Oakland needs clear policies and training for OPD officers on interacting with ICE and other federal agents. The Mayor's recent executive orders do not address this.

If OPD officers encounter people who are claiming to be law enforcement or federal agents but without clear identifiers, are OPD officers going to identify them?
If OPD officers observe or receive a report of a crime against an Oakland resident by a federal agent, will OPD investigate? File charges?
When there is a confrontation between federal agents and Oaklanders, will OPD officers engage in crowd control? Traffic control? Both enable ICE to carry out their agenda.
Will OPD enforce traffic laws when federal agents violate driving and parking laws?

It's not enough to tell us that officers are trained, if there is no curriculum or training bulletin. Without written instruction, officers have been given no enforceable guidance on what to do in a potentially complex situation.

As a sanctuary city, Oakland Police Department will not share information or coordinate with ICE. But in many cities, police protect ICE kidnapping by enforcing "crowd control." Many police departments do not demand ID from anonymous people attempting to kidnap city residents. We need a policy that ensures that OPD protects Oaklanders.

There will be resources and information on how to get involved in local actions to protect our neighbors and our city - adopt a corner, es**rt people to immigration court, emergency response to ICE sitings, and helping neighbors afraid to leave home.

We asked OPD leadership last year to consider changing the number on this vehicle - 1488 is a white supremacist/Nazi shorthand that an officer would reasonably be disciplined for putting on social media or having as a tattoo.

Here's what it means:
The number 1488 is a well-known white supremacist and neo-Nazi hate symbol. It is a combination of two numeric symbols:
14: This is shorthand for the "14 Words," a 14-word slogan attributed to white supremacist terrorist David Lane: "We must secure the existence of our people and a future for white children".
88: This stands for "Heil Hi**er," as H is the eighth letter of the alphabet.
Used together, 1488 is an endorsement of neo-Nazism and white supremacist beliefs. It is frequently seen in various forms throughout the white supremacist movement.
