Port of Moses Lake Welcomes Federal Opportunity Zone Renewal Nomination to Spur Investment and Growth

Moses Lake, WA - October 13, 2026: The Port of Moses Lake welcomes the renewal nomination of Census Tract 53025010800, northwest Moses Lake, from the Federal Opportunity Zone 1.0 to the 2.0 program, announced by Governor Bob Ferguson on October 8, 2026 . If certified by the U.S. Treasury Department, the designation could encourage more private investment in the Moses Lake tract with the increase in added investor benefits.

Opportunity zones are intended to advance economic diversification, modernize infrastructure and strengthen the rural workforce so that investment benefits reach communities and residents. The governor nominated 99 low-income and rural communities across Washington state, including the Moses Lake tract. The nomination recognizes the region’s continued potential and its role as one of Central Washington’s leading industrial and aerospace hubs, centered around Grant County International Airport.

This day in history

Sixty years ago today marked the official dedication of the newly established Port District. This significant event followed a near unanimous vote by the community in November 1965, approving the establishment of the Port District.

On October 8, the day started cool and windy, leading to the cancellation of an 11 a.m. stunt-flying demonstration due to high winds. Fortunately, the weather improved, allowing the performance by 2 p.m., and delighting 3,500 with an aerial display. Additionally, the Moses Lake Sky Divers Club executed several jumps throughout the day. In between the attractions, attendees enjoyed public tours of the control tower, terminal, and various planes stationed on the tarmac. Some fortunate attendees even experienced a flying tour of the Moses Lake area aboard an F-27 prop-jet.

Dignitaries then gathered at an outdoor stage, where high school marching bands from Ephrata and Warden played introductory music. U.S. Senator Warren Magnuson, alongside Don Morgan, president of Big Bend Community College, delivered the keynote speech for the dedication. Our three Port commissioners (Leon Bodie, Dan Dunn, and Floyd Rigsby) also shared remarks, followed by Bruce W. Johnson, the director of public affairs for Boeing in Washington, who served as the master of ceremonies.

Senator Magnuson took the podium to commend the dedication of all those who worked hard to turn the closure of Larson Air Force Base into an opportunity. He said, “This ceremony represents a major milestone in the development of central Washington State.”

And while he acknowledged the challenges that lay ahead for the Port in managing this sizable facility and attracting new industries, the senator also said, “Your past achievements give every reason to expect a bright future.”

Industrial symbiosis in action

Port of Moses Lake Executive Director Dan Roach and Director of Business Development Richard Hanover are in Denmark touring Kalundborg Symbiosis, the world’s first industrial symbiosis partnership, and seeing firsthand how businesses can turn one facility’s excess energy, water, materials, and residuals into valuable resources for another.

The visit supports the Port’s Industrial Symbiosis Initiative and vision for an energy park that can power local clean technology and industry, reduce reliance on imported energy and feedstocks, lower emissions, and create new economic opportunities and jobs in the Moses Lake region.

“We’re gaining invaluable insight into how partners have united to build a dynamic hub for sharing critical industrial resources. I’m deeply grateful for the hospitality and for the opportunity to see industrial symbiosis working in the real world,” Dan said.

With technical assistance from the Center for Sustainable Infrastructure through the Washington State Department of Commerce’s Industrial Symbiosis Technical Assistance Program, the Port is working to translate lessons from a global leader into practical, locally driven solutions for the Port District.
