Quoted in today’s New York Times, CICR Director Jean-Marie Guéhenno stresses the importance of a regional political settlement in eastern Democratic Republic of Congo following the routing of the M23 rebel group by the UN’s Force Intervention Brigade and Congolese forces. The Intervention Brigade, Guéhenno says, “has contributed to rebuilding the credibility of the U.N.,” but force should not be overly relied on. “It’s not a SWAT team that’s going to clean up a bad neighborhood. That requires politics.”
