Who actually holds the Oakland Police Department accountable?
Oakland's oversight system has three key parts:
— The Police Commission: a civilian, community-led board that sets OPD policy and oversees discipline.
— The Community Police Review Agency (CPRA): investigates complaints of police misconduct independently of OPD.
— The Office of the Inspector General: audits OPD and monitors its compliance with constitutional-policing standards.
Together, they're how the community keeps watch, and they only work when they're independent and properly funded.

Oakland's police oversight system is at a turning point.
After years of building independent, community-led oversight, that system is under real pressure.
Federal oversight of the Oakland Police Department has likely ended, which means the city's own Police Commission, Community Police Review Agency, and Inspector General will soon be the primary checks on OPD.
Yet the proposed budget would leave those very bodies under-resourced, right as their role becomes more important than ever.
Adequately funding oversight isn't a technicality. It's what makes accountability real.
We're calling on Oakland's leaders to fully resource the Commission, the CPRA, and the City of Oakland, Office of the Inspector General, so the community always has someone watching.

How Oakland built one of the nation's strongest police commissions.

It didn't happen by accident.
In 2016, Oakland voters passed Measure LL, creating an independent, civilian-led Police Commission with real authority over the Oakland Police Department.
In 2020, voters strengthened it further — Measure S1 passed with more than 82% of the vote.
The Coalition for Police Accountability helped build that system, and we've worked to defend and improve it ever since: monitoring the Commission, the Community Police Review Agency, and the Inspector General, and keeping community voices at the center of oversight.
Strong oversight is something a community builds and has to keep defending.

The Coalition for Police Accountability, who are we?

In 2016, Oakland voters did something remarkable: they created one of the most independent police oversight systems in the country in a city whose police department had long been considered one of the most troubled.
The Coalition for Police Accountability was founded to protect and strengthen that system. We're a coalition of Oakland community organizations and leaders — and a 501(c)(4) nonprofit — working to hold the Oakland Police Department accountable to the people it serves.
Our mission: an Oakland Police Department that operates with equitable, just, constitutional, and transparent policies and practices that reflect the community's values and earn its trust.

Sign the petition for Smarter Public Safety in Oakland!

Oakland cannot balance our budget without serious evaluation of the OPD budget. The public has a right to understand why overspending on key provisions that do not support public safety is allowed. The city council members and Mayor Lee must address the elephant in the room. We cannot afford more cozy back-room deals with the police union.
