သတင်းအဖြစ်ထုတ်ပြန်ချက်

မြန်မာနိုင်ငံ အပါအဝင် ကုလသမဂ္ဂ အဖွဲ့ဝင် (၈၈) နိုင်ငံက “ပြုပြင်ပြောင်းလဲမှုများနှင့် ကန့်သတ်ချက်များအကြား အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေး ကတိကဝတ်များ” ကို ထုတ်ပြန်အတည်ပြုခဲ့၊
အဆိုပါ ကတိကဝတ်တွင် ကုလသမဂ္ဂအဖွဲ့အစည်းတွင် အရင်းအမြစ်ဆိုင်ရာ ကျပ်တည်းမှုများ ဖြစ်ပေါ်လျက်ရှိသော်လည်း အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေးကို ဦးစားပေး လုပ်ဆောင်ရန်၊ အထူးသဖြင့် အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေးကို အပြည်ပြည်ဆိုင်ရာ ဥပဒေအောက်မှ အပ်နှင်းသည့် ဝတ္တရားတစ်ခုအဖြစ် မျှသာမဟုတ်ဘဲ ကျင့်ဝတ်ပိုင်းဆိုင်ရာ တာဝန်တစ်ခုအဖြစ်ပါ သတ်မှတ်စောင့်ထိန်းကျင့်သုံးရန် အချက်ကိုလည်း ကတိကဝတ်ပြုထား

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် ၁၈-၅-၂၀၂၆ ရက်မှ ၂၂-၅-၂၀၂၆ ရက်နေ့အထိ အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေး သီတင်းပတ် (Protection of Civilians – PoC Week) ကို ကျင်းပလျက် ရှိပါသည်။

၂။ ထိုသို့ ကျင်းပနေစဉ် ကုလသမဂ္ဂဆိုင်ရာ ဆွစ်ဇာလန် အမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးနှင့် ကုလသမဂ္ဂ လူသားချင်းစာနာမှုဆိုင်ရာ ညှိနှိုင်းရေးရုံး (UN Office of the Coordination of Humanitarian Affairs – OCHA)၊ Center for Civilians in Conflict (CIVIC)၊ International Rescue Committee (IRC)တို့က “Joint Commitments to Uphold the Protection of Civilians amid Reforms and Constraints” ခေါင်းစဉ်ဖြင့် ပူးတွဲကတိကဝတ်ပြုမှုများကို ဦးဆောင်ရေးဆွဲခဲ့ပြီး ကုလသမဂ္ဂဆိုင်ရာ ဆွစ်ဇာလန် အမြဲတမ်းကိုယ်စားလှယ်က ၂၁-၅-၂၀၂၆ ရက် (ဗုဒ္ဓဟူးနေ့)၊ (၁၃၀၀) နာရီတွင် ကုလသမဂ္ဂဌာနချုပ်၌ တရားဝင် ဖတ်ကြားထုတ်ပြန်ခဲ့ပါသည်။ အဆိုပါ ပူးတွဲကတိကဝတ် ထုတ်ပြန်ချက်ကို မြန်မာနိုင်ငံအပါအဝင် ကုလသမဂ္ဂအဖွဲ့ဝင် (၈၈) နိုင်ငံက ပူးတွဲ အဆိုရှင်များအဖြစ် ပါဝင်ထောက်ခံ အတည်ပြုခဲ့ကြပါသည်။

၃။ အတည်ပြုခဲ့သည့် ကတိကဝတ်ပြုမှုများတွင် ကုလသမဂ္ဂလုံခြုံရေးကောင်စီအပါအဝင် ကုလသမဂ္ဂစနစ် အတွင်း၌ အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေးခေါင်းစဉ်ကို အရေးပါသော အကြောင်းအရာတစ်ခုအဖြစ် ဆက်လက် ဦးစားပေးဆွေးနွေးရန်၊ ကုလသမဂ္ဂမျက်နှာစာတွင် လက်ရှိ လုပ်ဆောင်လျက်ရှိသော ပြုပြင်ပြောင်းလဲရေးလုပ်ငန်းစဉ်များအား ပိုမို ခိုင်မာအားကောင်းအောင် လုပ်ဆောင်၍ အကာအကွယ်ပေးရေးဆိုင်ရာ ရလဒ်ကောင်းများ ထွက်ပေါ်လာစေရန်၊ ကုလသမဂ္ဂအဖွဲ့အစည်းတွင် အရင်းအမြစ်ဆိုင်ရာ ကျပ်တည်းမှုများဖြစ်ပေါ်လျက်ရှိသော်လည်း အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေးကို ဦးစားပေးလုပ်ဆောင်ရန်၊ အထူးသဖြင့် အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေးကို အပြည်ပြည်ဆိုင်ရာ ဥပဒေအောက်မှ အပ်နှင်းသည့် ဝတ္တရားတစ်ခုအဖြစ်မျှသာမဟုတ်ဘဲ ကျင့်ဝတ်ပိုင်းဆိုင်ရာ တာဝန်တစ်ခုအဖြစ်ပါ သတ်မှတ် စောင့်ထိန်းကျင့်သုံးရန်၊ သံတမန်နည်းနာ၊ ကြားဝင်စေ့စပ်ဖြန်ဖြေရေးနှင့် ပဋိပက္ခများအား ငြိမ်းချမ်းစွာ ဖြေရှင်းရေးတို့အား အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေးအတွက် အသုံးချရမည့် နည်းလမ်းများအဖြစ် သတ်မှတ်ရန်၊ အထူးသဖြင့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီပေးအပ်မှုများကို နိုင်ငံတကာလူသားချင်းစာနာထောက်ထားမှုဥပဒေ၊ နိုင်ငံတကာလူ့အခွင့်အရေးဥပဒေနှင့် ဒုက္ခသည်များဥပဒေတို့နှင့်အညီ အဟန့်အတားမရှိ ရရှိစေရန်၊ အရပ်သားပြည်သူများအပေါ် ချိုးဖောက်မှုများကျူးလွန်သည့် တရားခံများအား စနစ်တကျ စုံစမ်းစစ်ဆေး၍ ဖမ်းဆီးထိန်းသိမ်းရန်၊ တာဝန်ယူမှု၊ တာဝန်ခံမှုအား အလေးထားရန်နှင့် အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေးအတွက် လုပ်ဆောင်နေကြသည့် ဒေသခံများနှင့် ပြည်တွင်းကာကွယ်စောင့်ရှောက်ရေးဆိုင်ရာ တာဝန်ခံများထံသို့ စီမံခန့်ခွဲရလွယ်ကူသော ငွေကြေးထောက်ပံ့မှုများ ပေးအပ်ရန် ကတိကဝတ်ပြုထားပါသည်။

