The OSBI Internet Crimes Against Children Unit (ICAC) was honored to be a part of this operation. Protecting our most vulnerable population is a top priority. We appreciate the National Center for Missing & Exploited Children and all our law enforcement partners who assisted in this operation.

Behind every image is a child who deserves to be identified.
Recently, NCMEC hosted a week-long Victim Identification Operation, sponsored by Magnet Forensics, bringing together 40 victim identification specialists representing 36 local, state, federal, and international law enforcement agencies.

Throughout the week, participants reviewed more than 400 series of CSAM, working together to uncover information that could help identify the children depicted. Those efforts resulted in 182 referrals to law enforcement, including 83 domestic and 99 international referrals.

Participants also reviewed more than 570 additional series depicting possible new content connected to previously submitted CyberTipline reports, helping determine whether children had already been identified or whether additional victim identification efforts were needed.

Operations like this demonstrate what is possible when expertise, technology, and collaboration come together with a shared purpose: identifying children, supporting investigations, and helping bring victims one step closer to safety.

We are grateful to every specialist who participated and to Magnet Forensics for supporting this important work.

FOR IMMEDIATE RELEASE:
OCTOBER 19, 2026

WASHINGTON, OK – On October 18, 2026, the McClain County Sheriff’s Office requested the Oklahoma State Bureau of Investigation to investigate an officer-involved shooting.

On the evening of October 17, 2026, McClain County dispatchers received a 9-1-1 call from a resident regarding a domestic disturbance/stalking incident. The female victim told dispatchers she was being followed by a driver, identified as 40-year-old Cahlan Bowman.
