At approximately 10:50 p.m. on June 7, a vehicle struck and killed Steven Monzon of Camarillo on Santa Rosa Road near Gerry Road. The driver fled the scene.

Over the following weeks, investigators from the CHP Coastal Division Investigative Services Unit and the Moorpark Area identified Humberto Perez, 70, of Simi Valley, as the suspected driver.

Investigators arrested Perez on Sept. 2 and booked him into the Ventura County Pre-Trial Detention Facility on suspicion of a felony hit-and-run. He remains in custody, with $50,000 bail set.

“This arrest reflects the dedication of our investigators and the valuable assistance from community members,” said CHP Moorpark Area Lt. Randy O’Brien. “Hit-and-run crashes have devastating consequences for victims and their families. We remain committed to identifying those responsible and holding them accountable. We appreciate the public’s continued partnership and hope this arrest offers the Monzon family some measure of closure.”

CHP Moorpark conducted a sobriety and license checkpoint on Saturday, August 29, 2026, in the city of Moorpark on Tierra Rejada Road east of Moorpark Road. 529 vehicles passed through the checkpoint. As a result, 3 drivers were arrested for DUI, 3 drivers were cited for license violations, and 3 vehicles were towed from the checkpoint.

The goal of the CHP is to ensure the safe passage of each and every motorist by targeting roads where there is a high frequency of intoxicated drivers. “By publicizing our efforts, we believe we can deter motorists from drinking and driving and/or driving unlicensed,” Lieutenant R. O’Brien said.

Funding for this checkpoint was made available by the Office of Traffic Safety Grant, “Reduce Drunk Driving.”

A California Highway Patrol (CHP) officer is recovering after an impaired driver crashed head-on into the officer’s patrol vehicle late Saturday night in Grimes Canyon.

On Aug. 15, at approximately 11 p.m., a CHP Moorpark Area officer was driving southbound on Grimes Canyon Road, north of Moorpark, when a Chevrolet pickup traveling northbound crossed the double yellow lines and struck the patrol vehicle head-on.

The pickup was driven by 34-year-old Derek Skinner of Santa Paula. Investigators determined Skinner was impaired and failed to maintain his lane before crossing into the southbound lanes.

Skinner suffered minor injuries in the crash. His passenger, a 40-year-old woman from Chatsworth, and the CHP officer suffered major injuries. All three were transported to a local hospital and are expected to make full recoveries.

Following the investigation, Skinner was arrested and booked into Ventura County Jail for driving under the influence of alcohol causing bodily injury, in violation of California Vehicle Code section 23153(a).

On October 31st, 2024, Leonardo Rodriguez was driving southbound on US-101 in Newbury Park at 124 mph when he attempted to pass a vehicle on the right shoulder and crashed into a parked tractor trailer. Two passengers in his vehicle, Serenity Rizkalla and Michael Estrella, were killed.

Rodriguez was sentenced Thursday to five years and four months in state prison after pleading guilty to two counts of gross vehicular manslaughter.

Slow down. Speeding can have consequences that last a lifetime.

Our condolences to the families that were tragically affected in this preventable crash.

Four officers from the CHP Moorpark Area were recently recognized for their continued dedication to finding impaired drivers and safely removing them from our local roadways before they could hurt themselves or someone near them. The California Highway Patrol would like to remind drivers a DUI crash or arrest is preventable. Designate a sober driver, use public transportation, call a taxi, use a rideshare company, or stay where you are for the night. Congratulations to CHP Moorpark Area officers Rios, Bautista, Torres, and Cisneros, pictured with Lieutenant O'Brien.
