Man Arrested Following Series of Prowler Complaints

On Monday, October 19, 2026, Norwalk Police Detectives arrested Frank Williams, 40, of Norwalk following a lengthy investigation into a series of prowler complaints at 8 Oakwood Avenue.

Since July 14, 2026, Norwalk patrol officers have responded to 8 Oakwood Avenue on seven occasions for reports of suspicious activity.  During the investigations, residents reported seeing an unknown male walking along the rear balconies of the condominium complex and looking into condos.  The incidents primarily occurred in the evening and overnight.

Patrol officers conducted proactive patrols while detectives continued the investigation.  On September 17, 2026, at 11:02 PM, patrol officers responded to another prowler complaint at the same location.  The suspect was seen looking into condos and walking along multiple balconies at the complex.  The suspect fled the area after a resident confronted him.

Detectives canvassed the area, interviewed witnesses, and obtained surveillance footage depicting the suspect.  To identify the individual, detectives shared photographs of the suspect on the Norwalk Police Department’s social media platforms and requested the public’s assistance.  Through their investigation and information provided by members of the community, detectives identified the suspect as Frank Williams.

On October 19, 2026, detectives obtained an arrest warrant for Williams through Stamford Superior Court.  Later that evening, detectives took Williams into custody.

We would like to thank everyone in the community who reached out and provided information to help identify the suspect.

Arrested:  Frank Williams, 40, of 80 Fair Street, Apartment 211, Norwalk, CT
Charges:  Breach of Peace in the Second Degree
Bond:  $25,000
Court:  November 2, 2026

Today, Chief Walsh, Deputy Chiefs Blake and Dinho, along with members of our Honor Guard, placed a wreath for Sergeant Frank Stratton who paid the ultimate sacrifice on October 14, 1930.

We continue to remember and honor the memory of Sgt. Stratton who faithfully served the City of Norwalk and its community for 28 years.

On October 14, 1930, Sgt. Stratton and Officer McGrath were on patrol near East Avenue and Westport Avenue when they noticed a suspicious vehicle. Upon stopping the car, the Officers discovered that the two men inside, both uniformed Marines, were AWOL and driving a stolen vehicle.

After taking the men into custody, Sgt. Stratton was struck by a speeding vehicle while escorting the suspects to his patrol car. Officer McGrath pursued and arrested the driver. Sgt. Stratton was transported to Norwalk Hospital where he later succumbed to his injuries. He was 64 years old.

We will never forget Sgt. Stratton as we continue to honor his legacy, service and his ultimate sacrifice. His commitment to serve the community of Norwalk will never be forgotten.

End of Watch: October 14, 1930
