Providing free, high-speed Wi-Fi to our communities is about more than connectivity — it’s about opening doors to education, jobs, healthcare, and opportunity. We are proud of our staff and partners who make this work possible for Oakland families every day.
This Black History Month, we proudly recognize Patricia Wells, a dedicated public service leader whose work has shaped housing and community development in Oakland for nearly three decades.
As Executive Director of the Oakland Housing Authority; one of the largest housing authorities in California, Patricia leads efforts that support thousands of families with access to safe, affordable housing and critical services. Since joining OHA in 1998, she has led across resident services, operations, HR, and community partnerships, bringing a deep commitment to equity to every role. Under her leadership, OHA became a founding partner of in response to the digital divide laid bare during the pandemic, particularly for public housing residents, students, and families. In 2024, Patricia and her team advanced that commitment even further by launching free high-speed Wi-Fi for OHA communities, expanding access to education, employment, healthcare, and opportunity. Patricia also serves in national leadership with NAHRO, championing forward-thinking housing policy across the country.
For this and so much more, we salute Patricia Wells as a Digital Equity champion and fierce community leader whose impact continues to strengthen Oakland every day.

Housing insecurity doesn’t just mean not having a place to live—it creates conditions that make individuals, especially vulnerable populations, more susceptible to exploitation and human trafficking.
When people lack access to safe, affordable housing, they are more likely to face desperation, unstable living situations, or dependence on unsafe relationships, all of which increase the risk of being exploited.
This , we recognize that housing insecurity isn’t just a housing issue—it’s a safety issue. Stable housing is a critical need for protecting individuals and preventing exploitation.
We’d like to highlight the incredible work of organizations like MISSSEY, Back to the Basics, Family Violence Law Center, and the Alameda County Family Justice Center who are all doing vital work to stop human trafficking and offer support to survivors.
Together, we can advocate for solutions that provide security and hope.