၄။ အဆိုပါ ထုတ်ပြန်ခဲ့သည့် “ပြုပြင်ပြောင်းလဲမှုများနှင့် ကန့်သတ်ချက်များအကြား အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေး ကတိကဝတ်များ” (အင်္ဂလိပ် ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။

သတင်းအဖြစ်ထုတ်ပြန်ချက်

ကုလသမဂ္ဂ၊ လုံခြုံရေးကောင်စီ၏ “လက်နက်ကိုင်ပဋိပက္ခများအတွင်း အရပ်သားပြည်သူများအား ကာကွယ်စောင့်ရှောက်ရေး” ခေါင်းစဉ်ဖြင့် ကျင်းပပြုလုပ်သည့် တံခါးဖွင့်ဆွေးနွေးပွဲတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက ပဋိပက္ခအခြေအနေတစ်ခုတွင် ပြစ်ဒဏ် ကင်းလွတ်ခွင့်ရရှိနေခြင်းသည် အခြားပဋိပက္ခများတွင် ပြစ်မှုကျူးလွန်သူများကို ပိုမိုအတင့်ရဲလာစေနိုင်၊

လုံခြုံရေးကောင်စီနှင့် နိုင်ငံတကာအသိုက်အဝန်းသည် နိုင်ငံတကာအာရုံစိုက်မှု အတိုင်းအတာမည်သို့ပင် ရှိစေကာမူ ပဋိပက္ခ အခြေအနေအားလုံး၌ အရပ်သားပြည်သူများအား ကာကွယ်စောင့်ရှောက်ရေးကို ထိန်းသိမ်း မြှင့်တင်ရန် တာဝန်ရှိ၊

အတွင်းရေးမှူးချုပ် ၏အစီရင်ခံစာတွင် အကြမ်းဖက်စစ်တပ်က ကျူးလွန်ခဲ့သော စစ်ရေးပစ်မှတ်၊ အရပ်သား ခွဲခြားမှု မရှိသည့် လေကြောင်းတိုက်ခိုက်မှုများ၊ ကျေးရွာများနှင့် လယ်ယာမြေများအား မီးရှို့ဖျက်ဆီးမှုများ၊ ကျန်းမာရေးစောင့်ရှောက်မှုပေးသည့် အဖွဲ့အစည်းများနှင့် ဝန်ဆောင်မှုများအပေါ် တိုက်ခိုက်မှုများ၊ ဆက်သွယ်ရေးလမ်းကြောင်းများကို ဖြတ်တောက်နှောင့်ယှက်မှုများ စသည်တို့ကိုပါ ထည့်သွင်းဖော်ပြထား၊

ဤသို့ အခြေအနေ ပိုမိုဆိုးရွားလာနေမှုကို ထောက်ရှု၍ မြန်မာနိုင်ငံရှိ အရပ်သားပြည်သူများအား ထိရောက်စွာနှင့် ရေရှည်တည်တံ့စွာ ကာကွယ်စောင့်ရှောက်နိုင်ရေးအတွက် လုံခြုံရေးကောင်စီနှင့် နိုင်ငံတကာအသိုက်အဝန်းတို့အနေဖြင့် စစ်အုပ်စုအပေါ် ထိရောက်သော ဖိအားပေးဆောင်ရွက်မှုများ ချမှတ်ရေး၊ ပြစ်မှုကျူးလွန်သူများအပေါ် တာဝန်ခံမှုဆိုင်ရာ ယန္တရားများ ပိုမိုခိုင်မာ အားကောင်းစေရေး၊ ပဋိပက္ခ၏ အရင်းခံအကြောင်းတရားကို ဖြေရှင်းနိုင်ရေးကို ဆောင်ရွက်နိုင်၊

စိုးရိမ်ပူပန်ကြောင်း ထုတ်ပြန်ပြောကြားမှုများသည် အကြမ်းဖက်စစ်တပ်၏ အရပ်သား ပြည်သူများနှင့် အရပ်ဘက် အခြေခံအဆောက်အအုံများအပေါ် ခွဲခြားမှုမရှိဘဲ လေကြောင်း တိုက်ခိုက်မှုများ ဆက်လက်ကျူးလွန်ခြင်းမှ ဟန့်တားနိုင်ခဲ့ခြင်း မရှိ၊ အကြမ်းဖက်စစ်အုပ်စုနှင့် အလျင်စလို အကျိုးအကြောင်းခိုင်လုံခြင်းမရှိဘဲ ထိတွေ့ ဆက်ဆံရန် ကြိုးပမ်းမှုများသည်လည်း စစ်တပ်အား စစ်ရာဇဝတ်မှုများနှင့် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သော ရာဇဝတ်မှုများ ထပ်မံကျူးလွန်ခြင်းမှ ရပ်တန့်စေနိုင်မည်မဟုတ်၊

အကြမ်းဖက်စစ်အုပ်စု၏ အမည်နှင့် ရာထူးအမည်များကို အမည်ခံပြောင်းလဲခြင်းသည် အဖွဲ့ အစည်းဆိုင်ရာ သို့မဟုတ် စနစ်တကျ နိုင်ငံရေးပြောင်းလဲမှုတစ်ရပ် ဖြစ်ပေါ်နေခြင်း မဟုတ်သကဲ့သို့၊ ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေးအတွက် စစ်မှန်သော ကတိကဝတ်ရှိကြောင်းကိုလည်း ညွှန်ပြနေခြင်းလည်း မဟုတ်၊

နိုင်ငံတကာ အသိုက်အဝန်းအနေဖြင့် အကြမ်းဖက်စစ်အုပ်စု၏ အမည်ခံပြောင်းလဲမှုများအပေါ် အာရုံစိုက်နေခြင်းထက် မြန်မာပြည်သူများ၏ မျှော်မှန်းချက်များနှင့် လိုလားချက်များကို ပိုမိုအလေးထား အာရုံစိုက်သင့်၊

မြန်မာနိုင်ငံအခြေအနေကို ရေရှည်တည်တံ့သော ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေးရရှိစေရန် ဘက်စုံပါဝင်သည့် ချဉ်းကပ်မှုဖြင့် ကိုင်တွယ်ဖြေရှင်းသင့်၊

