📢 COURT DAY FESTIVAL – PET RESTRICTION

The Mt. Sterling Police Department would like to remind everyone attending the upcoming Court Day Festival, taking place October 16, 17, and 18, that pets are not permitted within the festival area.

In accordance with Mt. Sterling City Ordinance 115.08, patrons are prohibited from bringing animals to the festival. Service animals meeting the requirements of the Americans with Disabilities Act (ADA) are the only exception.

Under the ADA, a service animal is generally defined as a dog or, in limited circumstances, a miniature horse that has been individually trained to perform tasks or work for a person with a disability. Emotional Support Animals (ESAs) are not considered service animals under the ADA and therefore are not permitted within the festival area.

This restriction is in place to help ensure the safety and comfort of festival patrons and vendors while allowing everyone to enjoy Court Day safely.

We appreciate everyone's cooperation and understanding. We look forward to seeing you at the Court Day Festival!

Today, our hearts are heavy as we mourn the loss of Kentucky State Police Trooper Hayden Phillips, who made the ultimate sacrifice in the line of duty while serving the Commonwealth of Kentucky.

The Mt. Sterling Police Department extends our deepest condolences, prayers, and unwavering support to Trooper Phillips’ family, loved ones, and his brothers and sisters of the Kentucky State Police.

We know all too well the sacrifice that law enforcement officers and their families make each day when an officer puts on the badge and walks out the door to serve and protect others.

Tonight, we ask our community to join us in praying for the Phillips family and for all of the men and women of the Kentucky State Police who are grieving the loss of one of their own.

May God provide comfort and strength during this incredibly difficult time, and may Trooper Phillips’ service, sacrifice, and memory never be forgotten.

Rest in peace, Trooper Phillips. Your watch is ended. We will never forget.

**PRESS RELEASE**

On 08/15/2026, the MSPD received notification that a FLOCK camera had been damaged. Since then, a total of eight cameras have been destroyed or tampered with. Two of those were privately owned by Lowes.

On 09/20/2026, Wi******er Police and MSPD had a total of 9 cameras destroyed overnight. Investigators with both agencies teamed up and began an investigation. Using nearby security cameras and FLOCK LPR's (license plate readers), investigators identified a suspect.

Around 6:40 pm, investigators and officers executed a search warrant at 201 S. Queen St. and took the suspect into custody without incident. During the search, investigators located the clothing worn, tools used, the vehicle used, and other identifiable evidence to link him to the crimes.

In Montgomery County, the individual pictured is facing the following charges:

Robert Taylor West - 44 YOA

- eight counts of Criminal Mischief - 1st Degree
(six cameras for the police department and two owned by Lowes)
- Six counts of Obstructing governmental operations

Charges from Clark county are being addressed by Wi******er PD and possibly other jurisdictions, as this is an ongoing investigation.

As your Chief, I want to make the following statement:

We appreciate the thoughtful feedback and questions that the public has submitted surrounding the FLOCK system. Unfortunately, there has been a constant stream of false information about FLOCK being shared on many social media platforms. As a result, we have made it a point to share factual information about this system in as many different ways as possible. Our department has shared information on the radio, through the local press, and at city council meetings. Most importantly, we have shared this information through individual one on one conversations with many concerned citizens. We appreciate those who have taken the time to have a conversation with us about the FLOCK system, and whether they agree with us or not, understand and appreciate our position about the usefulness of this system in our efforts to protect and serve our community. As Chief, I have truly seen the value of this system, and am thankful that this tool of law enforcement has been used nationwide to help locate missing elderly and dementia patients; locate missing children; and identify the locations of sexual offenders, drug traffickers, and dangerous felons. Providing safety and security in our community is our top priority, and with FLOCK, we have the ability to help safeguard this community that we all love, against all identified threats. To those we faithfully serve who may question this system, please be assured that we have internal safeguards and audits in place to ensure that the information gathered is not mis-used. Audits of our use are conducted monthly, and any mis-use of the system by one of our officers will result in disciplinary action and could be grounds for termination. We are blessed to live in an amazing country, and we respect and cherish all of the rights granted to us by the Constitution. Everyone has a right to agree or disagree with the manner of which we provide public safety. However, our agency will not tolerate destruction of public or private property as an acceptable form of debate. We respectfully ask that the community continue to reach out to us if you have any questions about our agency, our officers, or our use of FLOCK. We serve you, and we appreciate your input and sharing of any ideas that you may have on how we can make our community a safer place. We are as proud of this community as you are, and we want nothing more than to partner together to make our community be the best that is possibly can be. Thank you to those who continue to treat our officers with kindness, compassion, and respect. Please phone me at (859) 498-8899 if I can help answer any questions.

We would like to thank the Wi******er PD and Chief Travis Thompson for all the assistance and resources that helped with this investigation.
