Leadership is the ability to guide, influence, and inspire others toward a shared goal—not simply to command obedience.
In 2024, Captain McCleary challenged his command staff to pursue voluntary professional development through the Iowa State Sheriffs and Deputies Association (ISSDA) and its partnership with the Institute for Credible Leadership Development (ICLD). The challenge was not incentivized by promotion or pay, the only incentive offered was the opportunity to serve better, and strengthen their own personal leadership skills.
The ICLD is a comprehensive online program designed to strengthen leadership, ethics, character, team building, and emotional intelligence. It supports the ISSDA’s broader mission of providing resources that enhance the professionalism of those who serve the citizens of Iowa. The curriculum includes more than 170 hours of instruction from local, state, and federal law enforcement leaders as well as executives from major corporations. Participants also complete seven textbooks and must pass required exams to advance through the program. The training emphasizes self-reflection, self-awareness, and continuous improvement, with a particular focus on ethics, vision, emotional intelligence, and integrity.
The Muscatine County Sheriff’s Office is proud to congratulate Lieutenant Tye Hardman on completing the full Institute for Credible Leadership Development program (ICLD I–IV). Lieutenant Hardman voluntarily undertook and finished the coursework on his own initiative, beginning in December 2024 and graduating in August 2026.