အရပ်သားပြည်သူများအား ကာကွယ်စောင့်ရှောက်ရမည့် အချက်သည် ဥပဒေအရ တာဝန်ဝတ္တရားတစ်ရပ်သာမက ကိုယ်ကျင့်တရားအရ ထမ်းဆောင်ရမည့် တာဝန်တစ်ရပ်လည်း ဖြစ်၊

အမျိုးသားညီညွတ်ရေးအစိုးရနှင့် အဓိက တိုင်းရင်းသားဒီမိုကရေစီအင်အားစုများသည် စစ်တပ်ကို အရပ်သား အုပ်ချုပ်မှုနှင့် ကြီးကြပ်မှုအောက်သို့ ထားရှိနိုင်ရေး၊ ပဋိပက္ခကာလအတွင်း မတရားမှုများကြောင့် နစ်နာခံစား ခဲ့ရသူများအတွက် တရားမျှတမှုနှင့် တာဝန်ခံမှု ဖော်ဆောင်နိုင်ရေး၊ အကူးအပြောင်းကာလ တရားမျှတမှု စနစ်တစ်ရပ် ထူထောင်နိုင်ရေးတို့အတွက်

ဖက်ဒရယ် ဒီမိုကရေစီပြည်ထောင်စု ပေါ်ပေါက်ရေး ဦးဆောင်ကောင်စီမှတစ်ဆင့် ပူးပေါင်းညှိနှိုင်း ဆောင်ရွက်လျက်ရှိ၊

အရပ်သားပြည်သူများအား ကာကွယ်စောင့်ရှောက်နိုင်ရေးအတွက် စစ်အာဏာရှင်စနစ်ကို အမြစ်ပြတ်ဖယ်ရှားပြီး ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စုတည်ဆောက်ရေး မြန်မာပြည်သူများ၏ စုပေါင်းကြိုးပမ်းမှုများအပေါ် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် မြန်မာပြည်သူများနှင့် ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စုပေါ်ပေါက်ရေး ဦးဆောင်ကောင်စီတို့အား ထိရောက်သော ပံ့ပိုးကူညီမှုများ ပေးအပ်ကြပါရန် တိုက်တွန်းအပ်ပါကြောင်း ပြောကြားခဲ့

၁။ ကုလသမဂ္ဂ၊ လုံခြုံရေးကောင်စီက “လက်နက်ကိုင်ပဋိပက္ခများအတွင်း အရပ်သားပြည်သူများအား ကာကွယ်စောင့်ရှောက်ရေး” ခေါင်းစဉ်ဖြင့် တံခါးဖွင့်ဆွေးနွေးပွဲတစ်ရပ်အား ၂၀၂၆ ခုနှစ်၊ မေလ ၂၀ ရက်နေ့နှင့်၂၁ ရက်နေ့တို့တွင် ကျင်းပပြုလုပ်ခဲ့ပါသည်။ မြန်မာနိုင်ငံအပါအဝင် ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံပေါင်း (၉၆) နိုင်ငံမှ ကိုယ်စားလှယ်များ တက်ရောက် မိန့်ခွန်း ပြောကြားခဲ့ပါသည်။

၂။ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းအနေဖြင့် အဆိုပါ အစည်းအဝေးသို့ ပါဝင်တက်ရောက်ကာ ၂၁-၅-၂၀၂၆ ရက်နေ့၊ မွန်းလွဲပိုင်းတွင် မိန့်ခွန်းပြောကြားခဲ့ပါသည်။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ မိန့်ခွန်းတွင် အောက်ပါအချက်များ အဓိကပါဝင်ပါသည်-

(က) ကုလသမဂ္ဂ အတွင်းရေးမှူးချုပ်၏ အစီရင်ခံစာတွင် လက်နက်ကိုင်ပဋိပက္ခများအတွင်း အရပ်သား ပြည်သူများအား ကာကွယ်စောင့်ရှောက်ရန် နိုင်ငံတကာက ကတိပြုထားမှုများနှင့် မြေပြင်တွင် အရပ်သားပြည်သူများ အမှန်တကယ် ရင်ဆိုင်နေရသည့် အခြေအနေများအကြားမှ ကွာဟချက် သည် ပိုမိုကြီးထွားလာသည်ကို ဖော်ပြထားပါကြောင်း၊ ကုလသမဂ္ဂ၏ အစီရင်ခံစာများအရ ၂၀၂၅ ခုနှစ်အတွင်း လက်နက်ကိုင်ပဋိပက္ခရပ်၂၀ အတွင်း အရပ်သားပြည်သူ သေဆုံးမှု ၃၇,၀၀၀ ကျော် ရှိခဲ့ကြောင်း၊ ထို့အပြင် ယခုနှစ် ပထမခြောက်လအတွင်းဖြစ်ပေါ်ခဲ့သည့် နေရပ်စွန့်ခွာရွှေ့ပြောင်းမှု အသစ်များ၏ ၆၅ ရာခိုင်နှုန်းသည် မြန်မာနိုင်ငံအပါအဝင် နိုင်ငံ ၅ နိုင်ငံတွင် ဖြစ်ပွားသည့် ပဋိပက္ခများကြောင့် ဖြစ်ပေါ်ခဲ့ခြင်းဖြစ်ပါကြောင်း၊

(ခ) လုံခြုံရေးကောင်စီ ဆုံးဖြတ်ချက်အမှတ် ၂၂၈၆ (၂၀၁၆) ကို ချမှတ်ခဲ့သည်မှာ ဆယ်နှစ် ပြည့်မြောက်လာပြီဖြစ်သော်လည်း ဆေးဘက်ဆိုင်ရာ ဝန်ထမ်းများနှင့် ဆေးဘက်ဆိုင်ရာ အဆောက်အအုံများအပေါ် တိုက်ခိုက်မှုများသည် ပဋိပက္ခများစွာတွင် ဆက်လက်တွေ့မြင်နေရဆဲဖြစ်ကြောင်း၊ ဤသို့သောအခြေအနေများနှင့် ရင်ဆိုင်နေရသည့်အားလျော်စွာ ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် နိုင်ငံတကာ လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ ဥပဒေများ လိုက်နာကျင့်သုံးမှု ပိုမိုခိုင်မာစေရန်၊ ပြစ်မှုကျူးလွန်သူများအပေါ် တာဝန်ခံမှုနှင့် တာဝန်ယူမှုကို မြှင့်တင်နိုင်ရန်အတွက် ရဲရင့်သော ခေါင်းဆောင်မှု၊ ခိုင်မာသော နိုင်ငံရေးဆန္ဒနှင့် ထိရောက်ပြတ်သားသော လုပ်ဆောင်ချက် များကို ပြသဆောင်ရွက်ကြရမည် ဖြစ်ပါကြောင်း၊ သို့မှသာ ကမ္ဘာတစ်ဝန်းရှိ လက်နက်ကိုင်ပဋိပက္ခများအတွင်း အရပ်သားပြည်သူများအား ကာကွယ်စောင့်ရှောက်မည်ဟူသော ကတိကဝတ်များကို အဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် အမှန်တကယ် အကောင်အထည်ဖော်နိုင်မည် ဖြစ်ပါကြောင်း၊

