What a turnout!
Tonight’s community education meeting was very well attended, with nearly 75 community members eager to learn about the laws, safety, and enforcement surrounding the hot topic of e-bikes and e-motorcycles.

In the meeting, we identified the different classes of e-bikes and defined e-motorcycles. Check out the details in the graphic in the comment section.

In Nampa, you can ride e-bikes on Stoddard Pathway, Wilson Pathway, Lakeview Park Trails, Nampa Fitness Trail, and West Park Trail. You can also ride on roads and in bike lanes, keeping as far to the right as practical.

Some of the safety tips given to tonight’s audience included a helmet and closed-toed shoes, and we also recommend removing at least one of your earphones/earbuds/etc. so you can hear what is happening around you. These things are not requirements, but they are strongly suggested.

The audience agreed that e-bikes are not the biggest concern in our community. E-motorcycles were the topic with the most interest and concern. They are also what we are having problems with:

Daily incidents reported by Nampa officers and community members include excessive speed, weaving in and out of traffic, carrying passengers, riding on sidewalks, endangering pedestrians and other users, and overall reckless behavior.

What is an e-motorcycle?
If an electric or gas vehicle lacks functional pedals or exceeds 750 W (e.g., Sur-Rons, high-powered electric motorbikes), it is classified as a Motor-Driven Cycle or Motorcycle.

▪️The operator must possess a valid driver’s license, and the vehicle must be properly titled and registered with a visible license plate.
▪️ Operators and passengers under 18 years old must wear an approved helmet.
▪️ E-motorcycles are strictly prohibited on sidewalks, multi-use pathways, or within city parks.

Street Legal requirements:

▪️ Licensing: Operator must possess a valid driver’s license (IC 49-301)
▪️ M Endorsement if riding on roadway, not needed on Restricted Vehicle (RV) plates for off-road only
▪️ Registration: The vehicle must be properly titled with a visible license plate (IC 49-402)
▪️ Must carry insurance
▪️ Equipment: Must meet federal safety standards (Lights, horn, brakes) and include a noise suppression/exhaust system.
▪️ Passenger: Must ride on the rear seat permanently affixed with foot pegs (49-665)
▪️ Helmets: Operators and passengers under the age of 18 must wear an approved helmet. (IC 49-666)

Education is our main goal, but there was also discussion about enforcement options for motorcycles, including the possibility of parents being cited for failing to supervise their children. In Nampa, the first encounter with a parent in most situations would be a warning that is noted in our in-house system, but if it were to happen again, the parent will be cited.

Here is a list of possible violations with the Idaho code:
▪️ Unlicensed Driver (IC 49-301)
▪️ Allowing an unlicensed Minor or person to drive (IC 49-333)
▪️ Operating a motorcycle without an endorsement (IC 49-304)
▪️ Failure to supervise (warning/ summons) (NMC 6-3-4)
▪️ Unregistered vehicle (IC 49-401)
▪️ Prohibited Area Violation (NMC 6-5-3)
▪️ Reckless/Inattentive Driving (IC 49-1401)

We had a great discussion after our presentation. One thing we told the audience is that we do not have enough officers to catch everyone on every path or in every park. We also made it clear that our roadways must be our top priority, but we’ll continue to do our best. We also asked if there was a recurring problem in an area, to consider reporting the incidents that are not in progress online to keep our dispatchers free for priority calls. We took notes, we’ll follow up on several topics, and we were very pleased with the community members who showed up tonight. It is obvious that you care about our community!

Nampa Man Falls from the Bed of a Pick-Up, Later Dies,
Driver Arrested for Aggravated DUI and Injury to Child x3

On June 6, 2026, Nampa Dispatch received several 911 calls reporting a man had fallen from the back of a moving pick-up and was injured in the roadway. Upon arrival, Nampa Police Officers found the man to be non-responsive and started CPR, later feeling a pulse in the individual. When Nampa Fire and Canyon County Paramedics arrived, they continued life-saving measures. Miguel Martinez, 46 years old, of Nampa, was transported to a local hospital, where he later succumbed to his injuries.

Martinez was riding in the back of a Toyota Tundra pick-up with three children when one of the passengers dropped an item from the moving vehicle. They attempted to alert the driver, but the vehicle accelerated instead of slowing, and as a result, Martinez fell from the vehicle.

After an investigation, Skylar B. Keeth, 25 years old, of Meridian, was arrested for aggravated DUI and three counts of injury to a child. Additional charges are pending.

“This needless death is the result of careless actions and driving under the influence of alcohol,” said Cpl. Stark of the Nampa Police Department Persons Crimes Unit. “There is no excuse for drunk driving. The consequences of this crash will last a lifetime for those involved, including three young kids, who were thankfully not physically harmed. Please drive sober!”

We were tagged a few times in a recent post talking about the two goat escapees that were captured and are pictured here in the back seat of one of our patrol vehicles. The messages of appreciation for helping transport the critters to a safe place were heartfelt, but I’ve goat a feeling the officer using that car on the next shift wasn’t quite as supportive….sure felt baaaaaaaad for him.
We’re told Lisa and Karen were also helpful catching the goats and housing them in the process of getting them back home.
We appreciate some good ol’ community TEAMWORK!

There were recently some thefts of building materials at a home under construction near E. Amity and S. Happy Valley.
After the first theft, the property owner set up a camera and caught this Silver Ford crew cab pick-up and occupant arrive, start moving some items, and then the man noticed the camera, so he covered it.
Afterward, there were items missing...

That giant column of black smoke north of Nampa -
It’s a PRACTICE BURN BY NAMPA FIRE - not an emergency

This is a practice burn being conducted by the Nampa Fire Department.
It is north of Kohler Lawn Cemetery near 8th St N and 4th Ave N and it is VERY VERY visible from I-84 and pretty much all over Nampa.

Please don’t call 911 about this giant plume of black smoke and please don’t drive back there to get your sneak peak and message out on social media. Traffic is blocking roadways and business access.

As we wrap up Mental Health Awareness Month, we wanted to give a big to the critical cole of our Crisis Intervention Team (CIT) who respond to behavioral health crisis calls with professionalism, compassion and collaboration.

Adisson, our Mental Health Coordinator, has worked hard to help set up our program, along with his partner, Officer Aaron Coleman, our CIT Officer.

They can’t be on duty 24/7, but Adisson and Aaron work together to co-respond to mental health-related calls for service throughout the community. This collaborative approach helps provide real-time crisis intervention, de-escalation, resource coordination, and connection to appropriate treatment and support services. They also receive reports to review and follow-up on, from the time that they are not on duty. Their commitment is commendable!

A message from Adisson to our community:

CIT efforts are designed to support individuals and families experiencing mental health-related challenges while helping connect community members to appropriate services, treatment, and long-term support. These responses often involve crisis stabilization and diversion from the criminal justice system, when safe and appropriate.

Behavioral health crises can affect any person, family, or neighborhood. Effective response requires strong partnerships between law enforcement, healthcare providers, hospitals, community organizations, and local support systems. Through these collaborative efforts, CIT programs help strengthen public safety while promoting dignity, stability, and access to care for some of the community’s most vulnerable individuals.

🔹Mental health awareness is not limited to one month. It is an ongoing commitment to building safer communities, improving outcomes, and ensuring individuals in crisis are met with understanding, accountability, and the opportunity for support.
