Humbled by the endorsement of OneZone Chamber Business Action Committee. We work hard to manage growth, keep costs as low as we can, maintain a strong pro business environment and keep Hamilton County safe.

The OneZone Business Action Committee is proud to endorse Mark F Hall for Hamilton County Council, District 3.

With early voting now underway, we want to highlight the importance of local leadership and the role county government plays in supporting a strong business environment.

“Mark Hall brings a disciplined, common-sense approach to county government, with a clear focus on public safety, infrastructure, and responsible budgeting,” said Jack Russell, President of OneZone Chamber. “He understands that strong fundamentals are what allow businesses and communities to thrive, and his leadership reflects a commitment to long-term, sustainable growth in Hamilton County.”

Mark Hall currently serves on the Hamilton County Council and prioritizes responsible budgeting, with a focus on public safety and infrastructure as the foundation of county government.

He has emphasized disciplined financial oversight, detailed review of expenditures, and maintaining strong reserves while planning ahead for continued population growth. His approach reflects a commitment to ensuring Hamilton County remains safe, well-prepared, and positioned for long-term economic success.

The ZoneBAC is made up of OneZone Chamber members. In considering this race, the committee recognized Mark Hall's leadership, experience, and understanding of the issues impacting the business community. His commitment to responsible governance and continued growth was central to the committee's endorsement decision.

ZoneBAC endorsement decisions are made by the committee using nonpartisan criteria. Committee members review candidate information and determine which candidates to support based on their positions, qualifications, and commitment to issues important to the business community.

Early voting is underway! Election Day is Tuesday, November 3, 2026. We encourage all eligible Hamilton County residents to participate in this year's election and make their voices heard.

Talking with neighbor's people often ask what does the County Council do? The short answer is we oversee the spending and set the tax rate for Hamilton County, Indiana. If you want to know specifics here is a link to all 46 of my timesheet reports. https://readthereporter.com/?s=timesheet

Welcome to the Timesheet. This column is a report of work done on behalf of the people of Hamilton County. It is to be informative too, a place to learn about projects and how our county government works.
As your employee, it is important that you know what is being worked on as transparently as is possible in county government. You hired me as your County Councilman, and my hope is that you will choose to be informed by regularly reading this column, getting involved, consider volunteering, and by asking questions. Council meetings are at 7:00 PM the first Wednesday of every month at the Hamilton County Government and Judicial Center in downtown Noblesville. Meetings are also available to watch online for those unable to attend in person. Here is where my time this past month has been spent.
In addition to the County Council public meetings, September work included: watching Board of Commissioners meetings, Noblesville and Cicero Council public meetings and two days of 2027 budget finalization meetings.
The September in-person Personnel Committee meeting was cancelled. The Finance Committee met to review 2027 expected revenues, the grants committee did not meet and the Insurance Committee did not meet in September but we did receive word that our recommendation to move forward with a new Pharmacy Benefits Manager was forwarded to the Board of Commissioners for their approval.
During September I received eleven constituent service requests and communications. This column doesn’t allow space to describe the calls, messages, and texts from folks that were impacted by the floods. Please allow me grace as I summarize interactions into three primary areas. Questions about immediate needs (food, shelter, pets), communications about short term issues (homes, mitigation and remediation) and lastly messages about the long-term issues (recovery, FEMA, county, state of Indiana and federal benefits). I did the best I could by responding in a timely fashion to direct folks and connect them to the right people and places. I made three in person visits to the Riverwood area during the month to check in on neighbors, how their interaction with FEMA, State Agencies and Hamilton County EMS were going. The largest volume of communications was in support of people trying to coordinate with the right person or agency to address an issue.
A constituent wrote to me stating that Hamilton County had a reporting problem in how we categorize the ethnicity of people arrested and booked into the county jail. His allegation was that the County categorized people as white ethnicity when they were nonwhite. As is the process, I researched his point with the Sheriff and was able to reply confidently that no such mis-categorization was taking place. A constituent wrote to me asking for my help in a public records request. I coordinated with the County Attorney’s office who connected with the individual to fulfill their request.
Of special note this month, was attending the Noblesville State of the City address, the 911 25th Anniversary Memorial Ceremony and completing the 2027 budget maintaining a flat tax rate with increased expenses for people, insurance and facilities.
It was an honor to represent you at this years annual Silver Sneakers Ball, a fundraiser for Champ Camp, at the Cicero Police & Fire Public Safety dinner, and at the Kiwanis Club annual books for a Bright Future Dinner.
This will be my last Timesheet report to you prior to the upcoming election. It has been my pleasure to serve the people of Hamilton County during these last four years. I’ve tried my best to accomplish my objectives of transparency, fiscal conservatism and public safety. If you like what you’ve read in this column (you can find 46 of these columns online), I’d appreciate your support in the election on or before November 3rd and I’d be honored if you’d tell your friends. If you don’t like what you’ve read here, please tell me. Call me at 317-832-1104 and let’s talk about it.
This is my time sheet. This is where my time went during September 2026. While my job is primarily the financial oversight of the county budget, it is important that I understand the Board of Commissioners’ priorities and balance them with the stewardship of taxpayer dollars. That is the job, and I am excited to do the people’s business.
As a taxpayer myself, and listening to so many of you, our employers, it is important for the taxpayers to have access to all the information you want. I work for you and although you may not choose to do a deep dive into what your County Council does, it is important that you can always do so. Feel free to contact me at 317-832-1104 or [email protected] with questions, feedback or if you would like to talk about county business.
