Newly approved evaluation system for New York City teachers allows teacher's effectiveness rating to be determined in part by student's growth. Under the new system, teachers can receive a rating of "highly effective", "effective", "developing", and "ineffective" and will be based on test scores and classroom observations. The previous evaluation only allowed teachers to be marked only as "satisfactory" and "unsatisfactory".