(ဂ) ထို့ကြောင့် ယနေ့ထုတ်ပြန်ခဲ့သည့် “ပြုပြင်ပြောင်းလဲမှုများနှင့် ကန့်သတ်ချက်များရှိနေသည့် အခြေအနေများအတွင်း အရပ်သားပြည်သူများအား ကာကွယ်စောင့်ရှောက်ရေးကို ထိန်းသိမ်းမြှင့်တင်ရန် ပူးတွဲကတိကဝတ်များ”တွင် မြန်မာနိုင်ငံက ပူးတွဲ ပါဝင်ခဲ့ပါကြောင်း၊ ဦးစီးဦးဆောင် ဆောင်ရွက်ခဲ့သည့် ဆွစ်ဇာလန်နိုင်ငံကိုလည်း ကျေးဇူးတင်ရှိပါကြောင်း၊

(ဃ) ပဋိပက္ခအခြေအနေတစ်ခုတွင် ပြစ်ဒဏ်ကင်းလွတ်ခွင့်ရရှိနေခြင်းသည် အခြားပဋိပက္ခများတွင် ပြစ်မှုကျူးလွန်သူများကို ပိုမိုအတင့်ရဲလာစေနိုင်ပါကြောင်း၊ လုံခြုံရေးကောင်စီနှင့် နိုင်ငံတကာ အသိုက်အဝန်းသည် နိုင်ငံတကာအာရုံစိုက်မှုအတိုင်းအတာ မည်သို့ပင်ရှိစေကာမူ ပဋိပက္ခအခြေအနေအားလုံး၌ အရပ်သားပြည်သူများအား ကာကွယ်စောင့်ရှောက်ရေးကို ထိန်းသိမ်း မြှင့်တင်ရန် တာဝန်ရှိပါကြောင်း၊

(ဆ) တရားမဝင် စစ်အာဏာသိမ်းမှု ပေါ်ပေါက်ခဲ့ချိန်မှစ၍ ပြည်သူ ၈,၀၀၀ ကျော်သည် အကြမ်းဖက် စစ်တပ်၏လက်ချက်ဖြင့် အသက်သေဆုံးခဲ့ရပါကြောင်း၊ ပြည်သူ ၃.၆ သန်းသည် နေရပ်စွန့်ခွာ ရွှေ့ပြောင်းနေထိုင်နေရပြီး၊ ပြည်သူ ၂၂ သန်းနီးပါးသည် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများ လိုအပ်လျက်ရှိပါကြောင်း၊

(ဇ) ဤသို့ အခြေအနေ ပိုမိုဆိုးရွားလာနေမှုကို ထောက်ရှု၍ မြန်မာနိုင်ငံရှိ အရပ်သားပြည်သူများအား ထိရောက်စွာနှင့် ရေရှည်တည်တံ့စွာ ကာကွယ်စောင့်ရှောက်နိုင်ရေးအတွက် လုံခြုံရေးကောင်စီနှင့် နိုင်ငံတကာအသိုက်အဝန်းတို့အနေဖြင့် အောက်ပါ လက်တွေ့ကျသော ဆောင်ရွက်ချက်များကို ဆောင်ရွက်နိုင်သည်ဟု ယူဆပါကြောင်း -

- ပထမအချက်အနေဖြင့် စစ်အုပ်စုအပေါ် ထိရောက်သော ဖိအားပေးဆောင်ရွက်မှုများ ချမှတ် ရေး ဖြစ်ပါကြောင်း၊ အကြမ်းဖက်စစ်တပ်က အကြမ်းဖက်မှုအမျိုးမျိုးကို ခွဲခြားမှုမရှိ ကျူးလွန် နေခြင်းသည် လုံခြုံရေးကောင်စီဆုံးဖြတ်ချက်အမှတ်၂၆၆၉ (၂၀၂၂)၊ အထွေထွေညီလာခံ ဆုံးဖြတ်ချက်အမှတ် ၇၅/၂၈၇ အပါအဝင် ကုလသမဂ္ဂဆုံးဖြတ်ချက်များနှင့် အာဆီယံဘုံသဘောတူညီချက် (၅)ရပ်ကို သိသာမြင်သာစွာ ချိုးဖောက်နေခြင်း ဖြစ်ပါကြောင်း၊

- ထိုသို့ ထပ်ခါတလဲလဲ ချိုးဖောက်မှုများအပေါ် လုံခြုံရေးကောင်စီအနေဖြင့် နောက်ဆက်တွဲ ဆုံးဖြတ်ချက်တစ်ရပ် ချမှတ်ရန် လိုအပ်ကြောင်းကိုလည်းကောင်း၊ အဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် အကြမ်းဖက်စစ်အုပ်စုထံသို့ လက်နက်များ၊ စစ်လက်နက်ပစ္စည်းများ၊ လေယာဉ်ဆီ၊ စစ်ဘက် နှင့် အရပ်ဘက် နှစ်မျိုးသုံးနိုင်သည့် ပစ္စည်းများနှင့် နည်းပညာများ စီးဆင်းရောက်ရှိမှုကို တားဆီးနိုင်ရေးအတွက် ပိုမိုကျယ်ပြန့်ပြီး ပြည့်စုံသောဆောင်ရွက်ချက်များ ချမှတ်ရန် လိုအပ်နေသည်ကို ရှင်းလင်းစွာ ပြသနေပါကြောင်း၊

