Good morning Portland! So at our Board of Selectmen meeting last night, we discussed and unanimously approved two vitally important resolutions that will impact the town profoundly in the years ahead.

The first was the appointment of a 7 person Charter Revision Commission to review our existing Town Charter and make suggestions to modernize, update and improve the way our town government works. No small task and it's been 22 years since our last successful Charter revision - long overdue!

Congratulations to the seven members chosen -

Robert Croce Sr
Christopher Darby
Kimberly Hanna
Terri Larson
Tim Lavoy
Sharon Peters
Ralph Zampano

- And they have their first meeting this coming Monday, October 26th to kick off this project! Look for the first of several public meetings coming up and they'll be looking for feedback and suggestions from the town so get involved!

We also approved the first important contract for the $109 million dollar School Renovation Project approved by voters May 11th. STV Construction was chosen among 4+ finalists to be the OPM (Project Manager and Owners Rep) for the Valley View portion of the project.

Next up will be the review and selection of the Architect followed by the construction contractor.

A shout out to SBC chair Jim Tripp, Superintendent Charles Britton and all the members of the SBC committee for their hard work and diligence in moving this project along.

I'll have a more detailed town update shortly but I wanted to share this update especially for those of you following these two very important projects!

As always, reach out if you have any ideas or suggestions for making Portland a better town - and the Charter Revision Commission would love to hear your feedback too!!

Attention Veterans!

The Connecticut Department of Veterans Affairs and Department of Transportation launched a free bus pass program for veterans on July 31.

The program, which received funding in the recent legislative session, makes public transit available at no cost to veterans to get to appointments, work or run everyday errands.

To apply, veterans must fill out an online application and verify their identity. They can choose from a number of bus route options, from those serving larger urban regions, such as CT Transit, to smaller regional districts. Passes must be renewed monthly.

Here’s what veterans should know.

How do I apply for a free bus pass? click on this link....

https://ct.accessgov.com/dva-forms/Forms/Page/dva-forms/dva-transportation-passes/1

Veterans must apply online and submit a valid form of ID to verify their veteran status. These include: the U.S. Department of Veterans Affairs’ Veteran Health Identification Card; a Connecticut driver’s license with the flag indicating veteran status; or a Connecticut non-driver ID with the flag veteran indicator symbol.
The bus pass application also allows veterans to pick the bus routes they need passes for, with most being good for either 30 or 31 days.

How do the passes work?

When using a pass, the veteran must show a bus operator the active pass and also one of the valid forms of ID. Officials said this will ensure fraud prevention, as the bus passes do not currently have photo ID.

Because the passes expire monthly, veterans will get a 10-digit veteran pass ID after they request a new pass to use for renewals. Officials recommend leaving ample time between the request for a new pass and the expiration of the old one, because passes are mailed to recipients to whatever address is provided.

What if I don’t have an ID or permanent address?

Veterans who do not have a valid ID or a permanent address can apply for a health identification card through the VA, or by calling 1-877-222-8387.

Or veterans can use the Department of Veterans’ Affairs website to download and process the forms to get a Department of Motor Vehicles ID with a veteran flag.

Once the forms are processed and eligibility is verified, the VA will mail a confirmation letter to give to the DMV to request an updated ID. Calling the DMV ahead of time is recommended, to confirm what’s needed and how the process works.

A veteran can also get a veterans health identification card when they enroll in VA healthcare. Those in need of healthcare can apply by phone, mail or in person.

What routes are passes available for?

Veterans are encouraged to only apply for the routes that serve their needs best to prevent ticket waste. The VA purchases passes based on use, so applicants are asked to request only what they need to help keep the program costs down.

Below are the routes available through the program:
• CTtransit (includes Hartford, New Haven, Stamford, Waterbury, New Britain, Bristol, Meriden, Wallingford, CTfastrak service)
• Greater Bridgeport Transit Authority
• Housatonic Area Regional Transit (HART)
• Milford Transit District
• Northeastern Connecticut Transit District
• Northwestern Connecticut Transit District
• Norwalk Transit District
• River Valley Transit
• Southeast Area Transit District (SEAT)
• Windham Region Transit District (WRTD)

If I have more questions, who do I contact?
For questions about receiving or renewing bus passes, status of a request or about the identification process, the Connecticut Department of Veterans Affairs’ Office of Advocacy and Assistance can help.
Veterans can also check out the program’s website or email [email protected] for pass replacement or renewal questions.

