WHAT'S ON THE BALLOT?
Here is a brief explanation of each Proposition on the Ballot that I Cut-n-pasted from another site:
> Prop. 1. Technical Education Fund for Texas State Technical College System: Dedicates permanent funding for technical workforce training.
> Prop. 2. Prohibiting a Capital Gains Tax: Prevents future state taxes on capital gains.
> Prop. 3. Bail Reform for Violent Crimes: Allows courts to deny bail to those accused of violent or deadly crimes, if clear evidence shows it’s necessary to protect public safety.
> Prop. 4. Funding for Water Infrastructure and Supply: Dedicates $1 billion annually for 20 years to improve Texas’ water infrastructure—funding new sources like desalination, produced-water reuse, and reservoirs, while supporting local projects to repair and expand water systems.
> Prop. 5. Tax Exemption on Animal Feed: Exempts animal feed from property taxes, reducing the tax burden on Texas farmers and ranchers.
> Prop. 6. Prohibiting a Securities Transaction Tax: Promotes investment and ensures financial stability by prohibiting state taxes on financial investments, such as 401(k)s, IRAs, and pensions.
> Prop. 7. Tax Exemption for Surviving Spouses of Veterans: Extends property tax exemptions to spouses of veterans who die from service-connected conditions.
> Prop. 8. Prohibiting an Inheritance Tax: Prohibits Texas from ever enacting a state death tax.
> Prop. 9. Increasing the Personal Property Tax Exemption: Increases tax exemption on income-producing equipment from $2,500 to $250,000.
> Prop. 10. Tax Exemption for Homes Destroyed by a Fire: Temporarily exempts improvements made to a homestead after a house fire.
> Prop. 11. Increasing the Over-65 Homestead Tax Exemption: Provides property tax relief by increasing the homestead property tax exemption for seniors and the disabled from $140,000 to $200,000. This means that the first $200,000 of seniors’ homestead’s value will not be subject to ISD property taxation.
> Prop. 12. Reforms to Judicial Accountability: Strengthens judicial accountability by improving public accountability for judicial misconduct.
> Prop. 13. Increasing the General Homestead Tax Exemption: Provides property tax relief by increasing the minimum homestead property tax exemption for Texas homeowners from $100,000 to $140,000. This means that the first $140,000 of your homestead’s value will not be subject to ISD property taxation.
> Prop. 14. Creation of the Dementia Prevention and Research Institute: Dedicates $3 billion to fund research, prevention and treatment of dementia-related disorders.
> Prop. 15. Confirming Parental Rights: Establishes that parents are the primary decision-makers for their children, reinforcing rights already protected by the U.S. Constitution.
> Prop. 16. Confirming U.S. Citizenship in Order to Vote: Reinforces requirement that Texas voters in local, state, and federal elections must be United States citizens.
> Prop. 17. Tax Exemption for Properties with Border Security Infrastructure: Prevents property owners from a higher tax burden by exempting appraisal increases resulting from construction or installation of border security barriers and other infrastructure.