- စိုးရိမ်ပူပန်ကြောင်း ထုတ်ပြန်ပြောကြားမှုများသည် အကြမ်းဖက်စစ်တပ်၏ အရပ်သားပြည်သူ များနှင့် အရပ်ဘက်အခြေခံအဆောက်အအုံများအပေါ် ခွဲခြားမှုမရှိဘဲ လေကြောင်းတိုက်ခိုက်မှု များ ဆက်လက်ကျူးလွန်ခြင်းမှ ဟန့်တားနိုင်ခဲ့ခြင်း မရှိပါကြောင်း၊ တစ်ချိန်တည်းမှာပင် အကြမ်းဖက်စစ်အုပ်စုနှင့် အလျင်စလို အကျိုးအကြောင်းခိုင်လုံခြင်းမရှိဘဲ ထိတွေ့ ဆက်ဆံရန် ကြိုးပမ်းမှုများသည်လည်း စစ်တပ်အား စစ်ရာဇဝတ်မှုများနှင့် လူသားမျိုးနွယ်အပေါ် ကျူးလွန် သော ရာဇဝတ်မှုများ ထပ်မံကျူးလွန်ခြင်းမှ ရပ်တန့်စေနိုင်မည် မဟုတ်ပါကြောင်း၊

- ဒုတိယအချက်အနေဖြင့် ပြစ်မှုကျူးလွန်သူများအပေါ် တာဝန်ခံမှုဆိုင်ရာ ယန္တရားများ ပိုမို ခိုင်မာအားကောင်းစေရေး ဖြစ်ပါကြောင်း၊ နိုင်ငံတကာအဆင့် ရာဇဝတ်မှုများကို ရည်ရွယ်ချက် ရှိရှိ ကျူးလွန်နေခြင်းကြောင့် အကြမ်းဖက်စစ်အုပ်စုနှင့် ၎င်းတို့၏ ခေါင်းဆောင်များသည် ဂမ်ဘီယာနိုင်ငံက မြန်မာနိုင်ငံအပေါ် အပြည်ပြည်ဆိုင်ရာ တရားရုံး၌ စွဲဆိုထားသည့်အမှု အပါအဝင် သက်ဆိုင်ရာနိုင်ငံတကာ၏ရာဇဝတ်မှုဆိုင်ရာတရားစွဲဆိုရေး ယန္တရားများအောက်သို့ ရောက်ရှိနေပြီဖြစ်ပါကြောင်း၊ ထို့အပြင် အဆိုပါအခြေအနေတွင် အပြည်ပြည်ဆိုင်ရာ ရာဇဝတ်တရားရုံး၏ တရားလိုရှေ့နေက မင်းအောင်လှိုင်အပေါ် ဖမ်းဝရမ်းထုတ်ပေးရန် လျှောက်ထားမှုလည်း ပါဝင်ပါကြောင်း၊

- အကြမ်းဖက်စစ်အုပ်စု၏ အမည်နှင့် ရာထူးအမည်များကို အမည်ခံပြောင်းလဲခြင်းသည် အဖွဲ့ အစည်းဆိုင်ရာ သို့မဟုတ် စနစ်တကျ နိုင်ငံရေးပြောင်းလဲမှုတစ်ရပ် ဖြစ်ပေါ်နေခြင်းမဟုတ် သကဲ့သို့၊ ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေးအတွက် စစ်မှန်သောကတိကဝတ်ရှိကြောင်းကိုလည်း ညွှန်ပြနေခြင်းလည်း မဟုတ်ပါကြောင်း၊

- ထို့ကြောင့် နိုင်ငံတကာ အသိုက်အဝန်းအနေဖြင့် အကြမ်းဖက်စစ်အုပ်စု၏ အမည်ခံပြောင်းလဲ မှုများအပေါ် အာရုံစိုက်နေခြင်းထက် မြန်မာပြည်သူများ၏ မျှော်မှန်းချက်များနှင့် လိုလားချက်များကို ပိုမိုအလေးထား အာရုံစိုက်သင့်ပါကြောင်း၊ ထို့ပြင် မြန်မာနိုင်ငံအခြေအနေကို ရေရှည် တည်တံ့သော ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေး ရရှိစေရန် ဘက်စုံပါဝင်သည့် ချဉ်းကပ်မှုဖြင့် ကိုင်တွယ်ဖြေရှင်းသင့်ပါကြောင်း၊

(ဈ) နိဂုံးချုပ်အနေဖြင့် အရပ်သားပြည်သူများအား ကာကွယ်စောင့်ရှောက်ရမည် ဖြစ်ပါကြောင်း၊ ယင်းအချက်သည် ဥပဒေအရ တာဝန်ဝတ္တရားတစ်ရပ်သာမက ကိုယ်ကျင့်တရားအရ ထမ်းဆောင်ရမည့် တာဝန်တစ်ရပ်လည်း ဖြစ်ပါကြောင်း၊ ထို့ကြောင့် မြန်မာနိုင်ငံအနေဖြင့် နိုင်ငံတကာ လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ ဥပဒေအောက်ရှိ တာဝန်ဝတ္တရားများနှင့် အရပ်သားပြည်သူများအား ကာကွယ်စောင့်ရှောက်ရေးအပေါ် မိမိတို့၏ ကတိကဝတ်ကို ထပ်လောင်းအတည်ပြုပါကြောင်း၊

Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations, at the Annual Open Debate of the United Nations Security Council on “Protection of Civilians in Armed Conflict”

(New York, 21 May 2026)

Mr. President,

At the outset, I wish to congratulate China on assuming the Presidency and extend my deep appreciation to you for convening this annual open debate.

I also thank the briefers for theirremarks.

Mr. President,

The Secretary-General’s report showed the widening gap between global commitments to protect civilians in armed conflict and the reality they faced.

The UN recorded more than 37,000 civilian deaths across twenty armed conflicts in 2025. Conflicts in just five countries, including Myanmar, accounted for 65 percent of all new displacements in the first half.

Ten years since the adoption of resolution 2286 (2016), attacks against medical personnel and facilities remain a feature of many conflicts.

Against this backdrop, we, Member States of the UN, must exercise bold leadership, renewed political will and decisive actions to reinforce compliance with international humanitarian law and enhance accountability for perpetrators so that we could live up to our promises to protect civilians in armed conflicts around the world.

Accordingly, Myanmar joined the Joint Commitments to Uphold the Protection of Civilians amid Reforms and Constraints issued today. I thank Switzerland for its leadership in this regard.

Mr. President,

Impunity in one conflict setting can embolden perpetrators in another conflict setting. The Security Council and the international community have a shared responsibility to upholdprotection of civilians in all conflict settings regardless of their degree of international attention.

In this regard, I wish to thank the Secretary-General for particularly highlighting the protracted conflict in Myanmar in his report, including indiscriminate aerial attacks, burning of villages and farmland, attacks on healthcare and connectivity disruptions committed by the military junta.

Since the illegal coup, over 8,000 people have been killed by the military.

