The Southern California Association of Non-Profit Housing (SCANPH) creates affordable housing opportunities by expanding the knowledge, capacity and influence of the nonprofit development sector. The intent of our activities is to:

• Increase the non-profit development expertise of our members,
• Educate policymakers and the public about the need for affordable housing, and
•Serve as a source of information about affordable housing initiatives for our members and for the wider community.

The City of Los Angeles is now accepting applications for the United to House LA Emergency Income Support Program. Extremely low and very low-income households with a senior and/or person with a disability who are renting in the City of Los Angeles are invited to apply!

Eligible applicants must be at risk of homelessness and may receive up to $19,000, based on household size. This program will prioritize households impacted by the January 2025 Wildfires and other recent community emergencies. Applications close on April 30, 2026.

This critical $14 million program is created and funded by Measure ULA, which SCANPH helped pass in 2022. We expect this funding will prevent at least 730 households from experiencing homelessness. As a permanent revenue source, Measure ULA will support additional rounds of this program and other homelessness prevention and housing production efforts for years to come.

Breaking ground, building futures 🏗️✨

SCANPH staff were proud to attend the groundbreaking of Jubilo Village, a powerful example of what’s possible when mission-driven partners come together. SCANPH members, Community Corporation of Santa Monica and FSY Architects partnered with Culver-Palms United Methodist Church to bring this vision to life.

Jubilo Village is designed to provide 93 affordable one-, two-, and three-bedroom apartments for at-risk and low-income households. This service-enriched community will offer onsite supportive services through a partnership with Upward Bound House, along with onsite property management to ensure residents have access to the resources they need to thrive.

This is more than a milestone, it’s a step toward stability, dignity, and opportunity for generations to come.

Victory for California’s Affordable Housing Providers!

We’re thrilled that Governor Newsom has signed AB 1339 into law, a critical step toward addressing the insurance crisis threatening affordable housing communities statewide.

With insurance premiums skyrocketing by up to 500% in recent years, many nonprofit housing providers have struggled to keep properties covered and residents secure. AB 1339, authored by Assemblymember Mark González, directs the California Department of Insurance to study the availability and affordability of coverage for affordable housing providers — equipping the state with the data it needs to craft lasting, evidence-based solutions.

By signing this bill, California is taking a proactive stand to protect decades of public investment and the tens of thousands of residents who call affordable housing home.

Thank you to our partners, advocates, and the affordable housing providers who elevated this issue and to Governor Newsom for recognizing that affordable housing can’t survive without stability.
