🗳️ GEORGIA VOTERS: UNDERSTANDING QUESTION 3!
Early voting is underway in Georgia! As voters head to the polls, Jasper County 911 wants to help our community better understand Question 3, a proposed constitutional amendment concerning funding for Georgia’s emergency 911 systems.
📞 What is House Resolution 1243 (HR 1243)?
If approved by voters, this amendment would authorize the Georgia General Assembly to dedicate certain existing revenues to a fund used exclusively for the expansion, maintenance, and operation of emergency 911 systems throughout the state.
This includes supporting the transition to Next Generation 911 (NG911).
🚨 What exactly is Next Generation 911?
NG911 is an effort to modernize the technology and infrastructure that emergency communications centers rely on every day.
Traditional 911 systems were largely designed around telephone calls. NG911 moves emergency communications toward modern, internet protocol (IP)-based technology, allowing 911 centers to handle and share emergency information more effectively.
Depending on the technology implemented, NG911 capabilities can include:
📍 Improved Location Information: Helping dispatchers receive more accurate and useful location details when someone contacts 911, particularly from mobile devices.
📱 Additional Communication Capabilities: Supporting technologies such as text-to-911 and, where implemented, the ability to receive photos, videos, and other emergency information.
🔄 Better Information Sharing: Allowing 911 centers and emergency response agencies to exchange information more efficiently, particularly during large-scale emergencies.
🖥️ Modernized 911 Infrastructure: Updating call-routing systems, communications networks, and other equipment used to process emergency calls.
🔒 Improved System Resilience: Supporting backup capabilities, cybersecurity, and more reliable emergency communications infrastructure.
NG911 is not simply artificial intelligence, nor does it mean 911 centers will continuously track residents. It refers to the modernization of emergency communications systems and how information is received, processed, and shared.
💰 Where would the funding come from?
Georgia already collects a $1.50 monthly 911 fee on many telephone services.
The proposed constitutional amendment would authorize certain existing revenues, including revenues reallocated by law, to be dedicated to a statewide 911 fund.
A Georgia House study committee has recommended restructuring existing 911 fee revenues to support statewide NG911 implementation. However, the amendment itself does not establish a new fee, set a final funding formula, or guarantee future fee amounts. Those details would depend on additional legislation.
❓ Why is this on the ballot?
Georgia’s Constitution generally limits how certain state revenues can be dedicated for specific purposes. This proposed amendment would provide constitutional authorization for a dedicated, nonlapsing emergency 911 fund.
The measure addresses how 911 funding could be managed and reserved for emergency communications. It does not, by itself, determine which equipment or upgrades individual counties will receive.
🇺🇸 Election Day: November 3, 2026
We encourage everyone to review the proposed amendment, ask questions, and make an informed decision at the polls.