3.6 million have been displaced and almost 22 million are in need of humanitarian assistance.

Given this deteriorating situation, the Security Council and the international community, in our view, can undertake the following concrete measures to ensure effective and sustained protection of civilians in Myanmar:

First, applying appropriate pressure on the military junta: the indiscriminate act of committing all forms of violence by the military is a clear violation of the UN resolutions including the SC resolution 2669 (2022), and the GA resolution 75/287 and ASEAN 5PC.

Such repeated violations clearly demand a follow-up resolution by the Council and further comprehensive measures by Member States to prevent the flow of arms, weapons, jet fuel, dual-use items and technologies to the military junta.

Statements expressing concerns have not deterred the military from indiscriminate airstrikes against civilians and civilian infrastructures.

At the same time, hasty and unwarranted attempts to engage bilaterally or regionally with the military junta will not stop the military from further committing more war crimes and crimes against humanity, which brings me to my next point.

Second, strengthening accountability mechanisms for perpetrators: the deliberate act of committing international crimes has brought the military junta and its leadership under relevant international accountability mechanisms, including the case of the Gambia v. Myanmar at the ICJ and an application of arrest warrant against Senior General Min Aung Hlaing by the ICC Prosecutor among others.

Accordingly, the Security Council can bridge the institutional gap in accountability and refer the situation in Myanmar to the ICC to bring justice and end the culture of impunity enjoyed by the junta.

Without justice for victims, sustainable solution cannot be found, and the transitional justice will guarantee protection of civilians and deter reoccurance of violation of international law.

Third and last, addressing the root cause of conflict: the longstanding act of committing civilian harm by the military, poses the greatest threat to civilians in Myanmar.

The people of Myanmar are fully aware that this threat will remain existential as long as the military junta enjoys political and institutional impunity in our country.

The nominal change in the military junta and their titles does not signal an institutional or systematic political change. Nor does it signal a genuine commitment to peace and stability.

Therefore, the international community should seriously pay attention to the aspirations of our people instead and take a comprehensive approach in addressing the situation in Myanmar for sustainable peace and stability.

In conclusion, Mr. President, civilians must be protected. It is not only our obligation but also our moral duty.

As such Myanmar reaffirms our commitment to existing legal obligations under international humanitarian law and protection of civilians.

The National Unity Government and major ethnic democratic forces in Myanmar are coordinating through the Steering Council for the Emergence of a Federal Democratic Union (SCEF) to bring the military under civilian oversight and institute a system of transitional justice to achieve justice and accountability for victims of injustices during the conflict period.

As such, I urge the international community to extend effective support to the people of Myanmar and the SCEF in our collective efforts to eradicate the military dictatorship and build a federal democratic union for protection of civilians.

မြန်မာနိုင်ငံ ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေးနှင့် ကမ္ဘာ့ ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေးတို့အတွက် ဆုတောင်းပေးကြပါရန်နှင့် မြန်မာပြည်သူများ၏ ငြိမ်းချမ်းသော၊ ရေရှည်တည်တံ့သော၊ သာယာဝပြောသော၊ တရားမျှတသော၊ အားလုံးပါဝင်သော အနာဂတ်မြန်မာနိုင်ငံ တည်ဆောက်ရေး ကြိုးပမ်း အားထုတ်မှုများအတွက်လည်း ပိုမို အားကောင်းသော၊ ထိရောက်သည့် အကူအညီများ ပေးအပ်ကြရန် တောင်းဆိုလိုပါကြောင်း ပြောကြားခဲ့

(နယူးယောက်မြို့၊ ၂၀၂၆ ခုနှစ်၊ မေလ ၁၂ ရက်)

၁။ ကုလသမဂ္ဂဆိုင်ရာ သီရိလင်္ကာနှင့် ထိုင်းအမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးတို့မှ ဦးဆောင်ကြီးမှူး၍ ၂၀၂၆ ခုနှစ်၌ ကျရောက်သော အပြည်ပြည်ဆိုင်ရာဗုဒ္ဓနေ့ အထိမ်းအမှတ် အခမ်းအနားကို ၁၂-၅-၂၀၂၆ ရက် (အင်္ဂါနေ့)၊ မွန်းလွဲ (၁၅၀၀) နာရီတွင် နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်၊ စီးပွားရေးနှင့် လူမှုရေးကောင်စီ၌ ကျင်းပခဲ့ပါသည်။

၂။ အဆိုပါ အခမ်းအနားသို့ “ငြိမ်းချမ်းရေး လမ်းလျှောက်ခြင်း (Walk for Peace)” ခရီးရှည် ကို ဦးဆောင်သူ ဆရာတော် ဘိက္ခုပညာကာရ (Venerable Bhikkhu Paññākāra) နှင့် အဆိုပါခရီးစဉ်တွင် ပါဝင်ခဲ့သည့် ဘုန်းတော်ကြီးများ ပါဝင် တက်ရောက်ခဲ့ကြပါသည်။ “ငြိမ်းချမ်းရေး လမ်းလျှောက်ခြင်း (Walk for Peace)” ပါဝင်ခဲ့သည့် တက္ကဆပ်ပြည်နယ်မှ မြန်မာဘုန်းတော်ကြီး အရှင်သီလနန္ဒာ အပြင်၊ နယူးယောက်မြို့မှ မြန်မာ ဘုန်းတော်ကြီး အရှင်ပါရမ နှင့် ဗဂျင်းနီးယားပြည်နယ်မှ မြန်မာဘုန်းတော်ကြီး အရှင်ကုမုဒါတို့သည်လည်း အဆိုပါအခမ်းအနားသို့ ပါဝင်တက်ရောက်ခဲ့ကြပါသည်။

၃။ အခမ်းအနားတွင် ဆရာတော်၊ သံဃာတော်များ ပို့ချသည့် ဗုဒ္ဓတရားတော်အဆုံးအမများကို နာယူခဲ့ ကြပြီး ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံများမှလည်း မိန့်ခွန်းများ ပြောကြားခဲ့ကြရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာ အမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းလည်း ပါဝင်၍ မိန့်ခွန်းပြောကြားခဲ့ပါသည်။

၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-

(က) ဤအစီအစဉ်ဖြစ်မြောက်ရေး ဦးဆောင်စီမံပေးခဲ့ကြသည့် သီရိလင်္ကာနှင့် ထိုင်း အမြဲတမ်း ကိုယ်စားလှယ်အဖွဲ့ရုံးတို့အား ကျေးဇူးအထူးတင်ရှိပါကြောင်း၊

