❄️ REQUEST FOR BIDS – SNOW & ICE REMOVAL ❄️
The Ralls County Health Department (RCHD) is accepting bids from qualified contractors for a THREE-YEAR snow and ice removal contract at:

📅 Contract Period: December 1, 2026 – November 30, 2029
⏰ BID DEADLINE: October 27, 2026, at 5:00 PM
SCOPE OF SERVICES
Services must include snow removal and ice treatment for:
Driveway and parking lot
Sidewalks and pathways to building entrances
Accessible parking spaces, access aisles, and ramps
SERVICE REQUIREMENTS
✔️ Automatic snow removal beginning at one (1) inch of accumulation, without notification from RCHD.
✔️ Preventative salt or appropriate ice treatment whenever hazardous freezing conditions are reasonably anticipated, regardless of snowfall accumulation.
✔️ All designated areas must be safely accessible by 7:30 AM on scheduled workdays (Monday–Thursday). Regular business hours are 8:00 AM–5:00 PM.
✔️ Additional snow removal and ice treatment as needed during business hours.
✔️ Weekend and holiday clearing is not required while the facility is closed; however, all areas must be cleared and treated by 7:30 AM on the next scheduled workday. RCHD will provide a list of observed holidays and scheduled closures.
✔️ The contractor is responsible for monitoring weather conditions and providing all necessary labor, equipment, salt, and ice-control materials.
✔️ Snow must be placed where it will not obstruct entrances, parking spaces, accessible routes, or driveway visibility. Services must be performed in a manner that protects the property from damage.
BID REQUIREMENTS
All bids must include:
Business name and contact information, including an emergency contact.
Description of services and confirmation of ability to meet service requirements.
Itemized pricing for snow removal, walkway clearing, preventative salting, and additional ice treatments.
Any minimum charges, repeat application charges, or additional fees.
Pricing for all three years, including any proposed annual price increases and their effective dates.
Proof of current liability insurance, with coverage maintained throughout the contract period.
CONTRACT TERMS
Either party may terminate the agreement with thirty (30) days' written notice.
The contractor must continue providing services during the notice period unless otherwise agreed upon in writing.
The contractor must promptly notify RCHD of any circumstances that may prevent timely service.
RCHD reserves the right to terminate immediately, without advance notice, for failure to provide contracted services, repeated failure to meet service requirements, failure to maintain liability insurance, or other material breach.
Itemized invoices must identify service dates, work performed, materials used, and associated charges.
Contractors may arrange a site visit before submitting a bid.
RCHD reserves the right to reject any or all bids and select the proposal that best meets the department's needs. The lowest bid will not necessarily be selected.
