Delegate Phil Hernandez 757 born and raised. Dad to Isa & Maia. Phil is the Delegate for HD-94 (Norfolk) Phil and his wife, Sara, are raising their family in Ocean View.

Phil represents the City of Norfolk’s 94th District in the Virginia House of Delegates. Phil was born and raised in Hampton Roads, attended local public schools, and received a Gates Millennium Scholarship, which made it possible for him to attend William & Mary and become the first in his family to graduate from college. First elected in 2023, Phil hit the ground running and established himself as an effective, creative legislator. In his first term, he passed 10 bills into law. This includes landmark legislation to: expand property tax relief to more Gold Star families, create the largest pilot program in the nation to help families and businesses lower energy bills, improve access to the Child Care Subsidy Program, establish a new Chief Resilience Office to help Virginia prepare for the impacts of a changing climate, and enact the most sweeping reforms to unclaimed property in a generation that will help return over $100 million to families in Virginia every year. In 2024, Phil was named “Rookie Legislator of the Year” by the Virginia Education Association. He also received the 2025 Legislative Leadership Award from the Virginia League of Conservation Voters. Phil always looks for creative ways to build community. He organizes annual blood drives, beach cleanups, and holds several town hall events each year.

IT'S OFFICIAL: Here's the winning design for the new Ocean View License Plate!

More than 150 submissions rolled in, but the winning design came from Larry Estes, an OV lifer and director of the Ocean View Station Museum at Pretlow Library.

This design captures our community, past and present. The beaches, the mermaid motif, the roller coaster, and a nod to 1910, when the first-ever airplane takeoff from a warship (USS Birmingham) concluded with a landing on Willoughby Spit.

This is an initial sketch of the plate. Mr. Estes will now collaborate with a graphic designer to make a digital version that meets all DMV requirements.

Virginia state law requires 450 prepaid applications before the plate can go to production. Interested in this plate? Add your name: https://forms.gle/WzqjzseQEZscpgno6

I want to thank Eggleston for naming me as a "2026 Good Egg" for my legislation requiring movie theaters to have open-caption showings. It's a good example of how Virginia is leading the way to serve the needs of deaf and hard-of-hearing individuals.

✨🥚 Congratulations to Delegate Hernandez, recipient of Eggleston's 2026 Good Egg Award! 🥚✨

Eggleston is proud to recognize Delegate Hernandez for his leadership and commitment to advancing accessibility and inclusion across Virginia.

Through his advocacy for the Deaf and hard-of-hearing community, he championed legislation requiring Virginia movie theaters to provide and advertise open-captioned screenings, helping remove barriers for countless Virginians.

We are honored to celebrate Delegate Hernandez at the Eggleston Legacy Gala on November 5, 2026.

💙 Join us in congratulating him on this well-deserved recognition!

I’m very glad to see news today that the SCC will be holding in-person public hearings on the topic of the proposed Dominion / NextEra merger. As I said in my letter to the SCC earlier this month, the public deserves to be heard on a decision of this magnitude. It’s good to see them agree.