(ခ) ယနေ့အချိန်အခါ၌ နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် အမျိုးမျိုးသော ဆင်းရဲဒုက္ခအကျပ် အတည်းများကို ရင်ဆိုင်ဖြေရှင်းနေရပြီး လူသားဆန်ခြင်းက အဆုံးအစွန်သော အန္တရာယ်သို့ ကျရောက်နေချိန်တွင် ဗုဒ္ဓနေ့သည် ဗုဒ္ဓမြတ်စွာဘုရား၏ လူသားဆန်မှု၊ သတိချပ်မှု၊ တုနှိုင်းမဲ့ မေတ္တာနှင့် အကြမ်းမဖက်ခြင်း အဆုံးအမများကို မိမိတို့အား ပြန်လည်သုံးသပ်စေသည့် အချိန်အခါပင် ဖြစ်ကြောင်း၊

(ဂ) သို့သော်လည်း မြန်မာနိုင်ငံတွင် ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလ၌ မတရား စစ်အာဏာသိမ်းမှု ဖြစ်ပေါ်ကာ စစ်တပ်မှ ရက်စက်ကြမ်းကြုတ်မှုများကို ဆက်တိုက်ကျူးလွန်လာခဲ့ပြီးနောက် မြတ်ဗုဒ္ဓ၏ အဆုံးအမများကို နာယူကျင့်ကြံအားထုတ်ရန်ပင် စိန်ခေါ်မှု အလွန့် အလွန်ကြီးမားလာခဲ့ကြောင်း၊

(ဃ) အထူးသဖြင့် မြန်မာပြည်သူပြည်သားများအနေဖြင့် အတင်းအကျပ် နေရပ်စွန့်ခွာနေထိုင်ရခြင်းမှသည် ဆင်းရဲနွမ်းပါးမှု၊ အခြေခံဝန်ဆောင်မှုများ သိသိသာသာ မရှိခြင်းနှင့် အပြစ်မဲ့ ပြည်သူ မြောက်များစွာ၏ အသက်အိုးအိမ်များ ဆုံးရှုံးရသည်အထိ ဆင်းရဲဒုက္ခက ဆိုးရွားစွာ ကြီးထွားလာခဲ့ကြောင်း၊

(င) ထိုသို့ခံစားနေရသည့်အကြားကပင် မိမိတို့ပြည်သူများ၏ကြံ့ခိုင်သောစိတ်ဝိညာဉ်သည် မယိုင်မနဲ့သန်မာလျက်ရှိပြီး စစ်မှန်သောတရားဓမ္မနှင့် ငြိမ်းချမ်းရေးတို့ကို မျှော်မှန်းတောင့်တလျက်ရှိကြောင်း၊

(စ) ယင်းသို့ ကြံ့ကြံ့ခံသော စိတ်ဓာတ်ဖြင့်ပင် မိမိတို့ ယနေ့တိုင် စိတ်ခွန်အား တည်ဆောက်လျက် ရှိကြောင်း၊

(ဆ) ဤနေရာတွင် တက္ကဆပ်ပြည်နယ်မှ ဝါရှင်တန်ဒီစီအထိ ခြေလျင် လျှောက်လှမ်းခဲ့ကြသော “ငြိမ်းချမ်းရေး လမ်းလျှောက်ခြင်း (Walk for Peace)” ခရီးရှည်တွင် ပါဝင်ခဲ့ကြသည့် ဆရာတော် ဘိက္ခု ပညာကာရ နှင့် ဆရာတော်၊ သံဃာတော်များအားလုံးကို မိမိအနေဖြင့် ကျေးဇူးဥပကာရ တင်ရှိသည်ဟု လျှောက်တင်လိုပါကြောင်း၊

(ဇ) ယနေ့ အစီအစဉ်တွင်လည်း အဆိုပါ သမိုင်းဝင် (၂,၃၀၀) မိုင် ခရီးရှည်တွင် ပါဝင်ခဲ့ကြသည့် မြန်မာနိုင်ငံမှ ဆရာတော်အပြင်၊ မြန်မာဘုန်းတော်ကြီးများ တက်ရောက်နိုင်သည့်အတွက် အထူးပင် ဂုဏ်ယူဝမ်းမြောက်မိပါကြောင်း၊

(ဈ) အဆိုပါ ခရီးရှည်သည် ငြိမ်းချမ်းရေးကို အထူး ငတ်မွတ်တောင့်တနေကြသည့် မြန်မာ ပြည်သူ ပြည်သားများအတွက် မျှော်လင့်ချက်နှင့် ခွန်အားတို့ကို သယ်ဆောင်ပေးကြောင်း၊ ထိုမျှမက အဆိုပါ ခရီးရှည်တွင် ဆရာတော်၊ သံဃောတော်များမှ ငြိမ်းချမ်းရေးအတွက် မမှိတ်မသုန် ချီတက်လမ်းလျှောက်နေကြသည့် မြင်ကွင်းက မြန်မာနိုင်ငံ ငြိမ်းချမ်းရေးအတွက် ပါဝင်ကြသည့် ဘုန်းတော်ကြီးများ၏ အခန်းကဏ္ဍကို လေးလေးနက်နက် အမှတ်ရစေပြီး နက်ရှိုင်းသော စိတ်ခံစားချက်ကို တစ်ဖန် ဖြစ်ပေါ်စေကြောင်း၊

(ည) သို့ပါသောကြောင့် အဆိုပါ ခရီးရှည်တစ်လျှောက် ပါဝင်ခဲ့ကြသူများအားလုံး၏ သည်းခံ နိုင်သည့် စွမ်းရည် ပြည့်ဝမှု၊ ဉာဏ်ပညာနှင့် မယိမ်းယိုင်သော စိတ်ဓာတ်တို့အတွက် အထူး ကျေးဇူးတင်ရှိပါကြောင်း၊

(ဋ) မိမိတို့၏ အတွင်းသန္တာန်၌ ပြုစုပျိုးထောင်ထားသော ငြိမ်းချမ်းမှုသည် ပြင်ပသို့ သဘာဝအတိုင်း ကူးစက်ပျံ့နှံ့နိုင်ပြီး အမှောင်ထုထဲတွင် ရုန်းကန်နေရသူများအတွက်လည်း မျှော်လင့်ချက် အလင်းရောင်စဉ်ကို ဆက်လက် ရှင်သန်တောက်ပစေနိုင်သည်ဟု ငြိမ်းချမ်းရေး လမ်းလျှောက်ခြင်း ခရီးရှည်တွင် ပါဝင်ခဲ့ကြသည့် ဆရာတော်၊ သံဃာတော်များနှင့် လူပုဂ္ဂိုလ် တစ်ဦးချင်းစီ၏ ကာယ အနစ်နာခံမှုမှတဆင့် ထုတ်ဖော်ပြသခဲ့ကြောင်း၊

