Meet Heather Ray, this month’s spotlight in the Calm in the Chaos: Voices Behind the Headset series 🎧.

Heather has served as a day‑shift Communications Officer for more than three years, answering and dispatching emergency calls in the 911 Call Center, after previously working in the healthcare field. She has handled everything from requests to pick up leaves to house and vehicle fires, heart attacks, and heartbreaking end‑of‑life calls.

“I aim to be that calm in the storm for my callers,” Heather shares. “My goal is to help lead them through some of their hardest moments. I tell them what to do, especially when it comes to CPR over the phone, and I stay on the line until EMS arrives. For me, I just want to help people.”

Heather was one of the top call‑takers in both 2024 and 2025. She credits this to answering calls quickly, her desire to stay busy, and her genuine passion for talking to people. “That’s why I’m here,” she says.

For the tougher calls where closure isn’t always possible, Heather praises the incredible team she works alongside—from fellow 911 operators to law enforcement, firefighters, and the coroner.

These experiences inspired Heather to get involved with the agency’s Peer Support Program. She now serves as an assistant, helping individuals not only within 911 but across all county departments after difficult calls or personal hardships.

“Peer support is really special,” Heather says. “We’re able to connect with people and help them feel safe. They can release their stress to someone who may have gone through something similar. I love the program because it lets me live out my faith by assisting others.”

Heather credits her strong faith as the foundation for everything she does.

For citizens who call in, her message is simple: “We are here to help you and love you. We will get you the assistance you need. Just be patient with us. Tell us as much as you can so we can do what we can to help aid what’s going on.”

In addition to Peer Support, Heather also serves on the Tactical Dispatch Team, working on the Multi‑Agency Command Vehicle (MACV) during major incidents or severe weather events. She also supports public relations efforts in the community, including educating students about 911.

In her spare time, Heather enjoys being with her husband of 23 years and their three children. She volunteers at her church, loves to travel, and advocates for her children who have autoimmune diseases.

“I just love to help people and hype everyone up,” Heather says. “I love to love on people, make them happy, and take care of them. I will ‘mom you’ and help you get through whatever you’re facing.”