Good morning Portland! Just a reminder about one of my favorite town-wide activities - Halloween on Main!! It's put on by our wonderful Youth & Family Services (thank you Jen!) and our Parks & Rec department along with a bunch of volunteers.

We line our Main Street with dozens of various vendors, groups, businesses and organizations - and the town will do everything we can to make sure the weather is perfect that night!

This year we're making it even safer by closing the outside lanes on Main Street and only allowing traffic one lane each way. This will slow the cars down and keep the lane closest to the sidewalks car-free!

See you soon!

Mike

PS We are also accepting donations of candy for this event as well as Halloween Night. You'll find a donation box at Adams as well as the Family Dollar.

Quick update on the High Street road project. The winning bid contractor, Derita and Sons Contractors (Middletown), have already done extensive prep work on High Street and are beginning to dih some test pits before they start digging in earnest.

A few residents have asked about Butler Lane and whether that would be open during some of the construction, and we're working closely with the contractor to decide if and when to close that road. It's all about safety and that's our primary concern.

They should be able to get a majority of the underground work done before the cold weather stops the project, but they will continue in the spring and then repave the road. As always I will keep you posted.

Regarding safety, one of our officers was out there today as they will be during the entire project. It's the main road to and from the high school and middle school so we'll be focused on keeping traffic moving safely thru the work site!

I'll keep everyone updated in the weeks ahead.

Good afternoon Portland! So last night's Board of Selectmen meeting we covered a lot of territory - from life-saving to the very future of our town and many things in between.

I'll start with the two things I'm proud of the most:

TOWN CHARTER - Last night we officially formed our new Charter Revision Commission by unanimous vote and we will review, discuss and then choose seven members out of the 12 who have expressed their interest In being part of this commission. We're hoping to seat this commission either at the October 21st or November 4th BOS meeting. We have 30 days from yesterday to seat this committee so they can get to work.

This is a huge deal for a few reasons. The first first is the most obvious- the last successful revision of our Charter was December 2nd 2004 so it's been 22 years and many things have changed. Our Charter is in need of review and I'm looking forward to seeing what the new committee has for recommendations.

We have scheduled a public hearing on Wednesday October 21st at 6:45 at the public library Mary Flood room to discuss the funding of this commission. I've attached the legal notice and it'll be in the local papers as well early next week.

This is a big deal and I want to thank the residents who have expressed an interest in being on this commission as well as all those that support what we're doing!

TEENAGE HERO's - A huge shout out to Trent Morgan and Patrick McCormack - two young teenagers who came upon an unresponsive woman in a car and demonstrated exceptional bravery by calmly stopping and investigating the situation and then calling the police and providing them with important information until they arrived.

What makes this more impressive is that these kids noticed that a car that was behind this woman's car backed up and then drove around her - ignoring the situation. But these teenagers did not ignore the situation but chose to get involved and help. Kudos to the parents as well!

AWARDS - We also honored three recent recipients of the 2026 Ralph Paley Spirit of Portland awards- Susan Bransfield Thomas Bransfield and Mr Jack Sterry! These three wonderful individuals collectively have given more than 100 years to the town of Portland in ways big and small. Well done and thank you!!!

VETERANS - We also had a detailed discussion about the veterans property tax exemption program for permanently and totally disabled veterans approved by the state legislature May 21st 2024 and put into effect October 1st 2024. This program has been adopted by nearly 50 towns (including Portland) with more than 119 towns still pending adoption. It's a big deal because it allows a qualifying veteran to receive an abatement on their home taxes.

Currently the town has 23 veterans that have qualified and we anticipate that we may have another seven or more qualify over the next couple months. The tax impact is roughly $6,600 per qualifying veteran. To find out if you qualify, reach out to our assessor's office for more details!

We also discussed updates on all the various projects in town which I'll save for another post.

I've attached some other miscellaneous pictures of some other town events and projects!

As always, reach out if you have any suggestions for improving our town and also if you have any events, projects or businesses you'd like me to share!

Good morning Portland! Just a quick heads up for our residents on High Street and the surrounding area - our next phase of the High Street water line replacement project continues starting today. You may see some of the trucks and equipment arriving on High Street throughout the week - plan accordingly.

I'll put out more details shortly but this is an important project and is a continuation of the same project as a result of a million dollar grant from the State which will help improve important water infrastructure and make us more resilient and flexible in the years ahead.

Reach out if you have any questions!