(ဌ) အဆိုပါ ခရီးရှည်သည် အင်မတန် အင်အားကြီးမားသော သာဓကတစ်ခုဖြစ်ကြောင်း၊

(ဍ) ထို့အတူ မိမိတို့ ကမ္ဘာ့အသိုက်အဝန်းတစ်ခုလုံးအား မေတ္တာတရား၊ အကြင်နာ၊ ကရုဏာ တို့ အတွက် တက်ကြွသော၊ မမောမပန်းသော အားစိုက်ထုတ်မှုရှိရမည်ဟု သတိပေးလိုက်ခြင်းပင် ဖြစ်ကြောင်း၊

(ဎ) သို့ဖြစ်ပါ၍ ငြိမ်းချမ်းရေးအတွက် အပြောဖြင့်မဟုတ်ဘဲ အမှန်တကယ် အတူတကွ လျှောက်လှမ်းခြင်းဖြင့် လုပ်ဆောင်ကြရန်၊ မြန်မာပြည်သူများ အပါအဝင် အကျပ်အတည်း ဒုက္ခများအတွင်း ကျရောက်နေသူများအားလုံးကို အမြဲတစေ စိတ်နှလုံးသွင်းပေးကြရန် တိုက်တွန်းနှိုးဆော်လိုပါကြောင်း၊

(ဏ) မြန်မာနိုင်ငံ ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေးနှင့် ကမ္ဘာ့ ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေးတို့အတွက် ဆုတောင်းပေးကြပါရန် တောင်းဆိုပါကြောင်း၊

(တ) ထို့ပြင် မြန်မာပြည်သူများမှ ငြိမ်းချမ်းသော၊ ရေရှည်တည်တံ့သော၊ သာယာဝပြောသော၊ တရားမျှတသော၊ အားလုံးပါဝင်သော အနာဂတ်မြန်မာနိုင်ငံ တည်ဆောက်ရေး ကြိုးပမ်း အားထုတ်မှုများအတွက်လည်း ပိုမိုအားကောင်းသော၊ ထိရောက်သည့်အကူအညီများ ပေးအပ်ကြရန် တောင်းဆိုလိုပါကြောင်း၊

(ထ) မိမိတို့အားလုံး သစ္စာလေးပါးကို ဆက်လက် ကျင့်ကြံအားထုတ်ရန်နှင့် ကမ္ဘာပေါ်ရှိ လူအများ အပေါ် မေတ္တာဖြန့်ဝေကာ ပိုမို ကောင်းမွန်သော ငြိမ်းချမ်းရေး ဆောင်ကြဉ်းကြပါစို့ဟု တိုက်တွန်းလိုပါကြောင်း၊

(ဒ) သက်ရှိ သတ္တဝါများအားလုံး ကျန်းမာ၊ ချမ်းသာကြစေရန် ဆန္ဒပြုအပ်ပါကြောင်း၊

(ဓ) သာဓု၊ သာဓု၊ သာဓု။

၅။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်း အပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

၆။ အဆိုပါ အပြည်ပြည်ဆိုင်ရာဗုဒ္ဓနေ့ အထိမ်းအမှတ် အခမ်းအနား ပြီးနောက် ၁၂-၅-၂၀၂၆ ရက်နေ့ ၁၈၀၀ နာရီအချိန်တွင် မြန်မာဘုန်းတော်ကြီးများဖြစ်သော အရှင်သီလနန္ဒာ၊ အရှင်ပါရမ နှင့် အရှင်ကုမုဒါတို့သည် မြန်မာ အမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးသို့ ကြွရောက်၍ အန္တရာယ်ကင်း ပရိတ်တရားနာမှုများ ပြုလုပ်၍ ရေစက်ချ အမျှဝေမှုများ ပြုလုပ်ပေးခဲ့ကြပါသည်။

Intervention by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar at the Commemoration of the International Day of Vesak 2026

Venerable Maha Sangha,

Excellencies, Distinguished colleagues and dear participants,

Good afternoon and Mingalarbar.
First of all, I would like to extend my sincere appreciation to the Permanent Missions of Sri Lanka and Thailand for co-hosting this blessed commemoration of the International Day of Vesak at the United Nations.

At a time when the international community is confronting multifaceted crises, with humanity falling into extreme danger, Vesak is a time for us to reflect on the Buddha’s timeless teachings of humanity, mindfulness, compassion and non-violence.

In Myanmar, however, such practices have become more challenging than ever since the illegal military coup in February 2021 and subsequent atrocities of the military. Accordingly, Myanmar people’s suffering has become profound, ranging from displacement, extreme poverty, and a significant lack of essential services to the loss of so many innocent lives.

Nonetheless, the resilient spirit of our people remains unbroken, yearning for the light of Dharma and genuine peace.

It is in this spirit of resilience that we find immense inspiration today.

I wish to extend my deepest gratitude to the Most Venerable Bhikkhu Paññākāra and all the monks who undertook the grueling "Walk for Peace" journey from Texas to Washington D.C. We are also profoundly honored to be joined today by the monks from Myanmar including the monk who participated in this historic 2,300-mile journey.

For the people of Myanmar, this pilgrimage brought hope and strength to us at this critical time of people thirst for peace. Moreover it also carried a deeply emotional resonance, witnessing a diverse group of monks marching steadfastly for peace that served as a powerful, moving reminder of a role played by monks in the struggle of peace in Myanmar.

We thank you for your incredible endurance, your wisdom, and your unyielding spirit. Through your physical sacrifice, you have shown our people and the world that peace cultivated within naturally ripples outward, keeping the light of hope alive for those struggling in the dark.

This serves as a powerful example and it reminds us, members of the global community, that metta, loving-kindness, requires active, tireless effort.

Therefore, let us not merely speak of peace but walk toward it together.

I humbly ask you all to keep people in crises, including the people of Myanmar, in your minds and hearts.

Please pray for our country's peace and stability and peace and stability of the world.

Please provide stronger and effective support to our people in their effort towards building peaceful, sustainable, prosperous, just and inclusive future Myanmar.

Let all of us continue practicing the Four Noble Truths and keep spreading metta to people around the world for greater peace.

May all beings be well and happy.
