Dear COBA Members,
Elias Husamudeen from COBA is trying to intimidate his own membership, and threatens Removal from the Union for exercising your rights as an Active Member of COBA protected by the Current By-Laws.
It’s understood that the 10 Officers who signed the subscription to change the By-Laws at the last meeting have received a Letter from Elias, alleging that they are somehow a “member of 2 unions”, and threatening that you can “Loose all rights & privileges of Active Membership”. This is absolutely ridiculous, and you have done Nothing wrong.
The following is a template for those who received this ridiculous letter, and wish to respond. You may respond on your own, use the information on this template, or choose not to respond at all. The choice is yours.
The main thing is that you understand that you do NOT have Dual Membership, and have done NOTHING that violates our By-Laws.
To: Elias Husamudeen, and the COBA,
Please be advised that I am an Active, Dues Paying Member of the COBA.
COTAS is a group of Correction Officers seeking to ASSIST, and GUIDE Correction Officers in their daily affairs, due to what appears to be the ABSENCE of Successful Union Representation.
In NO WAY does COTAS bargain for, or REPRESENT Correction Officers in matters of ECONOMIC WELFARE, as you letter suggests.
I am merely a supporter of this group who wishes to help Officers change their current circumstance, and change the Corrupt COBA BY-Laws.
Please Note: This Group acts, and operates in a similar fashion as the many DOC Fraternal Organizations.
By virtue of the current By-Laws (Article XIII), any Active Member or group has the right to amend the By-Laws, and if the Membership is supportive of the change, then it will be so.
It is also a FAIR , and DEMOCRATIC practice (also outlined in the By-Laws), to have Elections every 4 years to replace the current COBA Board and if the Membership is in support of this, then it will be so.
I am not employed for, or Working with any organization whose purpose is to REPRESENT Correction Officers in matters of ECONOMIC WELFARE as prohibited in the COBA By-Laws.
A subscription was signed by 10 Active Members (pursuant to Article XIII of the current By-Laws) for the purpose of Amending those same By-Laws.
I am Fully AWARE that the COBA holds the Collective Bargaining Agreement with the City of New York.
Though I do not understand the purpose of Elias Husamudeen’s correspondence, I wish to Caution the COBA from any practices which may be deemed retaliatory, or threatening toward any Active COBA Member, in light of the Upcoming Union Elections, especially since I have acted well within the guidelines set forth within the By-Laws, and your correspondence is suggesting otherwise.
I will be forwarding a copy of your correspondence, along with this letter to my Attorney, the State Attorney Generals Office, along with the US Attorneys Office (Southern District) to make them aware of possible union retaliation/harassment/coercion (which as you may already know is a Federal RICO Crime).
I am also making my employer, the Department of Correction aware that I may be the subject of Union Retaliation, harassment, or coercion.
Please be Advised that as an Active Member of this Association, who pays dues, I am NOT in violation of any section of our By-Laws, and expect to remain Current with ALL Benefits, and Services provided to me and my family by the COBA. Any change in my status, or benefits will be deemed as Tampering, Retaliation, Harassment, or Coercion, and appropriate action will be filed.

On June 19, 2019, the membership of the COBA attended the monthly general membership meeting. Over 250 members attended the meeting in support of a By-Laws Change, and submitted a subscription (signed by 10 Active Members), In compliance with the Current COBA by-Laws Article XIII.
A proposed Change to the By-Laws was read into the minutes, also in Compliance with Article XIII. The first part of a Legal By-Laws Change was successfully completed.
The next part of the Change is approaching on August 21st at 9am. That is the VOTE to accept the change.
Elias Husamudeen is attempting to intimidate his own members for exercising their rights within our By-Laws.
The following Letter was sent out to each member that signed the above document.
This is outrageous, and shows you how scared of change the COBA is.
COME JOIN US, STAND TOGETHER TO MAKE THIS HISTORIC CHANGE.
