SEEC Finds Reddy, Dauphinais, Bowman Campaign Treasurer Violated Campaign Finance Laws in 2024; William L. Jenkins fined $5,000 & banned from touching campaign money for 10 years
On Wednesday, the Connecticut State Elections Enforcement Commission (SEEC) voted to execute a Consent Order finding that William Jenkins, the Treasurer for the 2024 campaigns of Christopher Reddy for the 29th State Senate District, Aaron Bowman for the 54th State Representative District, and Rep. Anne Dauphinais for the 44th State House violated state elections laws related to campaign finance.
According to SEEC Attorney Johnny Ross in SEEC’s September 16 meeting, the Consent Order, which has not yet been published by SEEC, fined Mr. Jenkins $5,000, orders him to quickly comply with all the statutes that were violated, and prohibits him from serving as a campaign treasurer or solicitor for ten years. Mr. Jenkins takes responsibility for his actions in the Consent Order.
In August, SEEC dismissed the complaint regarding the three candidates individually, but continued their enforcement action against Mr. Jenkins. Regardless of who takes the blame or is ultimately found liable, every candidate has a responsibility to effectively manage the public funds they receive from taxpayers under the state’s Citizens Election Program, and to ensure their campaign’s employees follow the law.
SEEC file number 2026-062, a complaint by the chairs of the Mansfield, Windham and Pomfret Democratic Town Committees, alleges that the three campaigns illegally concealed the combined expenditure of $56,000 in public funds.
On or around Election Day 2024, the Reddy, Bowman, and Dauphinais campaigns collectively paid a mystery company called “Sale Co” $56,000 from their publicly financed campaigns:
-On November 4, 2024, Reddy for CT Senate paid Sale Co $26,000, followed by an additional payment of $3,000 on November 6. The payments to Sale Co total 23% of Mr. Reddy’s total general election CEP grant.
- On Election Day, November 5, 2024, Bowman for Mansfield paid Sale Co $20,000. The payment to Sale Co totals 55% of Mr. Bowman’s CEP grant.
- Also on Election Day, Elect Dauphinais paid Sale Co $7,000. The payment to Sale Co totals 19% of Rep. Dauphinais’ CEP grant.
For each campaign, the payments to Sale Co were the largest single payments made by their campaigns. On their original campaign filings, Sale Co was listed as having the address of an apartment in Hartford, although no company by that name was incorporated in Connecticut. After the complaint was filed, the filings were amended to change the address to one used by a company that registers anonymous LLCs in Wyoming. State election law prohibits publicly financed campaigns from hiding the true nature of their campaign expenditures from the public by expending the majority of their public grants on shell corporations.
The complaint also alleges that the campaigns made thousands of dollars in direct, illegal payments to political allies months after the 2024 election concluded, including as late as June, 2025. Campaigns are generally prohibited by law from continuing to spend public funds after the election.
Mansfield DTC Chair Ben Shaiken said: “I commend the State Elections Enforcement Commission for enforcing Connecticut’s campaign finance laws in the action they took today against the Reddy, Bowman & Dauphinais campaigns of 2024. We still don’t know what happened to $56,000 of public money or why it was hidden from the public. Hopefully when the consent order is published, we’ll finally learn the truth”
Windham DTC Chair William Sayers said: “Does Chris Reddy really expect voters to believe that $29,000 from his 2024 campaign was spent illegally without his direction? Bill Jenkins clearly took the fall for a candidate who can’t be trusted to obey the law. Now he wants to be Senator again. Why should we trust him now?”
Pomfret DTC Chair Raymond Wishart said: “Either Chris Reddy, Aaron Bowman & Anne Dauphinais so badly mismanaged the taxpayer dollars they received to fund their 2024 campaigns that their treasurer illegally spent more than $56,000 without their knowledge, or they knew and the Treasurer is the only one who will take responsibility. Either option should disqualify them from holding public office.”
Chris Reddy is again the endorsed Republican candidate for State Senate in the 29th District for the 2026 Election. Aaron Bowman was elected chair of the Mansfield Republican Town Committee and holds a powerful position in the Connecticut Republican Party as a member of the Republican State Central Committee. Rep. Anne Dauphinais is the 2026 Republican candidate for re-election to the 44th State Assembly District.
