HPD Commissioner Dina Levy testified at today’s budget hearing, discussing the future of New York City housing following the new 2026 Block by Block housing plan.
As the city invests in new housing and construction, she affirmed the department’s continued priorities in preserving existing housing stock and protecting tenants. Over the coming years, the construction of new housing will become more efficient both in terms of money and speed.
She also highlighted plans to build and preserve 400,000 affordable homes over the next decade, expand pathways to homeownership, and strengthen code enforcement efforts targeting negligent landlords.

New Yorkers deserve a housing plan that meets this crisis with the ambition and urgency it demands.
This morning, we joined the mayor to announce further details on new constructions as per our new Block by Block housing plan. The plan charts a path to create 200,000 new affordable homes over the next decade through historic investments in affordable housing, land-use reforms, transit-oriented development, and faster pathways to get housing built across the five boroughs.
The plan also includes nearly $5 billion over the next two years for new rent-stabilized affordable housing, including dedicated investments in supportive and senior housing.
Support for the plan continues to grow among Borough Presidents, labor leaders, housing organizations, and tenant advocates across the city.

Over 18 years is a long time to hold on to hope, but that’s exactly what we’re celebrating at 204 Avenue A: perseverance.
Today, seven returning residents are finally back home for the first time since 2008, after the building was deemed structurally unsound and had to be fully redeveloped. Through HPD’s ANCP program, residents now have the opportunity to own their homes, while new families join this community for its next chapter.
Thank you to the residents, tenant leaders, partners, and everyone who helped make this moment possible!

Willets Point, long believed to have inspired the “Valley of Ashes” in The Great Gatsby, was, in the early 1900s, defined by pollution, chronic flooding, and decades of city neglect.
Today, that same landscape is undergoing a dramatic transformation into the largest 100% affordable housing development built in New York City in more than 40 years. The project is delivering over 800 affordable homes, with construction underway on more than 200 additional senior affordable units, bringing more than 1,000 new homes to Queens.
As Patrick Love, Deputy Commissioner of Development at HPD, noted: “F. Scott Fitzgerald said that this was a place ‘where ashes take the form of houses.’ Today there are real houses here—not made from ash, but steel and concrete, built by union workers.”
