While maintaining a Search and Rescue Team ๐ช๐ด required by Oregon State Law, nothing says they have to be as ๐๐๐๐๐๐๐ as Yamhill County Sheriff's Officeโs is! For the period October 1, 2022 - September 30, 2023 Yamhill County Search and Rescue (YCSAR) volunteers donated 2,969 hours to the agency - more than 1.0 FTE (full-time equivalent) and an estimated value of nearly $95,000.
YCSAR includes full-time YCSO deputies with training and experience to guide the team and volunteers who receive a lot of the same training and become highly skilled at search and rescue operations.

It's not all fun and games, but it is a lot of horses! ๐ด Formed on December 29, 1941, following the attack on Pearl Harbor earlier in the month that awakened fears of a west coast invasion, Sheriff George Manning deputized the charter members of the Yamhill County Sheriffโs Mounted Posse, making it one of the oldest mounted posse organizations in the state.
The current Mounted Posse may not serve as a modern-day Pony Express, as they did in their early years, but there are plenty of services they have a long history of providing that continue to this day:
โข To foster positive horsemanship in the community
โข To represent the Sheriffโs Office at parades and other public events
โข To represent the Sheriff at public functions and provide limited services during community events
For the period October 1, 2022 - September 30, 2023 Yamhill County Sheriff's Mounted Posse (YCSMP) volunteers donated 2,888 hours to the agency - more than 1.0 FTE (full-time equivalent) and an estimated value of nearly $92,000.

Well, YCSMP also assists with limited law enforcement activities and provides assistance with event issues such as parking and traffic control. Several of our YCSAR members are also Posse members, and have assisted in search and rescue missions as well. Often the most easily recognizable of the Sheriff's Office volunteer units, YCSMP connects us with our past while providing many modern services to the community in the furtherance of the Office missions.

Do you know young adults between the ages of 15 and 21 who have an interest in serving their community and learning more about law enforcement? We do! Our fantastic Yamhill County Cadet Unit is full of young adults who are engaged in community service with a focus on law enforcement.
Cadet members, who are mentored by full-time deputies, spend the year learning the foundations of law enforcement, including:
โข basics of investigations
โข traffic safety and control
โข scene management and security
โข evidence handling
For the period October 1, 2022 - September 30, 2023 Cadet volunteers donated 1,198 hours to the agency - more than 0.5 FTE (full-time equivalent) and an estimated value of nearly $38,000.

Cadet unit members age out at 21. Some continue into law enforcement, some join adjacent careers in social work, victims services, and private security, and some move into careers and fields with no law enforcement nexus. Each of them, however, continue to be service-oriented, engaged with their communities, and willing to contribute their time and attention to make their communities safer and better for others.

Do you know what to do in a disaster? Folks in our Yamhill County Community Emergency Response Team (CERT) do!
CERT members spend the year training, teaching, and preparing for emergency disaster response. To this end, they train, both in the classroom and in the community, in the following basic disaster response skills:
โข fire safety
โข CPR and disaster first aid
โข emergency radio communications
โข light search and rescue
For the period October 1, 2022 - September 30, 2023 CERT volunteers donated 5,197 hours to the agency - nearly than 2.5 FTE (full-time equivalent) and an estimated value of nearly $165,000.

Each day, citizens come across disasters and emergencies. While waiting for first responders to arrive on scene, citizens routinely provide assistance to those in need. CERT members learn how to triage, provide immediate assistance, and prepare the area for first responders. They also provide assistance to first responders with scene assessment and being able to assist those first on scene until the full resources of the agency are available. CERT also partners with many other Sheriffโs Office volunteer units and the agencyโs Emergency Management unit in teaching preparation, basic survival skills, and participating in community events.

Do you stress out when social media goes down? ๐ฑWhat would you do in an emergency if your cell phone didn't work? Do you know the difference between UHV and VHF? Thankfully, there is a group of dedicated HAM operators (๐ not ๐ฅช) who would help keep us in touch with the rest of the world.
Yamhill County Amateur Radio Emergency Service (YCARES) consists of licensed amateur radio operators who have organized to support local public service agencies in times of disaster.
ARES, which began in the 1930s, still perform many of the same functions today:
โข development and deployment of radio resource management in emergencies
โข working in the Emergency Operations Center (EOC)
โข county, state, national, and international simulated emergency training
For the period October 1, 2022 - September 30, 2023 Yamhill County Amateur Radio Emergency Service volunteers donated 4,002 hours to the agency - nearly 2.0 FTE (full-time equivalent) and an estimated value of nearly $128,000.

In an emergency, coordinating communications is vital to the success of recovery efforts, staging of emergency supplies and response, and distributing emergency information to prevent further disasters. Historically, ARES groups have had the most consistent ability to communicate in and around disaster zones, so it only makes sense that they coordinate efforts with Emergency Management, a division of the Yamhill County Sheriff's Office.

Local law enforcement agencies are receiving calls from citizens about a scam where someone is purporting to be a member of Yamhill County Sheriff's Office and then trying to scam them out of money accusing them of โhaving a warrant" or "missing jury duty.โ The criminals are asking victims to go and purchase gift cards then eventually having them provide the codes on the back of the card to activate them.
