Today LADWP turned off the utilities on a transitional housing program in South Los Angeles. LADWP failed to Bill the community based organization that is the operator for water for 6 years. LADWP DEMANDING 24,000 which is 4 years back bills based on a "valid bill" that said zero and lacked usage and data any other utility bill would normally have. please comment if you care!
