City Council voted to approve Carlina’s Introduction 1100-2024, which will change supportive housing rules in the city to help break the cycle of homelessness and incarceration for thousands of our neighbors. Until now, if someone was homeless and then incarcerated, whether at Rikers, in a State prison, or in a court-ordered mental health facility, that time didn’t count toward their eligibility for supportive housing. In effect, the clock reset, forcing too many people back into shelters or onto the streets after discharge.

Supportive housing provides stable homes and wrap-around services for people living with serious mental illness or substance use disorders. It’s proven to reduce recidivism, improve health, and save public dollars. Most importantly, it restores dignity, stability, and opportunity to people who have faced serious challenges.
