Starting Monday (June 1), Rockland County motorists will benefit from the countyโ€™s gasoline sales tax cap. The Countyโ€™s 4% sales tax on gasoline will be applied only to the first $3 per gallon, rather than the full retail price.

The measure, sponsored by Legislator Beth Davidson and unanimously adopted by the Rockland County Legislature then signed by County Executive Ed Day, will remain in effect until March 1, 2027.

"This gasoline sales tax cap will help reduce costs at the pump through summer and beyond," Legislator Davidson said. "I am proud to have sponsored this effort to provide some financial breathing room for working families, commuters, and seniors."

According to AAA, the average price of gasoline in Rockland County is approaching $5 per gallon, making the sales tax cap a timely source of modest relief for local drivers.

The county Office of Consumer Protection has distributed notices to gas stations regarding the gas tax cap and will follow up with in-person visits to ensure fuel stations are complying.

The ๐—ฅ๐—ผ๐—ฐ๐—ธ๐—น๐—ฎ๐—ป๐—ฑ ๐—–๐—ผ๐˜‚๐—ป๐˜๐˜† ๐—Ÿ๐—ฒ๐—ด๐—ถ๐˜€๐—น๐—ฎ๐˜๐˜‚๐—ฟ๐—ฒ has backed a proposed New York State law that would establish a 15-foot safety buffer around first responders, judges and prosecutors while they are carrying out their official duties.

The measure reflects the Legislatureโ€™s continued focus on public safety and the operational conditions faced by law enforcement officers, firefighters, EMS personnel, and other emergency responders, as well as judges and prosecutors serving communities throughout Rockland County and New York State.

The state legislation is intended to help ensure first responders can work in safe, secure, and functional environments during emergencies and active incidents.

Legislators voted unanimously May 19 to support a county resolution backing adoption of the state law. The measure has now been passed in the Assembly (Bill A10621) and is currently before the Senate (Bill S09974).

โ€œThis legislation is about protecting the men and women who put themselves in harmโ€™s way every day to protect the public,โ€ said ๐—ฅ๐—ผ๐—ฐ๐—ธ๐—น๐—ฎ๐—ป๐—ฑ ๐—–๐—ผ๐˜‚๐—ป๐˜๐˜† ๐— ๐—ฎ๐—ท๐—ผ๐—ฟ๐—ถ๐˜๐˜† ๐—Ÿ๐—ฒ๐—ฎ๐—ฑ๐—ฒ๐—ฟ ๐—”๐—น๐—ฑ๐—ฒ๐—ป ๐—›. ๐—ช๐—ผ๐—น๐—ณ๐—ฒ, sponsor of the county resolution. โ€œFirst responders need to be able to focus on the emergency at hand without unnecessary interference or dangerous crowding around active scenes. Establishing a reasonable safety area helps protect responders and the people they are trying to help.โ€

The resolution is strongly backed by law enforcement, including the ๐—ฅ๐—ผ๐—ฐ๐—ธ๐—น๐—ฎ๐—ป๐—ฑ ๐—–๐—ผ๐˜‚๐—ป๐˜๐˜† ๐—ฃ๐—ผ๐—น๐—ถ๐—ฐ๐—ฒ ๐—•๐—ฒ๐—ป๐—ฒ๐˜ƒ๐—ผ๐—น๐—ฒ๐—ป๐˜ ๐—”๐˜€๐˜€๐—ผ๐—ฐ๐—ถ๐—ฎ๐˜๐—ถ๐—ผ๐—ป and the ๐—ฅ๐—ผ๐—ฐ๐—ธ๐—น๐—ฎ๐—ป๐—ฑ ๐—–๐—ผ๐˜‚๐—ป๐˜๐˜† ๐—ฆ๐—ต๐—ฒ๐—ฟ๐—ถ๐—ณ๐—ณโ€™๐˜€ ๐——๐—ฒ๐—ฝ๐˜‚๐˜๐—ถ๐—ฒ๐˜€ ๐—”๐˜€๐˜€๐—ผ๐—ฐ๐—ถ๐—ฎ๐˜๐—ถ๐—ผ๐—ป, whose members joined with the ๐—ฃ๐˜‚๐—ฏ๐—น๐—ถ๐—ฐ ๐—ฆ๐—ฎ๐—ณ๐—ฒ๐˜๐˜† ๐—”๐—น๐—น๐—ถ๐—ฎ๐—ป๐—ฐ๐—ฒ at the state capital in Albany last month in support of the proposed law.

โ€œOur deputies and first responders routinely work in fast-moving, unpredictable, and sometimes dangerous situations,โ€ said ๐—ฅ๐—–๐—ฆ๐——๐—” ๐—ฃ๐—ฟ๐—ฒ๐˜€๐—ถ๐—ฑ๐—ฒ๐—ป๐˜ ๐—ฅ๐—ถ๐—ฐ๐—ต ๐— ๐—ฎ๐—ฑ๐—ฑ๐—ฒ๐—ป. โ€œCreating a clearly defined safety zone around emergency scenes is a commonsense measure that helps first responders do their jobs safely and efficiently while also protecting the public.โ€

๐—ฅ๐—ผ๐—ฐ๐—ธ๐—น๐—ฎ๐—ป๐—ฑ ๐—–๐—ผ๐˜‚๐—ป๐˜๐˜† ๐—ฃ๐—•๐—” ๐—ฃ๐—ฟ๐—ฒ๐˜€๐—ถ๐—ฑ๐—ฒ๐—ป๐˜ ๐—ฆ๐—ฒ๐—ฎ๐—ป ๐—ขโ€™๐—–๐—ผ๐—ป๐—ป๐—ผ๐—ฟ said the law had become necessary because of the new reality faced by first responders.

โ€œUnfortunately, emergency scenes have become increasingly challenging environments for first responders, with civilians at times crowding active scenes, refusing lawful instructions, attempting to interfere with operations or creating distractions that can jeopardize safety,โ€ Oโ€™Connor said. โ€œWhether deputies are responding to crashes, medical emergencies, fires, or volatile incidents, maintaining a secure working area is essential.โ€

The state legislation would establish a 15-foot safety barrier zone around first responders, judges or prosecutors engaged in their official duties and would make intentional interference after a verbal warning a misdemeanor offense. The bill specifically states that lawful recording or observation would still be permitted outside the designated safety area.
