Countries that are NOT currently members of The Hague Convention of 1961 require a certification for any document requested by these countries. Please be aware that some of the countries such as Zambia may need additional legislation by a Consulate or Embassy Office. Most countries that are NOT members of this convention request that State certified documents also be certified by the US Department of State, located in Washington DC, before being presented to the Consulate or Embassy for legislation.
Please note: Any document issued in the United States of America destined to be used in Zambia must have an apostille of the respective Secretary of State of the State where the document was issued. For non-Hague countries such as Zambia there are some additional steps that need to be taken.

Vietnam has officially become a member state of the Hague Conference from April 10, 2013.
Please note: Any document issued in the United States of America destined to be used in Vietnam must have an apostille of the respective Secretary of State of the State where the document was issued. For non-Hague countries such as Vietnam there are some additional steps that need to be taken.
