass a law for medicinal cannabis.

Part four of our state legislative series focuses on AB-2420 Cannabis: Donations & Seniors. Under current state law, licensed retailers can only give free cannabis to medicinal cannabis patients under certain conditions. This bill, if passed, would permit retailers to also donate to individuals 65 years of age and older, and exempt the donations from the state excise tax for five years.
This bill was set for its first hearing on April 13, but was canceled at the request of the bill’s author. To date, no other hearing has been scheduled. Since Friday, May 29, is the last day for each chamber of the State legislature to pass bills introduced in their respective houses, if AB-2420 does not progress, it will not continue through the legislative session.
