The Union County Sheriff’s Office, the Federal Bureau of Investigation, and the Commonwealth Attorney’s Office began an investigation into alleged s*xtortion taking place in Union County. Law enforcement began a lengthy investigation in late 2024 into Morgan Duncan of Uniontown. Duncan, who was only 16 at the time, engaging in the production and dissemination of child po*******hy, complicity in cruelty to animals, terroristic threatening, and engaging in organized crime.

During the investigation, it became clear Duncan was aligned with the “764” group. Although “764” is a term often informally used to describe a variety of violent online networks that engage in criminal conduct within the United States and abroad, the group or network called “764” no longer exists in its original form. Following the arrests of many key members of “764,” including its founder, the network splintered into countless off-shoot networks with many still using “764” tactics.

Members of these violent online networks target vulnerable, often underage populations across the United States and around the globe through a method or tactic known as Sadistic Online Exploitation. This is defined as targeting vulnerable populations including children to engage in self-harm, produce child s*xual abuse material (CSAM), engage in acts of animal cruelty, s*xually exploit siblings, and in some case encourage victims to attempt su***de.

In 2025, authorities obtained an arrest warrant and a search warrant for Morgan Duncan. The Union County Sheriff’s Office, the FBI, the Kentucky State Police, the Henderson County Sheriff’s Office, and the Henderson Police Department located and arrested Duncan in Henderson, Kentucky. Morgan Duncan turned 18 while incarcerated in juvenile detention and was then lodged in the Webster County Jail.

Morgan Duncan was charged as an adult and pled guilty to Use of a Minor under 16 in a s*x performance in 2026. During an interview with Detectives, Duncan admitted to not only being a part of the “764” group but also did recruiting for the “764” group. Duncan stated in court that he was aware one of his victims was only 11 years old at the time. Duncan will serve up to 10 years and 6 months. Duncan will not be eligible for parole until he serves 85% of his sentence. Duncan will also have to register as a lifetime s*x offender. The charges are not expungement eligible.

Law enforcement encourages parents to regularly talk with your children about dangers such as this. Be sure you are monitoring their time online, online gaming, and apps they may have on their electronic devices. While many of the victims are young females, any child can be at risk. The perpetrators themselves are often males under the age of 25 and come from all walks of life. They often groom victims by first establishing a trusting or romantic relationship before eventually manipulating and coercing them into engaging in escalating harmful behavior designed to shame and isolate them.

Some potential signs of victimization include but are not limited to:

· Sudden behavior changes such as becoming withdrawn, moody, or irritable.

· Changes in appearance, including neglect of appearance or hiding specific body parts

· Changes in eating or sleeping habits

· Signs of animal cruelty

· Unexplained harm to younger siblings

· Threatening to commit su***de and openly talking about death, "not being wanted or needed," or "not being around"

· Scars, often in patterns, including 764-related terms or names from online platforms

· Fresh cuts, scratches, bruises, bite marks, burns, or other wounds

· Reports of personally identifying information being posted online for victimization (commonly referred to as a "dox")

· Unexpected texts or phone calls about the child from unknown numbers to the home.

· Sudden and unexplained gifts or packages arriving for the child to the home

If you or someone you know is a victim of a crime using these kinds of tactics, retain all information from the incident such as usernames, email addresses, websites, or names of platforms used, and immediately report it to:
1-800-CALL-FBI (1-800-225-5324) or tips.fbi.gov

1-866-347-2423 Homeland Security Investigation tip · FBI's Internet Crime Complaint Center at ic3.gov

· The Union County Sheriff’s Office: 270-389-HELP (270-389-4357)

If anyone feels they are in imminent danger, please reach out to local law enforcement immediately by calling 911.

The National Center for Missing and Exploited Children (NCMEC) provides a free service known as Take It Down, which helps minor victims, or adults who were victimized as minors, with removing or stopping the online sharing of n**e or s*xually explicit content taken while under 18 years old.
