📌HB 1300 — STATE CONTROL OVER OUR SCHOOL BUDGET PROCESS

HB 1300 shifts control from local communities to Concord by requiring every New Hampshire community to place a state-created school tax-cap question before voters in 2026 and 2028.

That means the state—not local voters, school boards, or town meeting—sets the framework for how communities must consider school-tax limits.

No local warrant article required.
No citizen petition required.
No separate local legislative approval required.

This could limit a community’s ability to respond to rising costs, maintain programs, address building needs, and set school budgets according to local priorities.

The question is simple:

If local control matters when Concord considers overriding local zoning and development decisions, why shouldn’t it also matter when Concord dictates how communities handle their school-budget process?

Rep. Susan Porcelli has publicly emphasized local control when Concord considers overriding local zoning and development decisions.

Yet Porcelli and Rep. J.D. Bernardy both voted for HB 1300—a law that imposes a state-created school tax-cap question on every New Hampshire community.

Local control cannot be a principle used only when convenient.

LOCAL CONTROL SHOULD MEAN LOCAL CONTROL—INCLUDING OUR SCHOOLS.

Before you vote, look at the record.
